School Committee recognizes FHS Cheerleaders, hears of food services, Lifelong Learning, and snow preparations (video)

The Franklin School Committee met for the last time in this calendar year on Tuesday, Dec 12. The meeting featured a variety of information updates and recognition of the FHS Cheerleaders who repeated as State Champions.

Quick Recap:
  • Cheerleaders recognized as State Champions (again). Proposal in the process of coming to authorize a trip to the National Championships (details TBD)
  • Colin Boisvert, Food Services Director, provided an update on the operation and delivery of the school lunch program and gradual expansion of breakfast. Also highlighted was the use of local food sources and providing healthy options including fish
  • Patricia Gay, Lifelong Learning Director, provided an update on the programs offered through the year. School Choice (before & after school programs), Community Learning (a variety of workshops, classes and exercise programs), Music Academy (year round music education and tutoring), and the Summer programs (including High School Experience). Lifelong Learning is self funded via registrations fees for the programs
  • Brutus Cantoreggi, DPW Director, provided and update on the annual snow program and engaged in a extensive Q&A with the Committee to cover as many of the nuances as possible

Bylaw Amendments 23-902 and 23-903 - Second Reading & Final Vote - Dec 20, 2023

The Franklin Town Council will hold a second reading and final vote on the adoption of two Town Code Bylaw Amendments as follows:
  • 23-902: Chapter 147, Snow and Ice, Removal Of - Adds a new bylaw which imposes requirements upon abutting property owners to remove snow and ice from public sidewalks as indicated in the proposed map titled “Sidewalk Snow Removal Required By Property Owner” 
  • 23-903: Chapter 82, Fees, Municipal Service, § 82-6 Schedule of Service Fees, Subsection L. Public Works - Revises the fee schedule to increase the cost to recycle a mattress and/or box spring from $10 to $65 

The second reading and final votes on adoption of each of these bylaw amendments will take place during the Town Council Public Meeting beginning at 7:00 PM on December 20, 2023; there will be an opportunity for public input during the process. 

Location: Municipal Building, 2nd Floor Council Chambers, 355 E. Central Street, Franklin, and also via the “ZOOM” platform.

Beaver Street Sewer Interceptor Replacement Project Groundbreaking Ceremony

Today (11/09/23) the Town of Franklin kicked off the Beaver Street Sewer Interceptor Replacement Project at the Franklin Recreation Center located at 275 Beaver Street.  

Town Council Chair, Tom Mercer, welcomed everyone to the groundbreaking and declared “the rehabilitation and realignment of the Beaver Street Interceptor will provide the most cost-effective, long-term solution to the Interceptor’s capacity and structural deficiencies, and will improve accessibility, operational and maintenance challenges as well as environmental impacts for the Town”. 

The Beaver Street Interceptor has been in continuous service for 108 years and is considered Franklin’s most critical sewer asset, conveying almost 70 percent of the Town’s sewage with an average daily sewage flow of approximately 1.5 million gallons per day through the pipeline. Other than routine maintenance, no improvements to the interceptor have been made since its original construction in 1914.

According to Franklin’s Department of Public Works Director, Robert Cantoreggi, extensive manhole inspections and cleaning and closed-circuit television inspection of the pipes were last completed in 2013 and 2014. Results of these investigations showed signs of increasing deterioration and worsening conditions of the pipes and manholes, most notably increased tuberculation, cracks, manhole and pipeline infiltration, and root intrusion.

“Due to its age, the risk and consequence of failure, environmental impacts, and the percentage of the Town’s sewer flows conveyed by the interceptor it is imperative we undertake this project and keep Franklin flowing,” stated Cantoreggi.

Liz Taglieri, Executive Director of the Charles River Pollution Control District, recognized the Town’s proactive efforts toward infrastructure and safety. “Seeing the Town of Franklin invest in such a critical piece of its sewer infrastructure demonstrates just how much the Town values its responsibility to safely and effectively collect and transport the wastewater, ensuring the health and safety of not only the Town of Franklin, but also its neighboring communities.”  

The cost of this project will total more than $33 million. The Town was able to secure funding for this project through the Massachusetts Department of Environmental Protection (MassDEP) Division of Municipal Services and State Revolving Fund (SRF) low-interest loan and principal forgiveness program. This program assists cities and towns to improve drinking water, stormwater and wastewater facilities and infrastructure to comply with federal and state quality requirements. Commissioner Bonnie Heiple of MassDEP was present for the groundbreaking ceremony. 

The climate crisis has brought significantly increased rainfall and storm impacts that can overwhelm infrastructure that was designed for a different time,” said Commissioner Heiple. “We are pleased to help bring this important project to fruition, as it will have tangible benefits to both public health and the environment.”

The Rehabilitation and Realignment of the Beaver Street Interceptor will improve environmental impacts, access, maintenance, and sanitary sewer overflows. The interceptor includes 59 manholes and approximately 2.3 miles of pipe, extending from the intersection of Cottage Street and Union Street to the easement behind Pond Street, near the Interstate 495/Route 140 interchange, where it discharges to the Mine Brook Interceptor. The projects consists of re-routing a portion of the existing interceptor, rehabilitating 6,100 linear feet of cured-in-place pipe lining, replacing 2,600 linear feet of the interceptor, upsizing of portions of the interceptor, installing 6,000 linear feet of new force main and gravity sewers, abandonment of 5,000 linear feet of the interceptor, and the construction of one new pump station and its associated force mains.

The interceptor project is extensive and is anticipated to take about 30 months to complete, starting in the fall of 2023 and ending in the summer of 2026.

Town of Franklin receives $23K grant for Recycling Program

via Mass Municipal Association (MMA)

"On Sept. 28, the Healey-Driscoll administration announced the award of $5.2 million in grants to 283 municipalities and regional solid waste districts for recycling, composting, and waste reduction programs.

Gov. Maura Healey said the grants, from the Department of Environmental Protection’s Sustainable Materials Recovery Program “help further our collective efforts to meet our aggressive goal of 90% waste reduction by 2050, while also boosting local economies by investing in the waste reduction industry.”

The SMRP’s Recycling Dividends Program is distributing $3.65 million to 278 municipalities and regional districts to improve community recycling efforts."

The Town of Franklin Recycling Dividends Program received a grant from the State of $ 23,400.00

History
The Beaver Street Interceptor (BSI) was originally constructed in 1914 and discharged to the former Franklin Wastewater Treatment Plant on Pond Street (aka, the sewer beds). Currently, the BSI conveys over 70% of the Town's sewage with an average daily flow (ADF) of approximately 1.5 million gallons per day (MGD) of sewage flow through the pipeline. The interceptor includes 59 manholes and approximately 2.3 miles (11,932 LF) of 16-inch to 24-inch cast iron (CI) pipe, reinforced concrete (RC) pipe, and vitrified clay (VC) pipe. The BSI extends from the intersection of Cottage Street and Union Street to the easement behind Pond Street, near the Interstate 495/Route 140 interchange, where it discharges to the Mine Brook Interceptor. Due to its age, the risk and consequence of failure, and the percentage of the Town's sewer flows conveyed by the interceptor, the BSI is considered Franklin's most critical sewer asset.

The BSI, constructed in 1914, has been in continuous service for 108 years. Other than routine maintenance, no improvements to the interceptor have been made since its construction. Since 2003, the Town has contracted for cleaning, internal investigation, and condition assessment of the BSI on a recurring 5-year basis. Extensive manhole inspections and cleaning and closed-circuit television (CCTV) inspection of the pipes were last completed in 2013 and 2014, respectively. Results of these investigations have shown signs of increasing deterioration and worsening conditions of the pipes and manholes, most notably increased tuberculation, cracks, manhole and pipeline infiltration, and root intrusion.

Rehabilitation/Repair Project Description
The Project is located in the Town of Franklin, MA in Norfolk County. The current interceptor is in need of replacement. Therefore, the Town proposes rehabilitation, replacement, and general improvements to the interceptor as well as a new pump station on the property at 275 Beaver Street, Franklin, MA. The proposed project provides the most cost-effective, long-term solution to the BSI's capacity and structural deficiencies, human health and environmental risks, accessibility and operation and maintenance challenges, by abandoning and rerouting sewers in the most risk-prone and problematic, inaccessible areas. The work of the Project to reroute sewers is being undertaken, in part, to move sewers out of wetland resource areas at the same time as making other improvements. 

The Project includes the following key components:

  • New 6 MGD Beaver Street Pump Station and 4,000 LF of 18-inch Force Main from the pump station to discharge at Pond Street.
  • Rehabilitation of 6,100 LF of BSI using Cured in Place Pipe Lining (CIPPL)
  • Installation of 6,000 LF of new gravity sewers
  • The work will take place at 5 MBTA/Keolis Railroad Crossings including 3 pipe replacements using jack and bore technique and 2 pipe rehabilitation locations using CIPPL.
  • Abandonment of BSI from Panther Way to Franklin Village Plaza and Route 495 crossing

Franklin TV: DPW, Better & Better

A Town is Made of Treasured Places.

There are quietly treasured places and spaces tucked in here and there that dot the landscape of any town. They are often physical markers of a storied past. Some are ‘institutional’. Some are ‘monumental’ (literally). Some are simply spaces for recreation, reflection, renewal. They also contribute to the local zeitgeist – the unspoken identifying and unifying spirit of the community. They are who we are. In that sense they are treasured – hushed and holy places.

We breeze by them without a thought on most days. But, without them we are less.

As public works they are a public good – good works of art, usually unsigned. That said, I give a big nod of appreciation to the DPW, our Dept. of Public (Good) Works. Robert Cantoreggi and his talented team are always there, deftly working away in that unsung background. All that good work? You might say it’s – ‘monumental’.

Franklin DPW is currently seeking contractors with vehicles and equipment to perform snow removal operations during the 2023/2024 season seeking 10-wheelers, 6-wheelers, backhoes, loaders, 1-tons and skidsteers. All equipment must have plows.

Upcoming Events - Saturday, October 14 = Archaeology at Franklin State Forest and DPW Touch A Truck

Now that the rain has subsided, it is time to get outside and enjoy some of our open spaces! 
  • Archaeology at Franklin State Forest
For the history buffs out there, celebrate Archeology at the Franklin State Forest with DCR, Franklin Historical Commission, and Franklin Museum. Travel back in time to the 1930s and visit the Civilian Conservation Corps (CCC) historic campsite - right in the State Forest! Uncover the hidden truths of our land, meet a state archaeologist, and immerse yourself in nature.


  • DPW Touch a Truck

For those with children or those that just really like big engines, come to the DPW Touch a Truck event and sit in Conservation's newest equipment - the "Conservation Flotation", our 10-foot boat to help mitigate beaver dams, clear stormwater infrastructure, and other odd jobs. 

While you're there, come visit our Conservation table for some fun handouts, demonstrations, and trail maps.

Both events are scheduled for Saturday, October 14 from 10 AM - 2 PM.

Franklin's Second Annual Fire Hydrant Painting Contest

VOTE FOR YOUR FAVORITES BY LIKING THE PICTURES!!

In August the Department of Public Works announced the Town of Franklin's second annual fire hydrant painting contest. The project was designed to draw attention to the hydrants, promote upkeep and public awareness of the water system and foster engagement with the ultimate goal of encouraging a sense of pride in the infrastructure among residents.

From October 6, 2023 to October 12, 2023 residents can vote for their favorite fire hydrant art on the DPW's  Facebook Post . Winners will be announced at the DPW Touch a Truck event on Saturday October 14, 2023.

Police reminder on vandalism of hydrant painting contest: "Don’t touch things that aren’t yours"

"The Franklin Department of Public Works is currently conducting its annual fire hydrant painting contest throughout town. There have been over 30 entries to this contest this year. Each contestant submitted an application to the DPW with their proposed design. There are 3 age brackets for this contest, 18 & over, 12-17, and under the age of 12. Winners of this contest are announced at the upcoming Touch a Truck event hosted by the DPW on October 14th.
Although you may see people painting area fire hydrants this is not an invitation to do so on your own time. This is all being done with the approval of the DPW. Unfortunately, others have decided to ruin this event and have vandalized 2 painted hydrants in town, one belonging to a child under the age of 12. All non-approved painting of public hydrants is vandalism and destruction of public property. Don’t touch things that aren’t yours."
