Davis-Thayer Reuse Advisory Committee begin work to determine the appropriate reuse (video)

The Davis-Thayer Reuse Advisory Committee met for the first time July 18, 2023 at 7:15 PM (15 minutes late). They were sworn in by Town Clerk Nancy Danello. The individual members then provided a brief introduction of themselves.

The Town Council has established the Davis-Thayer Building Reuse Advisory Committee to evaluate potential strategies and future uses for the building and parcel of land the building is located on.

The Committee will:

  • Conduct an assessment of current conditions and possible uses;
  • Conduct a market appraisal of the property;
  • Engage community stakeholders and citizen input through a public listening series; and
  • Evaluate potential future uses and make a final report to the Town Council by December 23, 2023

This is a meeting of the Franklin Town Council Sub-Committee; under the Open Meeting Law, this subcommittee is a separate "public body" from the Town Council. Therefore, unless the Town Council has separately notified and posted its own meeting, Councilors who are not members of this subcommittee will not be permitted to speak or otherwise actively participate @ this meeting, although they may attend and observe. This prohibition is necessary to avoid the potential for an Open Meeting Law Violation

Space Needs Subcommittee decides to make recommendation for redistricting in 2024 (audio)

This session of the radio show shares the School Committee - Space Needs Subcommittee meeting held hybrid, some in the 3rd floor conference room on Monday, Mar 27, 2023, other virtual via Zoom webinar. (P-present, R-remote)

Brief recap: (caution, albeit brief I believe I have the gist of the discussion  - the audio is available to listen to all the nuances and final options)

  • Received an update from Supt Giguere on status with KBA

  • Group listened, discussed each individual's preference for their recommendation, two were somewhat close, then as discussion ensued, and clarifications arose things seemed to change on who was where; fortunately as time permitted, they did clarify an option, then a second, and an ‘amendment’ to that one, ultimately it came to two options for vote as recommendation

First, buffer for Sep 2023, expanded to including incoming K students, redistricting per storymap in 2024
Second, same as first but allow DT families to choose where they would go beyond 2024
  • Vote was 2-1 in favor of the first option 

  • Consider the recommendation to be redistricting for 2024 with an option for those in the ‘buffer’ per the storymap, to opt to move early to where they would end up. For example, a DT student now at Keller but would per redistricting would go to Oak/Horace Mann, could choose to go early (2023) rather than wait until 2024

  • details on recommendation to be finalized by subcommittee and released before April break

  • The current schedule holds for the presentation on the recommendation at the April 25 meeting with a School Committee vote at their May 9 meeting.

Town of Franklin has a number of Volunteer Opportunities - one of these could be a good fit for you!

Davis-Thayer Building Reuse Advisory Committee, Master Plan, Police Station and more!

Have you ever desired to volunteer for a town board or committee to enhance the great quality of life in Franklin? Below is a list of open vacancies on town boards and committees, including three new committees that have recently been established on major community-defining projects in town.

The Davis-Thayer Citizens committee will explore options for reuse of the former school.

Applicants should expect a 12-18 month process to develop a ten-year vision for the community, including town facilities, arts and cultural development, housing, infrastructure, open space and economic development and much more. 

Read the current town-wide Master Plan.

Applicants must have a background in engineering or in construction management. 
The committee will evaluate and plan a Police Station.

The Committee promotes arts and cultural development in the district as part of the Town's  certification with the Commonwealth.

The DRC recommends sign design and style to the Planning Board.

The Cultural Council awards grants to local arts organizations every year and assists in sponsoring major events like the Cultural Festival And Annual Arts Symposium.

Voices of Franklin: former Davis Thayer neighborhood parents raise concerns for School Committee

We are here today to present concerns about redistricting that are unique to families living in formerly Davis Thayer neighborhoods.

To give needed background: The interest among some town stakeholders to close Davis Thayer started to come to a point of action just as the COVID pandemic hit. A number of us consistently dialed in to full School Committee meetings as well as those for the Space and Facilities subcommittee. We spoke during meetings, sent emails, and engaged in information sharing. We raised questions around space and crowding at Keller; about the transitions and adjustments students were already experiencing due to COVID; and about our fears regarding moving students when an imminent town redistricting was already on the horizon. 

Former superintendent Sara Ahern stated, in her January 2021 letter to the subcommittee: “The question remains as to whether or not redistricting is something that should be considered as part of closing Davis Thayer Elementary School or planned for in the future. It would be prudent to avoid any situation where Davis Thayer students are attending school at Keller and then redistricted at a later point in time.”

Ultimately, the committee voted to close DT, and so, in Sept of 2021, Davis Thayer children entered Keller while the pandemic raged on. They did their best to acclimate themselves to new staff and classmates while wearing masks and being cautioned not to go close to others. They learned the policies, expectations, values, and even physical layout of their new surroundings without having had the chance to first return to the comfort of their former school to adapt back to a regular, full-time school week.

Our kids have weathered this change with all the grit, grace, and resilience one could imagine. Their former school building sits unoccupied. It houses books, desks, and supplies. We have seen little on how the school closure has actually financially benefited the town. The kids’ sacrifice for their community often feels all for naught.

And now here we are at the redistricting effort. As new scenarios are discussed and new school zone lines are drawn, we wonder, what will happen to our kids? We fear how another school switch will negatively affect their academic progress and mental wellness. 

We will send a longer email to your committee that outlines some important research about the detrimental effects of frequent school-switching. We would also like to draw your attention to the potentialities of a phase-out approach or a grandfathering of former DT students. Our longer email contains more details on these potential solutions.

We ask you to value the DT kids’ courage, and prioritize their vulnerability and mental health. We hope you will honor the commitment of Sara Ahern. Uprooting young children twice from their school is not only detrimental to community educational progress, but also for their social-emotional wellness. 

We also ask you to consider in detail the facilities projections that came out of the Kaestle Boos report and that have been studied by other town bodies. For instance, that report conveyed a need to close Parmenter and Kennedy schools at some point. 

How terrible it would be to move students to one of those schools only to close it a short time later. We implore town committees including yours to create a master plan that takes into account short and long term needs of all students before making this decision.

Town Council Quarterbacking session with Chair Tom Mercer condenses the 2.5 hour meeting to about 35 minutes (audio)

This shares my conversation with Town Council Chair Tom Mercer. This is one of a series of conversations meant to provide a recap of the prior Council meeting. Akin to one of the many sports post-game analysis broadcasts we are familiar with in New England,  this would be a discussion focused on the Franklin Town Council meeting of Jan 18, 2023


  • ok, what just happened? 

  • What does it mean for Franklin residents and taxpayers?


We cover the following key topics

  • Presentation on the first year at the Senior Center by Director Danielle Hopkins and Deputy Director Christina Larose; introduction of multi year plan, service enhancements, etc.

  • Storm water presentation, how to find your property on the map, and calculate your fee; Then discussion on the credit booklet and process for applying; business would apply every five years, residents yearly

  • Announcement of the Town Council members for the four committees authorized at the prior meeting, some of these will start right away, some later this year. The application process for residents to express interest is still forthcoming. These are the Councilors who will lead the efforts as Chair, Vice-chair and Clerk.
