The Franklin For All series continues with a discussion on Design Review - 05/30/23 (audio)

FM #1005 = This is the Franklin Matters radio show, number 1005 in the series. 


This session of the radio show shares the audio recording of the housing and zoning discussion with Brad Chafee, Melanie Hamblen, Cobi Frongillo, and Sam Williams. Most of us were in the Franklin TV Studio on Tuesday, May 30, 2023. Cobi joined us via the Zoom conference bridge.


Consider this a continuation of the downtown zoning discussion from the “Franklin For All” project which is underway with review and discussion at the Economic Development Subcommittee Plus meetings that Melanie Chairs and for which Cobi is Vice-Chair.  


We were joined by Sam Williams for this session to include his insights as the Vice-Chair of the Design Review Commission.  


The conversation centered on design aspects of the ongoing Franklin For All discussion. Design Review had come up in a couple of the prior sessions so we decided to spend some time on it here with Sam.

Town of Franklin has a number of Volunteer Opportunities - one of these could be a good fit for you!

Have you ever desired to volunteer for a town board or committee to enhance the great quality of life in Franklin? Below is a list of open vacancies on town boards and committees, including three new committees that have recently been established on major community-defining projects in town.

The Davis-Thayer Citizens committee will explore options for reuse of the former school.

Applicants should expect a 12-18 month process to develop a ten-year vision for the community, including town facilities, arts and cultural development, housing, infrastructure, open space and economic development and much more. 

Read the current town-wide Master Plan.

Applicants must have a background in engineering or in construction management. 
The committee will evaluate and plan a Police Station.

The Committee promotes arts and cultural development in the district as part of the Town's  certification with the Commonwealth.

The DRC recommends sign design and style to the Planning Board.

The Cultural Council awards grants to local arts organizations every year and assists in sponsoring major events like the Cultural Festival And Annual Arts Symposium.

Happy Holidays!

The hustle and bustle of the holiday season are finally upon us and with it comes an opportunity to reflect on the year gone by and plan for the year ahead. We have so much to be thankful for: our family, friends, neighbors, and community. This season, I am thankful for your support and what we've accomplished together.


As we begin 2023—and a new two-year legislative session—I am looking forward to continuing to work with my colleagues in the Senate and all of you to build a strong, inclusive, innovative and compassionate Commonwealth.


From my family to yours, I wish you a happy and healthy holiday season.

Reflecting on the last two years

As 2022 comes to a close, so too does the 192nd Legislative Session of the Massachusetts General Court, our state's legislature.


The 2021-2022 Legislative Session proved to be a historic and exciting time as the Massachusetts State Senate works to address the challenges affecting every one of us.


As our state continues to recover from the public health and economic impacts of the COVID-19 pandemic, we continued to deliver relief to workers, families, and small businesses, centering them in our strategy to promote an equitable recovery for all.


In response to worrying trends at the national level, we expanded Massachusetts residents' access to voting, protected our right to receive reproductive or gender-affirming healthcare, and be safe from gun violence. We also passed two major bills, now law, aimed at combatting climate change, positioning Massachusetts as a leader in this fight.


Of course, no reflection on the last two years would be complete without celebrating passage of my priority issue, bringing long overdue reform to our mental and behavioral health care delivery system and ensuring that everyone can get the mental health care they need, when they need it.


With the signing of the Mental Health ABC Act 2.0 into law in August 2022, all residents will soon be guaranteed a free mental health assessment, we will have tools to enforce parity for mental health coverage and we will take significant steps toward addressing the emergency room boarding crisis. And having spoken with representatives from the White House who believe that our mental health care reform bill can and will serve as model legislation for the United States, I am grateful to know that we will be providing hope for the entire nation.


Our state has an important role to play as a national leader and a beacon of hope to so many. I look forward to tackling the challenges that the new session will bring.

CommonWealth Magazine: "Old laws, like Prop 2 1/2, need to adapt to times"

"I’VE BEEN STRUGGLING to find the right metaphor for our current economic situation. After the great recession of 2007-2009, my go-to was a staircase: the recession had knocked us down a flight of stairs and it took us a decade to climb back up.

But that won’t do today. If COVID knocked us down the stairs, our response was to leap–like some superhero–up and out of the building. Only afterwards did we realize we don’t know how to land.

Or how’s this analogy…to avoid a dangerous tangle on the highway, we successfully accelerated around it–only to discover that our brakes aren’t working well.

You get the point. For the first time in decades, the problem with the US economy is that it’s running too hot, with plentiful job opportunities driving unsustainable wage growth and consumer demand keeping inflation above healthy levels.

Fixing all this is mostly a job for the feds. But lawmakers here in Massachusetts have an important role to play: they need to adapt."

Annual Report Of The Design Review Commission - FY 2021

Note: FY 2021 is last year (July 1, 2020 to June 30, 2021). The report was prepared to cover the business for the FY 2021 period. This year’s report FY 2022 (July 1, 2021 to June 30, 2022) is in preparation now and is normally available for distribution at the polls for the November election.

The Design Review Commission (DRC) was established in 1998 when the Town Council adopted a new Zoning Bylaw that established a sitting Design Review Commission. The 1997 Master Plan recommended that Franklin should adopt design standards to re-establish a sense of traditional New England villages. The design standards would assist in shaping the community as a whole, as well as establish a commercial appeal of individual establishments and businesses.

The Commission is responsible to interpret the design guidelines to establish a sense of character in commercial and industrial areas and in sign installations so as to enhance the appearance of the Town while ensuring compliance with Town codes and bylaws. The DRC has approval authority on signage and recommendation input to the Planning Board and Zoning Board of Appeals on Site Plans for landscaping and lighting, and Building Plans for exterior design, colors and materials.

The DRC is composed of 5 regular members and 2 alternate members. All members are residents and volunteers who are appointed by the Town Administrator and ratified by the Town Council. The Commission is currently composed of James Bartro, Chairman; Samuel Williams, Vice Chair; Mark Fitzgerald, Venkata KP Sompally, Gerald Wood, and Chris Baryluk, Associate.

During FY 2021, the commission processed a total of 45 DRC Applications. There were 39 Sign approval applications and 6 Site Plan approval applications. Reviews included projects such as the condominiums in the greater downtown area and the new commercial re- development of sites formerly used for manufacturing.

Due to concerns regarding the COVID-19 virus over the past year, Design Review meetings are being conducted remotely via the Zoom platform. In an effort to ensure citizen engagement and comply with open meeting law regulations, citizens are able to dial into the meeting using the provided phone number (Cell phone or landline required) or participate by a link embedded in the Agenda for Meetings.

Meetings are held at 7:00 p.m. on the second and fourth Tuesdays each month, with the exception of December when it normally holds one meeting. Meeting times, dates and agendas are posted on the DRC page: https://www.franklinma.gov/design-review-commission.

School Committee discusses the Superintendent Review process - 04/12/22 (audio)

FM #7773 = This is the Franklin Matters radio show, number 773 in the series. 


This session of the radio show shares the School Committee Superintendent Review meeting held Tuesday, April 12, 2022. 


There is only one item on the agenda: Superintendent’s Evaluation Process Discussion


  • Elise Stokes, chair of the subcommittee provided an overview of the process. There was a discussion on timing and focus to clarify points in the process. 

  • The school committee members will get a form to fill out to be compiled and reviewed at a meeting in May and then bring the review forward targeted for the June 14 school committee meeting.


The meeting opened at 6:06 PM and ran approx. 16 minutes. Note the audio quality improves a few minutes into the recording as I move the device to the front of the speaker table in the Council Chambers.
