Economic Development discusses the ins and outs of 40R (video)

The Economic Development Subcommittee and Steering committee (of the Franklin For All initiative) hear all about the 40R options at their meeting on Wednesday. 

As summarized by member (& ZBA Chair) Bruce Hunchard, basically you (the Town) is better off waiting for a developer to come forward and work together on a 40R than to create a 40R district or overlay zone. Or do like Shrewsbury did, solicit proposals for 40R and pick a developer to work with on a specific proposal. This effectively restates what Mark Bobrowski discussed during his presentation.

Economic Development Subcommittee & Steering Committee Meeting

After a 2nd discussion, Economic Development still finds no consensus on approach to inclusionary zoning proposal

The Economic Development Subcommittee and Steering Committee met on Wednesday, Nov 30, 2022 in the Council Chambers with one member participating remotely. The discussion centered on the inclusionary zoning proposal carried over from the prior meeting. 

While the group had more time to review the matter, they still could not reach consensus on a recommendation and yet did move the item for discussion by the full Council. In my view, this group, which in principle approves of the concept, and yet can't recommend an approach, likely sets the full Council discussion up for failure. Stay tuned, this is an important discussion, and no matter the next vote, Franklin needs to address this properly.

First - purely an economic development item - the next set of lot line zoning map adjustments. A continuing project and this is the next set of changes. The item after discussion was recommended to the Council for review and consideration.

 

Second - for the Plus side of the committee as it attempted to cover two zooning bylaw proposals that are an outcome of the Franklin For All study as well as part of the MBTA Community planning required. The committee got into a good discussion on one of the two changes proposed, did not get into the second and will pick up the discussion at their Nov 30 meeting.

Quick recap:

Franklin For All portion

• Full steering committee reviewed the priority listing and time line developed by Planning and Community Development Dept after the steering committee had set the priorities for the Franklin For All recommendations during their August meeting

• Much of the discussion was around clarification on what was included, what was not, and why

Parking bylaw proposal portion of meeting

• Just the Council members remainder on the dias for the longer section of the meeting around the parking proposals (B Wierling did move to the audience and ended upon commenting on the proposal as a resident)

• There was much discussion and input from community and business members on aspects of the proposal

• The subcommittee voted to move the recommendations forward to the Council with a variety of votes. At first they attempted to move all forward, by a 4-0 vote. When they were advised it was complete, a more refined set of votes on aspects of the proposals results in 3-1 votes (Hamblen, Frongillo, Sheridan for; Jones against). Another motion for an amendment (for residential parking) by Sheridan did not get a second so it died there. One of the proposed amendments (from Frongillo) was to expand the role of the Town Administrator to set more than just the rates. This was objected to (by Jones) and the resulting discussion did not result in a vote

• The proposals will come before the Council at one of the October meetings

Economic Development Subcmte Plus plans to select top recommendations for Aug 10 meeting (audio)

Discussion on the process for selecting priorities among the recommendations (or in addition to) by the committee members as a way of prioritizing the Towns work overall. Not everything can be done, but if everyone uses 3 priorities, they can bubble up what should be worked first, etc.

Meeting scheduled for Aug 10, 6 PM to do the prioritization. This was selected in light of the MAPC report due at the end of June, time to digest, should also have the final requirements coming from the State on the MBTA community incentives by that time as well.
