Request for Determination - Grove Street Well 6 - Conservation

Pursuant to Massachusetts General Laws Ch. 131, s.40 (The Wetlands Protection Act) Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, May 18, 2023 at 7:07 PM on a Request for Determination filed by the Franklin Water Department for the cutting of any standing dead trees that pose a threat of falling and damaging the Well 6 well field area, with work taking place within Bordering Vegetated Wetlands (BVW), the 100-foot Buffer Zone to BVW and the 200-foot Riverfront Area.
The Project is located at 340 Grove Street, Map 312 Lot 21, within the Industrial Zone.
The hearing will provide an open forum for the discussion. This meeting will be done remotely via the “ZOOM” platform and “In-person” in the Council Chambers of the Municipal Building, 355 East Central Street. Residents can visit the Town Website (Franklinma.gov) and click on the Town Calendar for up to date information on how to access the meeting.
All records and files for this project can be viewed at the Conservation Office located on the first floor of the Franklin Municipal Building.
Any person or organization so wishing will be afforded an opportunity to be heard. The hearing location is accessible to persons with physical disabilities. If you require a translator or accommodations for a hearing impairment, contact the Conservation Department at the Municipal Building or by calling (508) 520-4929.

The second Open Space and Recreation Plan (OSRP) public hearing is Tuesday, April 25, from 6-8p in the Multi-Purpose Room of the Franklin Senior Center (10 Daniel McCahill Street). Residents are encouraged to attend to hear a presentation of the 2023 OSRP goals and objectives based on resident input from the first public hearing and other outreach mechanisms.

Due to the concerns regarding the COVID-19 virus, this Open Space and Recreation Plan Public Hearing is available to be attended in person and via the ZOOM platform. In an effort to ensure citizen engagement, citizens will be able to dial into the meeting using the provided phone number (Cell phone or Landline Required) OR citizens can participate by copying the link (Phone, Computer, or Tablet required).

The Franklin Town Council will hold a Public Hearing on an application by Marlboro Food, Inc. d/b/a 7-Eleven 37380B, located at 400 King Street, Franklin, MA for a transfer to it of a Section 15 Wine and Malt Beverages Package Store License presently held by TM1 Solutions, Inc. d/b/a 7-Eleven Store Number 37380A to be exercised at the same location. 

This hearing will be held on April 26, 2023 at 7:00 PM and will provide an open forum for discussion. Location: Municipal Building, 2nd floor Council Chambers, 355 E. Town of Franklin  Conservation Commission
Pursuant to Massachusetts General Laws Ch. 131, s.40 (The Wetlands Protection Act) Franklin Conservation Commission will hold a Hybrid Public Hearing on Thursday, March 9, 2023 at 7:01 PM on a Notice of Intent filed by Brian Jones, of Allen & Major Associates, Inc., Manchester, NH on behalf of Matthew Clark, TMC Holdings & Development 2 LLC, Bellingham, MA. The project proposes to construct a 16,000 square foot building addition, 17 additional parking spaces, and a paved contractor yard within the 100-foot Buffer Zone to Bordering Vegetated Wetlands (BVW).
The Project is located at 25 Forge Parkway, Map 275 Lot 14, in the Industrial Zone.
The hearing will provide an open forum for the discussion. This meeting will be done remotely via the “ZOOM” platform and “In-person” in the Council Chambers of the Municipal Building, 355 East Central Street. Watch or listen to the Open Space & Recreation Plan - Public Hearing #1 - 02/21/23 (audio & video)

The Open Space Recreation Plan Public Hearing #1 Agenda was updated on Tuesday to more clearly outline the discussion for the session Feb 21, 2023.


There was public participation in person at the Council Chambers and online in the Zoom session.

Quick recap:
  • Member of a mountain biking group looking to help in ways they can
  • Bleachers have wide spaces at the top that could allow a small child to slip through
  • Suggestion on signage to remind folks (i.e. drivers) to share the road with bikers
  • Discussion on kayak access for the Charles, there is access at Beaver Pond, may also eventually be at DelCarte, also evaluation of a kiosk to help with rental of kayaks
  • Comment on citizen awareness of open space, AgCom (Agriculture Commission) also working on that awareness,; the amount of salt in the water supply is increasing, we need to look at that...
  • from Mark (last name?), thanks for whomever did successfully make the open space purchases
  • A question to be addressed is how to balance maintaining the forest area at Maple Hill and yet provide access to the trail network there in a minimalist manner
  • ADA self assessment being planned for all Town and School facilities
  • Rec Dept had reached out to scouting groups pre-COVID to see if some trail maintenance could be organized, would like to bring that back to the forefront!
  • Remember to respond to the survey, approx. 250+ so far
  • Next public hearing scheduled for Apr 25 will review objectives for the plan draft
