The Economic Development Subcommittee met on Wednesday, July 16, 2025 in the 3rd Floor Training room. 3 members were present and participated in the first agenda item. Once that was complete, the 4th member, Cobi Frongillo joined them for the remainder of the session. He had recused himself from the Crossing Neighborhood District discussion to avoid a conflict of interest. His father's business is located in that potential district. There are two worthy interviews to share:

Amy Adams talks about her "Healing with HeART" projects, the newest of them opens on the Natick Town Common. She creates a "wind phone" following the lead of a Japanese gentleman initially although there are hundreds if not thousands of "wind phones" around the world. Week of August  11

The Police Station Building Committee met on Wednesday, August 6 at 5 PM to tour the existing station facility. Additional opportunities for the community will be announced for Sept/Oct time frames. There is also work underway to create a video walk through of the facility for those who might not be able to participate in person. A recap of the tour is found https://www.franklinmatters.org/2025/08/police-station-building-committee-tours.html

The Commission on Disability met on Thursday, August 7 beginning at 4 PM. Mary O'Neill, was taken by surprise with the gathering of more than the Commission members and with the presentations of proclamations by State Rep Jeff Roy and Town Administrator Jamie Hellen. Among the many things Mary is known for it is her inspiration and persistence that produced the "Kindness Matters" signs seen around town. A recap of the meeting including some photos https://www.franklinmatters.org/2025/08/mary-oneill-and-randy-jay-surprised.html

The Conservation Commission met on Thursday, August 7. The Franklin TV video is available for replay on YouTube -> https://www.youtube.com/watch?v=T4kHhc-j_KE

Week of August  18

The Finance Committee met on Monday and voted to recommend Model B to the Town Council. We all should spend some time with this meeting for the 5 Year fiscal forecast. There is more discussion here. The Town Council  took up the budget adjustment and also decided on Model B, but spent little or no time discussing the forecast. Franklin TV is working on producing the video of this FinCom meeting.  The audio and transcript is already ready for your review  https://www.franklinmatters.org/2025/08/finance-committee-aug-11-2025.html

The School Committee met on Tuesday to get an update on Summer Learning and the work preparing the schools for implementing redistricting this September. You can watch or listen to the meeting. You can also get the Chalkboard Chat condensed version of the meeting in conversation with Chair Dave Callaghan

Chalkboard Chat -> https://www.franklinmatters.org/2025/08/dave-condenses-school-committee-meeting.html

The Town Council met on Wednesday with a full and varied agenda. The key decision aside from the Model B mentioned above, was the vote to not accept the private donation to fund the health and wellness nurse for the Senior Center. The good from the decision was the action to find a way to restore the position and to develop a Town policy for such circumstances in the future. The School has a policy the Town does not.

You can watch the video of the 3 hour session -> https://www.franklinmatters.org/2025/08/town-council-responds-to-budget.html

You can get the condensed version in conversation with Chair Tom Mercer https://www.franklinmatters.org/2025/08/town-council-chair-tom-mercer-condenses.html

Other shareworthy news of note:

The Franklin Food Pantry received a new refrigerated truck via donation from BJs and donated their existing truck to the Natick Service Council. A real helpful collaborative effort of neighbors helping neighbors  https://www.franklinmatters.org/2025/08/one-truck-arrives-one-truck-leaves.html

Week of August  25

The only meeting broadcast by Franklin TV in the short week of meetings was the Conservation Commission meeting on Thursday. https://www.youtube.com/watch?v=IpuG9wRB0mg

While there was only one meeting broadcast, a couple of videos ended up getting finished for publication recently.

Franklin’s Harvest Festival Will be Bigger and Better than Ever - Sep 27, 2025

Franklin’s 23rd Annual Harvest Festival is set for Saturday, September 27, from 12 noon to 5 PM with the rain date on Sunday, September 28. This year’s festival will expand up Main Street with more activities at Dean College and the Franklin Library.

The Harvest Festival is the town’s largest event. Main Street will be busy with more than 135 booths and thousands of visitors from Franklin and beyond. It offers something for everyone. Live music, dancers, food, more kid activities, hand-made arts and crafts, local businesses, and opportunities to meet and learn more about community groups.

Franklin Downtown Partnership organizes the festival. “The Harvest Festival is the ideal time to socialize, relax, and enjoy the community spirit,” said Scott Martin, President of the Franklin Downtown Partnership and Harvest Festival Chair.

Here are some highlights to expect:
Live music at the corner of Main Street and Dean Ave. Critical Mass, who performed at Franklin’s recent Porchfest, will play at 12 noon. Padula Brothers Band with FSPA at 2 pm.
Radio station MyFM will broadcast live near the Little Shop of Olive Oils.
Cool interactive exhibits: Science in action with the Children's Museum of Franklin; get the kids moving at the Hockomock Area YMCA's Gaga Pit; play literary lawn games and more at the Franklin Library. (Note: If it does rain Saturday, the Library events will move inside as the Library is closed on Sunday)
At Dean College, the lawn in front of Dean Hall will be busy with Fall foods and music from their campus radio station Power 88.3 FM. A kid-friendly train ride will depart from Dean Hall.
Franklin Art Association will raffle donated art, photography, and art supplies for their scholarship program for graduating seniors who plan to attend art school or study architecture.
Lots of food throughout the festival and downtown. At the festival: cider donuts, cider, popcorn and hot chocolate will be sold at Dean Bank’s booth. Proceeds from their sales support Franklin Downtown Partnership for the event.

Then, stroll downtown to visit your favorite shops and eateries where you can enjoy other Fall-themed specials.
Design your own cardboard portrait at the Cultural Hub tent. Create and share your likeness as part of a larger public art display. The portraits will symbolize the many unique faces and stories that make up Franklin’s commitment to hospitality, creativity, and cultural connection.
Touch-a-Truck and Sparky the firedog at the fire station.
Snack on popcorn at Franklin Historical Museum. Inside, check out mid-century film clips from Franklin’s Chilson Collection with familiar landmarks as they looked 80 years ago. At 3:30, make music with Karaoke, Kazoos and Cookies.

“We have a great town and the Downtown Partnership does a fabulous job organizing the festival. It’s about the community and a chance for businesses to show what they have. We bring people together and have an event that’s safe, family-oriented, accessible and affordable,” said Roberta Trahan, working as vendor coordinator along with Pandora Carlucci.

Extending the festival up Main Street has been a goal for Executive Director Lisa Piana and FDP President Scott Martin for a number years. “Expanding it connects us more to Dean College and the library,” Piana explained.

“It’s a community event from beginning to end. We get support from FDP members, volunteers in our community, the police, the DPW. So many people plan it, work it, then have the joy of being together at the festival,” she added.

“We are grateful for the ongoing support we receive from Franklin businesses. Harvest Festival is made possible because of the generosity of our local business sponsors,” Piana added. This year’s sponsors include these companies:
  • Platinum – Dean Bank, G & C Plumbing & Heating; Local Town Pages Franklin
  • Gold – Camford Property Group, Inc.; Dean College; Hockomock YMCA; Middlesex Savings Bank
  • Silver – Eagle Stainless Tube & Fabrication, Inc.; Glen Meadow Apartments-Schochet Companies.; Notturno Home Services; Rockland Trust Bank; The Enclave of Franklin
  • Bronze – Beaux Regards Photographic Art; Chestnut Dental Associates; Connell Roofing, Inc.; DCU-Digital Federal Credit Union; D.G. Ranieri Real Estate; Doherty, Dugan, Cannon, Raymond & Weil, P.C.; Elizabeth’s Bagels; Fenton Financial Group; Keefe Insurance; Kumon of Franklin; MyFM Radio; Simon’s Furniture; Sunrise Montessori School; The Nautilus Center for Mental Health; Turtle 2 Properties

September is Hunger Action Month

Hello Neighbor,

September is Hunger Action Month, a nationwide effort to fight food insecurity. We are so incredibly fortunate to have a generous and caring community, and we invite you to join us in taking meaningful action this month.

The need for food assistance continues to grow, but we are encouraged by your support and ready to rise to the challenge of providing resources and solutions for households experiencing hunger. It’s with this in mind, and with immense gratitude for our volunteers and supporters, that we can make two exciting announcements.

Starting on September 16, 2025, we will expand our Tuesday evening Curbside Distribution to serve new clients in Franklin’s four contiguous towns: Bellingham, Medway, Norfolk, and Wrentham! We're also adding a fourth Mobile Pantry, which will help us reach even more residents who may have difficulty getting to us.

It's truly amazing to see what's possible when we all work together. This newsletter is filled with ways you can join us and make a difference during Hunger Action Month. From making a monetary donation, to organizing a food drive, to showing your support by wearing orange on Hunger Action Day, to engaging your business. Let's really shine a light on hunger this month, and carry this energy forward so that no one in our community has to face hunger alone.

New elementary school logos designed by Franklin's Kayla Jean Creative

"I’m anxiously awaiting the arrival of my two elementary kiddos on their first day back to school. If you’re not local to Franklin, our town had a big redistricting and a lot of feels along with it. I was honored to have been asked by our PCCs to help design our elementary school logo as part of the redistricting process.

Franklin elementary and middle school kiddos will be cubs until they’re high school panthers, and while we match the high school look and feel - this small step in creating matching logos is so much bigger than that.

We’re one big unified district after this wild ride we’ve been on in this community. I’m so excited for a fresh start and a strong path forward and humbled to have played a small part in it. I hope it was a great first day for ALL of my little Franklin Cubs!"
