Strawberry Festival - TODAY - 1:00 PM to 6:00 PM

Due to the rain predicted for the next few days the
Strawberry Festival will be moved inside!

The festival will be Friday the 19th -Rain or Shine

New Location:
Inside Depot Plaza Building (Acapulco's) on 15 Main Street




There will be over 30 crafters, artisans, community groups, vendors, free entertainment, music, crafts, balloons, give-aways and, of course, the Downtown Partnership’s Famous Strawberry Shortcakes!



Some of the highlights include Zumba demonstrations by the YMCA, Punk jump rope, and face painting. ArtBeat will offer free balloons and a children’s “Trash to Treasure” art gallery show. Salon Sorella will offer hair braiding and color hair spraying.

According to Mary Graff, the Festival Chair, “This festival has grown over the years and we have great entertainment lined up. There will be something for every age group!” This year there will be live music at three locations including the East Central Street patio at CafĂ© Dolce and the Summer Street Patio. The popular band “Nothing To No One” will perform at the Festival at West Central. “Knuf Said” John Kinney and Jessi Fanuele will be entertaining crowds, as well as “Tunes by Tina” a festival favorite.

Garelick Farms is the Platinum sponsor for this year’s festival.

  • Bronze sponsors: Berry Insurance, Comcast, CVS, Chestnut Dental Associates and Keefe Insurance

A grant from the Mass Cultural Council will help fund the entertainment, and “Ever So Humble” will provide the shortcakes this year! “We really could not have the festival without our generous sponsors,” commented Lisa Piana, Executive Director for the Downtown Partnership.

If it rains the Festival will be held on Saturday from 1:00-6:00. The Farmer’s Market will also be held on Friday and the Garden Club will join the market with their plant sale on the town common. There will plenty of parking available at municipal lots and at Dean College Campus Center.

Visitors this year can ride the “Strawberry Express Bus” provided by GATRA. Pick ups will be at the Town Common at High Street and the Dean College Campus Center.

MBTA: Starting Monday - Commuter Rail schedule change



All Commuter Rail Lines will operate a modified weekday schedule on Monday, February 23, through Friday, February 27. Schedules are at www.mbta.com/winter

Commuter Rail service is expected to have delays and cancellations due to switch and signal issues and mechanical issues with locomotives.

Plymouth/Kingston Line - no service will be available at Plymouth Station. A local bus connection (GATRA) will operate between Plymouth and Kingston stations.

Providence/Stoughton Line - no service will be available at Wickford Junction or TF Green Station. RIDOT/RIPTA will provide limited connecting bus service to Providence.

Strawberry Festival - June 19th 1:00 - 6:00 PM

There will be over 30 crafters, artisans, community groups, vendors, free entertainment, music, crafts, balloons, give-aways and, of course, the Downtown Partnership’s Famous Strawberry Shortcakes!

The festival will be held at the parking lot on West Central Street from 1:00- 6:00 p.m. and continue down East Central Street to Summer Street this year.

The rain date will be Saturday, June 20th.

"contrary to the theory of 'smart growth'"

The Milford Daily News updates the vote that the Planning Board needed to do over due to some procedural issue violations with the original vote.
Upon second look, the Planning Board on Monday voted not to endorse zoning legislation allowing a specific development on the Cook’s Farm property. 
The five zoning bylaw amendments, taken together, create a new residential district for Cook’s Farm that permits several single-family units on one parcel, provided the developer meets certain requirements. 
If accepted by the Town Council, the district could be used for similar developments.

Goals and Objectives
Policy Statement: Support in-fill housing practices and provide for all affordability options,
giving Franklin’s residents the opportunity to maintain a decent standard of living.

Franklin recently created a Housing Plan which was adopted in 2008 by the Commonwealth.
This plan helped the Housing and Circulation Sub-committee form the goals and objectives
listed below.

Goal 1: Provide the appropriate mix of housing alternatives that meet the needs of Franklin based employment.

Objective 1.1: Assess current and projected employment within the Town, and propose policy and zoning changes to assure adequate workforce housing is provided.

Objective 1:2: Encourage development of a mix of rental and owner-occupied housing units that are affordable to Franklin’s workforce.

Objective 1.3: Encourage development of workforce housing in areas of Town where property is underutilized or needs redevelopment, and where walking distance of Rail service is available.
Please refer to Goal 1 in the Land Use section of this document.

Objective 1.4: Create zoning that would allow for workforce housing in appropriate areas of Town

Goal 2: Support development of affordable housing opportunities for low, moderate and middle-income households. (See Appendix H: 2011 Affordable Housing Strategy – Program Recommendations)

Objective 2.1: Seek adoption of Chapter 40R: Smart Growth Zoning Overlay District, in appropriate area of town.

Goal 3: Assure residential developments requiring special permits are concentrated where adequate utilities are available and where proposed project impacts will not significantly impact roadway circulation level of service.

Objective 3.1: Evaluate housing development plans to assure proposed projects utilize existing infrastructure in the most cost effective manner, and where capacity can be sufficiently increased in the most cost effective manner, as well as encourage 10% affordable housing in any new residential development.

Goal 4: Encourage, rezone as required, and support housing appropriate for expected future demographics.

Objective 4.1: Support the development of housing opportunities for seniors and the elderly.

Objective 4.2: Change zoning to allow for the expansion of “in law” apartments in the existing single family homes.

Objective 4.3: Encourage the development of smaller housing units to better meet the needs of a younger generation of households.

Goal 5: Encourage future housing developments to take advantage of public transportation resources, including the MBTA commuter rail, and GATRA bus service.

Objective 5.1: Promote mixed-use, Transit-Oriented Development in appropriate areas.

Objective 5.2: Encourage development of housing near public transportation, including the MBTA stations in Downtown Franklin and the Forge Park Station.

Goal 6: Support sustainable development, renewable energy and recycling initiatives, low impact development, and other “Green” activities during all public and privately funded housing developments (Refer to Section 9 of the Open Space and Recreation Plan (OSRP), Objective 4.3 and subsequent actions.)

Objective 6.1: Seek adoption of Community Preservation Act (CPA) (Refer to Section 9 of the OSRP, Objective 4.2 and subsequent actions).

What do you think about the Franklin Area Bus service?

Franklin has issued a survey and is looking for your feedback on the Franklin Area Bus service, also know as GATRA.


The bus has been running the same route for two years, and the town wants to improve that route if necessary.

The survey is available on the town Web site, franklin.ma.us.

Assistant to the Town Administrator Maxine Kinhart asks people to print out the survey, and either

(1) fax it to 508-520-4903
(2) drop it off at the library
(3) Planning Board Department of the Municipal Building
(4) send it to her at 355 East Central St.

TOWN OF FRANKLIN UPDATES

Based on the escalating global COVID-19 pandemic, effective March 16, 2020, the Franklin Town and School Administration offices, as well as all Franklin public buildings will be closed to the public through May 4th, 2020.  Beginning Friday, March 20th, 2020, at 12:00 Noon, all staff will be prohibited from entering any public facilities through May 4th, as well.
