GOOD DEEDS: Community Preservation Act - Surcharges by Town for 2022

By William P. O'Donnell, Norfolk County Register of Deeds

Dear Friends of the Registry, Registry Stakeholders, and Norfolk County Residents, I wanted to take a moment and share with you some history and information about the Community Preservation Act that I think you might find interesting.

The Community Preservation Act (CPA) is the result of more than two decades of work to create legislation that would provide all 351 Massachusetts cities and towns with a tool to preserve their most unique natural, community, and physical infrastructures in the face of rapid expansion and development.

The CPA allows cities and towns to establish a Community Preservation Fund to preserve open space, historic preservation, affordable housing, and outdoor recreation. The CPA Act also creates a statewide Community Preservation Trust Fund, which is managed by the Department of Revenue (DOR) and makes annual contributions to municipalities that have signed on to the CPA.

The Community Preservation Act was signed into law on September 14, 2000. Today, there are 194 Massachusetts communities that have adopted this act. Of the 28 communities that make up Norfolk County, 19 communities have adopted the law. As of December 31, 2019, fees collected for the Community Preservation Act were increased to $50.00 for most land documents recorded and $25.00 for municipal lien certificates. The Registry of Deeds, at no additional cost to the Commonwealth or local communities, collects these revenues once a land document is recorded and forwards the monies to the Massachusetts Department of Revenue on a monthly basis. The funds forwarded to the Commonwealth are then redistributed back to the communities that have adopted the Community Preservation Act.

The fees for the CPA are set by the State Legislature on land documents recorded here at the Norfolk County Registry of Deeds. The following chart provides an illustration of the funds generated by the CPA in your community based on recorded real estate filings for that community during the 2022 calendar year.

The Norfolk County Registry of Deeds, which is located at 649 High Street, Dedham, is the principal office for real property in Norfolk County. The Registry is a resource for homeowners, title examiners, mortgage lenders, genealogists, municipalities, and others with a need for secure, accurate, and accessible land record information. Franklin's Neighbor Brigade can use your help with this clothing request - complete by April 28

Project Just Because is asking for our help again this year with clothing.  They specifically have a high need for toddler boys-teenage and men's clothing of all sorts. Any other clothing is needed too.  They accept new and used clothing in excellent condition. They cannot except anything with rips, stains, broken zippers, any item with names inside the label, anything without a size listed, anything smelling musty, or anything with animal fur.  Items that must be new are pajamas, undergarments, bathing suits, hats, socks, and shoes.

Project Just Because manages numerous year-long and seasonal programs that are offered to all Massachusetts residents in need. They are committed to help in the most vulnerable, individuals and families. Their goal is to provide every person that walks in the door with what they need. Project Just Because gives an experience that is conducted with compassion and dignity, and that is respectful of culture and diversity.  They also have dramatically expanded their program offerings and are serving more clients than ever.

Donations are being asked to be collected and dropped off on the front porch of Linda Gagnon by the April 28th.  Once you sign up you will see Linda's address under your scheduled event.

Thank you!

Walk for Peace on World Labyrinth Day - May 6, 2023

On Saturday, May 6, 2023, thousands of people will participate in the fifteenth annual World Labyrinth Day as a moving meditation for peace and celebration of the labyrinth experience. Many participants will “Walk as One at 1” by walking a labyrinth at 1:00 p.m. local time to create a rolling wave of peaceful energy passing from one time zone to the next around the globe. Whether you are familiar with labyrinths or new to the idea of non-maze labyrinth paths, all are welcome to learn more and take part.

Labyrinths are found throughout the world with the oldest dating back thousands of years. In contemporary use, labyrinths provide an opportunity for personal reflection, spiritual practice, or the reduction of stress in many different public and private settings. Over 6,000 labyrinths are listed on the World-Wide Labyrinth Locator website: https://labyrinthlocator.com/ . The outdoor labyrinth on the grounds of the First Universalist Society in Franklin is listed on the World-Wide Labyrinth Locator.

Join us in Franklin, MA as we participate in World Labyrinth Day. You will have the opportunity to walk an outdoor labyrinth, use a finger labyrinth, and learn about labyrinths.

There will be a brief introduction to World Labyrinth Day at 12:30 PM, after which people will be invited to walk the labyrinth. If you have walked a labyrinth many times, or if you have never walked a labyrinth, we welcome you.

This is a FREE community event for all ages.

Stop by between 12:30 PM and 2:00 PM and be a part of this moving meditation for world peace.
