Mercer - the thanks really go to the building committee, the last 6 municipal projects we have come in under and turned back money to the community

to rescind the proposed parking fee and to add back 2 aides that had been cut to balance the previous version of the budget

FinCom budget meeting in the fall may have other adjustments later but these are time sensitive

Padula - these two asks are indicative of the quality of the folks that we worked together with, their hearts are in the right place

Pellegri - are there no other priorities?
Ahern - there are other priorities but this was the time sensitive one; community impact, considering other increases in activity fees, where we could reduce this one, we'd like to. the Administration of the fee is also anticipating some problems for example with winter and snow, if the lots aren't cleared to allow for enough parking what do we do.

11. TOWN ADMINISTRATOR’S REPORT
Sandy Fanning to retire next week
water ban still in effect; small fire at DPW
have found the source that it was attributed to lightning causing a hardware failure; tank is lined, water needs to be replenished before turning the ban off

the people have responded very well, water main breaks also contributed to the fill rate; response to alarms was key testement to avoiding larger damages; est couple of hundred thousand dollars
once taken off, it will be broadcast

State budget sent to Governor this week, some small amounts in there for Franklin, assuming it makes it though the Governor's signature; education and local aid funding was a major item; Governor has ten days to adjust or veto

memo sent to Gov and Lt Gov today, thanks to legislative delegation for their help on this matter

without their efforts, we could have been looking at deeper cuts

smoke stack fell in the 1950's killing 2 workers, is the one near Franklin Paint safe

State starts planning for college closures
"Higher education is dealing with its share of issues. The recent admissions scandal involving Hollywood celebrities, coupled with broader outrage against mounting student debt, has forced many colleges and universities to question their practices and futures. 
But a more insidious problem is weaving its way through higher education circles as well. A number of small colleges, including many in Massachusetts, have been forced to merge with larger institutions or close. What remains unclear is how the state will be affected by the closures and what state officials and lawmakers will do to protect students and employees. 
The abrupt closure of Mount Ida College in Newton last spring was the smoke that signaled a fire. With just a few weeks’ notice, the school left 280 faculty and staff without jobs and more than 1,000 students without a college to return to in the fall."

WWII MA Death records available online

"James Tarallia when as a private first class in the United States Army when he died of a gunshot wound on Sept.5, 1942 “at North Atlantic base.” 
“The first Framingham boy to lose his life in foreign service in this war,” reads the death record filed with the state of Massachusetts. He was born in 1919. 
Twenty days before the war ended in Europe, Robert A. Craddock of Milford died “in service in the European area.” A sergeant in the United States Army appears to be the last man from Milford to die in World War II. 
Taralli, who had lived at 50 Beaver St., Framingham, and Craddock, 83 Main St., Milford, can be found among hundreds of WWII death records of Massachusetts veterans now available online. The Secretary of State’s office released a digitized version of the records earlier this year, making it easy for people to comb through the index by name or by town online."

Franklin's Dress Barn to close - date TBD

The Franklin Village Drive store is one of 650 stores nationwide being closed.

"Dressbarn's owner Ascena Retail Group said Monday its closing all of its roughly 650 stores, as it hopes to stabilize its business. 
Ascena has built up a portfolio of apparel brands over the past decade through acquisitions, including plus-size retailer Lane Bryant and women's apparel brand Ann Taylor. But as shopping has shifted online and styles have evolved, Ascena has been grappling with sagging sales and a large debt-load. 
Same-store sales for the year ended July 2018 were down 2%, according to Factset. The company had $1.33 billion in total debt, in the same period. Shares of the company, which have a market value of $214.4 million, are down 55% year-to-date 
Looking to stem the losses, Ascena is turning to pruning its less successful brands."
