FM #500 - School Committee Meeting - 03/23/21 - P3 of 3 - Discussion action items to Closing

FM #500 = This is the Franklin Matters radio show, number 500 in the series. 

This session shares part of the Franklin, MA School Committee meeting held on Tuesday, Mar 23, 2021. 

The meeting was conducted in a hybrid format: some of the School Committee members, Central Office personnel, and key guests were in the Council Chambers; the remainder, along with the public, were remote via conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.

I’ve split the just almost three hour meeting into three logical segments:
  • First - covers the school budget public hearing (approx. 1 hour and 27 minutes)
  • Second - pick up the regular meeting and Jefferson presentation (approx. 43 mins)

This session shares the Franklin, MA School Committee meeting held on Tuesday, Feb 9, 2021. 

The meeting was conducted in a virtual format: all of the School Committee members, Central Office personnel, along with the public were remote via conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.

I’ve split the just over two hour and twenty minute meeting into three logical segments:

  • First - covers the opening through the Annie Sullivan presentation (approx. 41 minutes)
  • Second - Discussion - Action items covering the Davis Thayer closing discussion and vote (approx. 43 mins)

"After completing a comprehensive closing study for the Davis Thayer School, the Ad Hoc Facilities Analysis subcommittee has voted to present this final report to the Franklin School Committee with our recommendation that the DT facility be closed for FY22.
Additionally, we also recommend that the Franklin School Committee establish a standing subcommittee focused on creating a Master Facilities Plan to address other facility needs in the district."

Davis Thayer Facility Analysis Subcommittee - Recap -Dec 9, 2020

Quick Recap:
  • Meeting discussion jumped right into a dressing down of the KBA representative for some errors discovered in the presentation that were suspected to invalidate the report and conclusions. He admitted and apologized for the copy/paste errors in the presentation doc but the errors in no way changed/affected the conclusion. One of the inconsistencies was around the use of various capacity terms (functional capacity, building capacity, etc.) which were all defined in the appendix
  • Brief update on the demographics forecast. Ultimately very close to what was forecasted and Franklin is doing better in retaining students that have left other districts due to concerns over COVID-19
  • Reviewed the survey results (doc not shared yet - some photos of the results captured during the meeting) 
  • Budget info required is nearing completion and will be ready for the January meeting (Date TBD)

  • Davis Thayer Facility Analysis subcommittee meeting begins, Real time reporting underway. Page 11 graph a duplicate band doesn't affect final results, some other numbers were transpositions and don't affect the overall modeling or conclusions #dtfa1209
  • Concerns about accuracy missed in final report, not material to overall conclusion. Committee expected not to have to go over it with a fine tooth comb. #dtfa1209 central office focused on the qualitative factors in their review. Superintendent embarrassed by miss too
  • Formal apology made by KBA, a parent had done the discovery. Definitions for capacity differences found in appendix; school vs functional, vs building,  did share the calculation models separately so the calculation could be seen. Page 48-52 when schools are combined #dtfa1209
  • Difference on capacity calculation between middle vs elementary schools; Keller and Sullivan, Jefferson and Remington, Oak and Horace Mann; capacity changes in the combination. #dtfa1209
  • Also due to the schedule difference between middle/elementary; elementary generally in a home base, and when they go to their special it leaves behind and empty room, hence a calculation difference. Think of rooms being occupied and it may help. #dtfa1209
  • Moving to McKibbens update, #dtfa1209 basically a lower number of students most change in pre K and K, a situation across MA due to COVID. Other districts seeing 3.5 - 7 point loss (we are only 2.2%) housing sales 278 single family this year, actually assumed 275 annually
  • The real estate makes sense under the pandemic as well with the reported move from urban to suburban areas. #dtfa1209 hence a validation of forecast and assumptions. Moving to survey results, agreement on using responses as submitted
  • #dtfa1209 next up, timeline on budgetary info. Why can't we be faster about the numbers? (Getting ready for FinComm mtg next week). Could amend charter of this Committee to include Parmenter, or defer it to the full Committee (and separate team/policy study)
  • Special programs not considered in the KBA report, Parmenter houses a program that has been growing and a space requirement to be considered. #dtfa1209 data is about 80-90% done just not ready for presentation tonight. Set next date to meet, early January.
  • Motion to adjourn #dtfa1209 passes 3-0 via roll call

Urban Air Bellingham - temporarily closed

"Exactly two years ago today, Urban Air Bellingham opened its doors for the very first time.

On that day, we woke up to a couple feet of snow on the ground and a huge line of people wrapped around the building waiting to welcome us to the community. For me and Chad, it was the culmination of nearly two years of work, preparation, anxiety and anticipation. We put our lives on the line for this crazy endeavor and we had no idea what to expect.

But you showed up. You came early and you came often. You jumped on the trampolines and flew on the Sky Rider. You scaled the Climbing Walls and conquered the Warrior Course. You trusted us to host the most important days of the year for your children and watched in awe as they overcame their fears and made it to the top of the wall. You let us know when we were succeeding and how we could improve. You stuck with us and made us better.

The overwhelming support of this community is something I treasure deeply and will never take for granted. The people I have met and the relationships I have created are beyond anything I could have imagined. There’s no better feeling than walking through the park and seeing the wide-eyed faces of our guests as they make lasting memories with their families and friends. It’s something I can’t wait to see again soon.

We have been incredibly fortunate to have a staff of wonderful, caring team members. Many of them have been with us since the doors opened two years ago and have become familiar faces to you. They greeted you when you arrived, hosted your parties, encouraged your children and served your food. They are the lifeblood of Urban Air and we could not survive without them. I love seeing the emails, reviews and recommendations that tell me how terrific our staff is.

This last week has been a big blur. Chad and I were constantly discussing the fast-moving Coronavirus situation and we struggled about how to proceed. Last Friday afternoon - with a full weekend of parties booked - we realized we could no longer guarantee a safe space for you and your family, so we made the difficult decision to close, even though many of our competitors decided to stay open. This decision upset many of our guests, and they told us so! But we are local guys with young families, and we treat you, our guests, the way we would our own family. That means protecting you at all costs. It also meant temporarily closing our family business.

As I’ve said many times over the last week, if you are going to talk the talk, you must walk the walk. It took days for the rest of our competitors to follow our lead, but they did eventually join us by closing down.

One thing I have learned over these last two years is that this community looks out for each other. We will get through this together. We will take care of each other. We will make sure nobody gets left behind. This isn’t what we had in mind when we were thinking about how to celebrate our second anniversary, but this is our reality, and it will make us stronger. We will celebrate together one day soon.

Thank you for coming to Urban Air. Thank you for your smiles, your birthday parties, your special occasions, your family outings. Thank you for being there for us. We are here for you."

Franklin Public Schools: Schools closed Friday, March 13

March 12, 2020

Dear Franklin Families,

We are writing to inform you that Franklin Public Schools will be closed Friday, March 13. All extracurricular activities and are also canceled. We will also be canceling SAT testing at FHS on Saturday, March 14, 2020.

We were notified late today by a staff member at the high school that they have been directed to self-quarantine. Out of an abundance of caution, we wish to conduct a thorough disinfection at the high school.

Additionally, we have reflected seriously on the information that has developed, particularly in the last 24 hours, across the Commonwealth and have applied our judgment as a leadership team about the most responsible course of action, which we believe is to close all District schools for Friday, March 13, 2020. Our first priority is the health and safety of our students and staff. We believe that the decision to close the District is in direct alignment with this responsibility.

The District leadership team will also use tomorrow to conduct a fuller assessment of the situation to plan and prepare for the continued support of our staff, students, and families. We will continue to closely monitor this ever-changing situation, following the guidance of our local Health Department, the Massachusetts Department of Public Health, and the Department of Elementary and Secondary Education. We will reassess to determine if a longer closure is warranted and update the community prior to the weekend.

Earlier this week, the Commissioner of Education has informed Districts that schools will only be required to make up, at most, 5 days due to school closure. Therefore, at this point, Franklin Public Schools will have had 2 days of closure.

“It’s the ‘Cheers’ of Franklin”

"After serving up beer, mixed drinks and dart competitions for 37 years, the Uptown Pub will close at the end of March. 
The decision comes not from the pub owner, but from the building’s landlord, said Hawk Beksha, who works at the pub owned by his father, Ed Beksha. Earlier this year, the pub received a 90-day notice indicating that its lease wouldn’t be renewed. 
“It’s kind of frustrating,” said Beksha, whose father has owned the pub since the early ’80s. A Franklin resident, Beksha has been working at his family’s restaurant for 27 years. 
“To go anywhere else would be tough because of all the (liquor) laws,” he said. “But we have a liquor license, so we have options.”
