The store name cites custom picture framing. Re: Downtown Parking District Bylaw


Before the EDC tonight is a proposal for the revised downtown parking district map. We have included the current map and a proposed new version. I will do the best to summarize the proposed changes:

1. No Parking: All “No Parking” outlined in red are exactly the same and no changes have been proposed. These were areas delineated by public safety and the town engineer when the original map was done after the Downtown project was completed in 2017 to reflect narrow roads, turn radius, emergency vehicle access and so forth.

2. Residential Street Parking: The current map has two categories of residential street parking (blue and purple) with different rules. Staff propose merging those two districts into one district for greater consistency. The blue section has residential parking from 8:00 AM - 2:00 PM Mon.-Fri. to prevent daytime commuters, students and others from parking cars all day in front of residential homeowners in efforts to avoid other parking regulations. Staff have not heard any substantial concerns with this bylaw over the past five years.

If no color exists, there are no parking regulations to follow and residents can freely park.

3. Main Downtown Business Corridor: The area in Orange is a revision of the proposal before the Council earlier this year. Staff are proposing map revisions as follows:
a. 1-hour parking limit on the Main Street and East Central Street corridors between the hours of 6:00AM to 6:00PM.
b. The parking is free and is intended to incubate a greater rotation of cars to do basic errands and stops. Examples: Post office, banks, shopping, lunch, coffee, breakfast, drop off, etc. MOST travel downtown during the daytime are for short errands.
c. Parking in these spaces are also free between 6:00 PM to midnight for evening commerce, no time restrictions.
d. From midnight to 6:00 AM there will be NO OVERNIGHT parking spaces Monday through Saturday.
e. Sunday is free parking without time limits.
4. Parking lots: The Town is proposing the most substantial changes to the downtown parking lot access.
 
a. Davis-Thayer and the Library.
i. D-T: The Town is finalizing ownership of the former school property and will prohibit overnight parking between midnight and 6:00AM. During the daytime parking is free to use the ball fields and playgrounds for families.
ii. The Library lot is owned by Dean College on a long term lease basis and will remain parking for Library patrons and those who use the Town Common. There will be no overnight parking allowed between Midnight and 6:00AM.
b. Ferrara’s Municipal Lot and the Depot Street Municipal Lot
i. The Town proposes to eliminate all dedicated parking uses (commuter and merchant) in favor of a first come, first serve parking lot for all uses.
ii. The Town intends to purchase “Flowbird” kiosks for self pay. See attached quote for 3 kiosks and information packet on the company. Flowbird allows for quarters, cash, credit card, debit card, Apple Pay/Google Pay/ Samsung Pay and an app. Only personal checks will not be accepted.
iii. The lot can be used by citizens, shoppers, commuters, merchants, employees, customers. First come, first serve every day.
iv. The lot spaces will be available from 6:00 AM to 6:00 PM for $3 per day unlimited time.
1. The current bylaw only allows quarterly passes, which are $180/quarter, or $3 a day for a regular business week.
v. From 6:00 PM to Midnight the lot spaces are available free for downtown commerce.
vi. From Midnight to 6:00 AM there will be NO OVERNIGHT parking.
vii. Please note the first commuter train leaves Downtown at 5:15 AM (the last time we checked and is certainly subject to changes by the MBTA).

Other miscellaneous points:

The bylaw will take effect at approximately July 1, 2023. Staff expect a four month order wait for the kiosks (and this is pending any supply chain problems).
The Town will look to make investments into speed and traffic enforcement in the FY24 budget, as well as capital investments in the capital plan for additional signage (from electric sign boards to flashing speeding signs).
As a sidebar, the #1 complaint town staff have received this year is excessive speeding on most town roads, the lack of drivers following signage, requests for reduced speed limits on many roads in town and greater traffic enforcement.
The DPW Director estimates 4-8 weeks to replace the signs in downtown.
An update of traffic violation fines should also be adopted. Staff recommendation is to follow the superb research by Lt. Reilly and the FPD. See attached bylaw proposal.
A bylaw in Section 82-6 will also have to be adopted to eliminate the old commuter and merchant language from the Town fees and be replaced with the new proposed fee of $2.00 per day, per car.
Finally, a significant amount of patience and optimism will be required to allow the staff to install this new infrastructure.

Alternatives:

As recommended by the Franklin Police Department, one alternative is to commission a third-party study of downtown parking.

Finally, staff understand this proposal is not perfect and will accommodate all parties at all times. That said, due to the altering dynamics of commuting, the town bylaw on the parking lot usage needs to change. The policy opens up almost 90 spaces with unfettered access. It also ensures that there is no overnight parking and ensures that each day, downtown customers can find parking regardless of their destination, purpose or use.

Downtown Franklin Harvest Festival Scheduled for October 1

Franklin Downtown Partnership’s 19th annual Harvest Festival will be held in downtown Franklin Saturday, October 1, with a rain date of October 2, from noon to 5 PM. It will encompass the areas of Main Street, Dean Avenue, West Central Street, and Depot Street, as well as the large parking area behind Rockland Bank. 

There will be more than 150 vendor booths, in addition to entertainment, foods, kids’ activities, balloon art, specials from downtown merchants, and artwork and crafts.

The last day to register for booth space is Sept. 15, but organizers expect to sell out sooner. Booths are assigned on a first-come first-serve basis. View the registration link at http://bit.ly/FranklinHF.

Dear Basketball Families,

Downtown Sports would like to welcome you to one of our newest winter offering, the Youth Basketball Association for players in Grades K-4

To improve outcomes for players in basketball we surveyed parents, listened to coaches one-on-one, and facilitated focus groups on improving results on the court.

From this collaborative work we created the Youth Basketball Association which we feel can provide an alternative for families looking for more engagement and growth.

Some Highlights of the YBA...

  • Program runs from late November to Early March.
  • Provides one weekly, weekday Targeted Training Session (Practice) which will be facilitated by a lead coach and supported by your child's head coach. This will always be on the same day and time.
  • Game modifications utilized based on best-practice for the grades/grade-spans we service. Ex. Size of Ball, Rim Height.
  • Game Times (Saturday's) always at the same time each week.
  • Professional Development for our Head and Assistant Coaches and an expectation of teaching the same skills so all players are provided a guaranteed curriculum. 
  • Supplemental Training option on Friday afternoons focused on dribbling and/or shooting. 
  • A Travel Team Option (Grades 2-3)
  • A per hour cost rate that is similar to other area programs which includes a team pinnie and all weekly practices/games.

Get your Strawberry shortcake and enjoy your Stroll on Main St this Friday, June 10

The Franklin Downtown Partnership (FDP) is thrilled to be able to bring back its annual Strawberry Stroll this year, after a two-year break due to the pandemic. Enjoy a taste of summer with mouth-watering strawberry shortcakes while enjoying entertainment, fun activities, and more than 90 vendor booths at the annual Strawberry Stroll in downtown Franklin on Friday, June 10 from 4 PM to 8 PM.  The rain date is Saturday, June 11 from 4 PM to 8 PM.

"We are excited to hold the first Strawberry Stroll since June of 2019, said Kevin Johnson of Edward Jones and this year’s Strawberry Stroll chair. “This is our opportunity to invite everyone to come together downtown and experience the local businesses. The mix of entertainers, vendors, and activities will make it a special evening for all ages."

Dean Bank’s staff will be serving the signature strawberry shortcakes under the tents in front of the bank. Strawberries donated and cut by Dean College will be piled on top of hundreds of shortcakes and topped with whipped cream. Proceeds from the sale of strawberry shortcakes are allocated to the FDP to help fund the event.

Plenty of entertainment will be available during the Strawberry Stroll. Dean Bank will host Dancing on Dean that will feature the band Scott Brown and the Diplomats from 4:30 p.m. to 7:30 p.m. at the corner of Dean Avenue and Main Street. MyFM 101.3 will be broadcasting live from the top of Main Street. On the Birchwood Bakery patio, Dom DeBaggis will perform from 4 p.m. to 5:45 p.m. and from 6:15 p.m. to 8 p.m., Heath Nesbitt will perform.

A variety of activities will be offered that will appeal to young and old. The weekly Farmers’ Market which starts at 2 p.m. will continue until 6 p.m. on the common. Additionally, during the Stroll at 6 p.m., the FDP will unveil the Ladybug Cultural and Historical Trail which uses ladybug sculptures to tie approximately 25 historical and cultural sites together in downtown Franklin. Visitors can receive their Ladybug Cultural and Historical Trail maps at the FDP booth or by visiting the Franklin Historical Museum.

The Franklin Art Association (FAA) is having an exhibit during the Strawberry Stroll on June 10 from 4 p.m. to 8 p.m. in the Rockland Trust Annex. The show is open to all members of the FAA and is being judged with ribbons awarded for first, second, third place and honorable mention recognition in four categories.

There will also be small works for sale in the show. The FAA will also have a booth on Main Street in front of the Rockland Trust Annex and it will feature a fundraising raffle of donated art and photography to raise funds for the support of FAA ongoing expenses. The tent and display panels and booth supplies were purchased with a grant from the Franklin Cultural Council and Franklin Cultural District. 

“FDP’s Strawberry Stroll celebrates all that is downtown Franklin, showcasing businesses, restaurants, organizations, institutions, town government, and culture and the arts. Join the fun and ‘Stroll’ Main Street Franklin on June 10,” said Pandora Carlucci of PGC Associates LLC. Carlucci and Roberta Trahan are vendor relations coordinators for this year’s Strawberry Stroll.

Re: Franklin For All Project Future Dates

The Franklin For All project is in it’s home stretch heading towards completion of the diagnostic analysis. Future dates are a sketch for upcoming meetings to note, but are subject to change:

1. June 10th at the Strawberry Stroll there will be a promotional event to help discuss the Franklin For All Project recommendations with residents and festival goers.

a. The Planning and Community Development department will be located at the intersection of Dean Ave and Main Street, directly across from the stage.
b. Attendees will be able to connect with Franklin for All project staff regarding the proposed recommendations.
c. Enjoy a town sponsored magic mirror photo booth experience to document the fun and resident aspirations of downtown revitalization.

2. June 30th Final report due (but should be in earlier and will be released upon final receipt)

3. July/August meeting of the EDC + Steering Committee to discuss prioritization of the formal recommendations by MAPC.

a. Each member of the Steering Committee will be given 3 votes to prioritize recommendations by MAPC to the staff. This is an effort to allow the committee to discuss the recommendations and give the staff some initial priorities to help focus our work and alleviate the potential to be scattered.
b. The Committee dates over the summer have not been set. We are hopeful that at the June 8th meeting we can set those dates in July or August on an evening without additional meetings after it.
c. The staff will also have some additional recommendations to consider that are not a part of the MAPC recommendations that focus on areas outside of the study zone, these are issues that have arisen locally that need to be addressed or have been discussed during this process.

4. September we will begin to publicly discuss the recommendations chosen by the Steering Committee and staff.

Franklin Cultural Districts completes grant announcements for Fiscal Year 2022 awards

The Franklin Cultural District Committee closed out its round of grant awards for Fiscal Year 2022 with the announcement of three recipients. The award amounts complete the utilization of the Cultural District Initiative grant from the Massachusetts Cultural Council for Fiscal Year 2022.


  • Franklin Veterans Services = a $1,350.00 grant. The grant will pay for the reconditioning and restoration of the Persian-Gulf war monument located on the Town Common.

  • Franklin Performing Arts Company = a $1,000 grant. The grant will assist FPAC with the production of the musical Sweeny Todd at THE BLACK BOX scheduled for June 2022.

  • Escape Into Fiction = a $400 grant. The grant will enable the purchase of 20 folding event chairs that will allow the bookstore to be utilized as a small venue to hold a variety of arts and culture events, including local author events, art classes, and opening nights


The Franklin Cultural District Committee endeavors to support arts and culture in the Cultural District and beyond through partnerships with the Massachusetts Cultural Council (MCC), the Franklin Cultural Council, and the Town of Franklin.


The Franklin Cultural District Committee thanks the individual businesses and organizations for working collaboratively with them to utilize the MCC grant money and to further enhance arts and culture in the Town of Franklin.

You can still help with the Beautification Day scheduled for May 21

Volunteers are needed for the Franklin Downtown Partnership and Franklin Garden Club's annual Beautification Day in downtown Franklin and the Town Common on the morning of Saturday, May 21.

Dozens of volunteers are needed to help plant red, white and blue flowers on the downtown bridges and in barrels in front of businesses. Volunteers with trucks are also needed to help pick up trays of flowers at Fairmount Fruit Farm, 887 Lincoln St., Franklin. Community service hours are available to students needing volunteer opportunities.
