Free parking clarified by Franklin Police

From the Franklin Downtown Partnership

The Franklin Police have clarified some guidelines about the covered parking meters downtown. 
While parking is free, the 2-hour maximum is still in effect for each space. The police are monitoring the spaces and will ticket violations. Downtown businesses, please pass this information along to all employees.

"We've been meeting on the subject for over a year"



The town has removed parking meters along downtown East Central Street, a move that could be made permanent. 
Town Administrator Jeffrey Nutting said the meters were being removed to accommodate ongoing roadwork taking place in the center of town. He said the status of the meters after the work is completed is in question. 
"There's been a proposal to not (put the meters back), but it hasn't been approved," he said. 
Nutting said the police department would be enforcing a two-hour parking limit where the meters once were. That regulation, he said, would remain in effect until the Town Council adopts more permanent rules.

MBTA commuter alert: Starting July 6: Commuter Rail parking policy change



Effective July 6th, the 'honor box' payment system will no longer exist at MBTA parking lots. For more information please visit www.mbta.com/parking.

Effective Monday, July 6th, PayByPhone customers can make payment over the phone at 1-866-234-7275, or using the PayByPhone app. Customers are encouraged to sign up for PayByPhone at www.paybyphone.com.

For customers who choose not to sign up for PayByPhone, the MBTA will mail a monthly invoice to the address listed on the vehicle owner's registration. Customers choosing the invoice method of payment will pay 50 cents more than PayByPhone customers. If invoices remain unpaid for more than thirty days, subsequent reminder invoices and notices of non-payment will be accompanied by a fine. Similar to All Electronic Tolling used on the Tobin Bridge, this payment system is licensed plate based and eliminates the need to pay for MBTA parking using cash.

FHS Parking Enforcement

**PARKING ENFORCEMENT ADVISORY**
Recently you may have noticed the Franklin Police Department has stepped up our enforcement of parking violators in the area of the Franklin High School athletic field, the Horace Mann Middle School and St. Mary Church. 
This advisory is intended to reach as many people as possible so that you will not be one of those who get back to your vehicle to find an orange parking ticket affixed to the windshield. 
The Franklin Police Department asks when you visit Franklin and see there is a "no parking" sign clearly posted that you honor that and continue on to an area specifically designed and/or allowed for parking. 
The issueance of parking violations is one of the "less desirable" duties of police officers, it does however become necessary when there is constant and blatant disregard for parking control. Our wish is always for the voluntary compliance of law, but when that is not the case our only remaining option is for enforcement.

MBTA: Service change - No Parking after 7:00 PM Saturday



Parking will be prohibited at all MBTA stations parking lots from 7:00 p.m. Saturday, February 14, 2015, until 5:00 a.m. Monday, February 16, 2015 in order to enhance snow clearing efforts. 

Due to the impending Blizzard, parking will be prohibited in all MBTA station parking lots from 7:00 p.m. Saturday, February 14, 2015, until 5:00 a.m. Monday, February 16, 2015. All vehicles left in MBTA station parking lots are subject to towing.

In the News: wiffle ball, downtown parking


Though the day was filled with fun, laughter, music and Wiffle ball, Michelle Adiletto called the day an emotional one.Even as she watched her son, Dylan, 14, dig in to try to hit a Wiffle ball over the heads of the fielders, all she could think of was how much her husband would have enjoyed the day. 
The Second Annual Random Smile Wiffle Ball Tournament was in honor of Adiletto's husband, Danny, who passed away June 7, 2013.

In Franklin, the Town Council is considering removing downtown parking meters and changing parking restrictions in an attempt to bring more customers to area restaurants and shops, said Town Administrator Jeffrey Nutting. 
Earlier this month, Nutting requested the council eliminate the meters in favor of a new two-hour parking policy during the week, which he hopes will bring more traffic downtown. 
"Thursday, Friday and Saturday night the place is jammed," he said. "Part of the plan is to better utilize existing spaces." 
Nutting also proposed limiting the hours for commuter rail parking and creating permits to sell to area business owners.

Senior Center - parking expansion underway

You may recall that the Senior Center parking is going to be expanded before the 2nd floor of the center itself is finished. Yes, there is a second floor to the Senior Center. The elevator to it and the finishing work were left incomplete when the Senior Center opened in 2007.

How will the parking be expanded?
The property on Beaver St became available and Franklin purchased it, torn it down and is now getting ready to fill in to add another 30 or so parking spaces.

One of the Capital budget items on the agenda for Wednesday's Town Council meeting is to add to the fund for the expansion of the 2nd floor of the Senior Center. High School parking update (video)

This was presented during the School Committee meeting on Tuesday, Apr 8. While the new school opens in Sep, the removal of the old school will begin and result in less parking spaces until the removal of the old school and construction of the new fields is complete.

Wachusett St purchase

During the last Town Council meeting, the Council approved the purchase of a house on Wachusett St. The house is empty and conveniently located next the current parking lot for the baseball fields at Fletcher Field. Purchase of the house and lot will allow eventually for the expansion of the parking lot.

If you have ever been along that stretch of Wachusett near Arlington when the games are in full swing, travel is slow (or should be) to safely avoid a problem.

No specific timeline on when the lot will be added to the parking area. Given the work already on hand for the DPW, my guess would sometime perhaps during this year or next year. The key would be whether the work required would require additional funding. The amount approved covered the purchase but did not cover the demolition or site work required.

Free holiday parking downtown Franklin (video)

The practice instituted last year with free parking for the holiday season in downtown Franklin has returned this year.

Last year, the parking meter covers were not quite as festive as this years.

This year, the meter covers fit the season nicely!

Senior Center: parking lot expansion making progress

The plans for expanding the Senior Center by finishing the second floor are underway. There is money being set aside in a Senior Center Stabilization Fund to help with the cost of the completion. The additional space would bring more people so the parking at the Senior Center would need to expand. Franklin jumped on the chance to purchase the property next door to provide space to do so.

The property purchase was authorized earlier this year and the house was just recently demolished. The before and after photos are below.

High school traffic pattern

With the ongoing (on schedule and on budget) construction of the new high school building, the work on the parking lots reported earlier this week has resulted in a revised traffic flow. The revised flow is shown in the PDF below. For those dropping off students, there are two loops available. One from Oak St and one via Panther Way.

With construction of the new building underway, part of the main parking lot has been returned to Franklin for use when school opens on Tuesday.

The fences previously restricting the parking lot to the construction work zone have been relocated.

In the News: Senior Center parking, mayor question

Money approved for second Franklin senior center parking lot

Town Council on Wednesday authorized free cash to buy a Beaver Street property to serve as another parking lot for the Franklin Senior Center.

The inaugural Elks Care Elks Share 5K Run and Walk held on May 11 was a smashing success, organizers say, raising more than $15,000 that will go to the Franklin Food Pantry, the Wounded Warriors Project and the One Fund Boston.
