"Now I'm nervous"

FRANKLIN —

Citing an amazing work ethic and knowledge of Franklin schools and the community, the School Committee last night unanimously voted to appoint Assistant Superintendent Maureen Sabolinski as the new superintendent, with the whole room clapping.

Sabolinski will take the reins from her mentor, Superintendent Wayne Ogden, when he resigns June 30.

"I wholeheartedly support and endorse your candidacy for this position," School Committee Chairman Jeffrey Roy said, addressing Sabolinski. "I've seen your level of dedication, I've seen the skill set you bring to the job and the wonderful working relationship between you and Wayne Ogden."

Roy also said he was "delighted" to be able to say there was a great candidate in the Franklin school system.

"I thought long and hard about whether we should go to a broad, nationwide search. Having participated in two searches, and ... judging what we've seen in the past ... Why would I spend taxpayers' money when I know in my heart, the top candidate is sitting here in our lap?" Roy said.

Roy - I will wholeheartedly endorse your candidacy. I am glad we can say that we helped to grow from within the district. Why take taxpayer dollars and go out with a nationwide search and possibly end up with as fine a candidate that we have.

Armenio - You have been here many years and over your multiple roles have grown with the district. Why not earlier? Wayne has been your mentor and groomed you for this. The times have changed. This is not the district that it was a few years ago.

Cafasso - While there has been scholastic progress, there are other problems to be faced, re-districting amongst them. Need to have someone who understands the community and the staff to help us tackle these challenges.

Mullen - I also endorse Maureen for this role. Her sense of Franklin and how much she enjoyed having her kids go through the system. Her work ethic is tremendous.

Rohrbach - not to be repetitive but I will endorse your candidacy. You have a broad knowledge of the district, the students, the community. We may not be able to get "good to great" right now but there are pockets where we can still make progress.

Trahan - Being the last in the line, not a whole lot more to add.

Motion - to enter into negotiations with Maureen Sabolinski to be the next Superintedent of the Franklin Public School District

FRANKLIN —

Assistant Superintendent Maureen Sabolinski, the only candidate for the district's superintendent job, told the School Committee last night she is ready to take the reins from Wayne Ogden.

The School Committee will vote whether to appoint Sabolinski at its next meeting Oct. 28, said Vice Chairwoman Paula Mullen, who acted as chairwoman in Jeffrey Roy's absence last night.

"We know a lot about her," Mullen said, calling her work ethic and talent "amazing" just before inviting Sabolinski to speak to the committee about her background and vision for the district.

Sabolinski described an extensive background in special education that began in her home state of New York, where she worked with inner-city children.

When she and her husband decided to come to Massachusetts in 1992, they focused on Sharon, Mansfield and Franklin, she said, and it was immediately clear that Franklin was the right community.

"One draw to Franklin was, when we came here, we were able to walk into the schools and were welcomed. We had never gotten that reception in any of the other towns. Franklin was really welcoming, and that spoke highly of the teachers," she said.

Rohrbach - I did not know all the stuff you have done although I have known you for some time. What will be your biggest obsticle?

Sabolinksi - the most obvious one is the budget, the reality is we are not going to get an major influx of cash, we are going to need to look at some serious discussions, how can we continue to do what we need to do, get seed money to prepare for larger grants down the road to augment the instructional program, don;t see a quick fix over the next several years

Rohrbach - any cost savings you can see
Sabolinksi - there are not a lot of areas left to cut, despite some of the community perceptions, we are already looking for the parents and PCCs to pick up more and more. Can explore further avenues with the Town on consolidation, may save the Town some money that would look favorably for us

Rohrbach - what do you see for the high school
Sabolinski - looking at the high school and getting atitudes changed, then it makes it easier for other changes, how to assess, using a more common assessment, looking to more partnership with Dean, renovated libary, are they willing to share and open it up for us. Reading, writing and other core academics, would love to see public speaking back in, not just about content, working on teams will be needed

Kelly - greatist strength that you'd bring to Franklin
Sabolinski - sometimes I over think decisions, when you worry about your job you are always thinking of alternatives

Cafasso - appreciate the blue collar background, like the ideas of partnerships and sharing resources, looking at the professionals who live in the community, these are good. What is your least favorite thing about the school committee?
Sabolinksi - the ley to being successful in this role is developing a relationship with this committee, mutual respect, feedback loop needed

Cafasso - enrollment on elementary level is down about 60, it seems like we will need re-districting to meet our space needs?
Sabolinski - once the market turns around, we will see an influx of kids K-12, Keller Sullivan will be a problem spot due to the growth in that area, they are at capacity. You will need to swing growth from that end of town to this end of town.

Cafasso - when 2010?
Sabolinski - will really depend on the Building Committee and where they plan, you don't want to re-district multiple times in a short period

Cafasso - teacher evaluations, how has that changed and what would you change?
Sabolinski - it is an evolving process, our primary role is to put the best teachers in the classroom and for those teachers who are struggling to help them. Supervision and evaluation, we meet with the principals regularly, would like to make the tool and process a little less combersome, would require negotiation with FEA. relationships with parents, relationships with students, and with other teachers, need to do some tweaking on our current tool

Armenio - could you talk about retaining teachers and administrators
Sabolinski - one of the key things to retain is to ensure them of some stability in programs and initiatives, a consistency in leadership and agenda, our professional development is very favorable for the teachers. Not all districts have funds alloted this way. Work on meeting schedules to lessen their load. More cycles with letting people go, makes it harder to recruit and retain teachers here.

Trahan - where do you see yourself in 5 years?
Sabolinski - I would hope I would still be here, the life expectancy of a superintendent is shrinking, I would like to make a long term committement, it requires time to put changes in place

Trahan - you have your eyes wide open, sounds like you are equiped for the challenge
Sabolinski - it would be an honor to work here, there are great staff here, the downside is the cash. Last spring this Blackboard was not a project, things like this are happening all through the district. It would be an honor to work with you all.

Mullen - time table, we will be taking action at our next meeting

Live reporting - bus update, no late bus

Maureen Sabolinski - Central Office had only received one call about cross walks not being painted. They referred the call to the Town Administrator. Most of the calls to the schools were minor and overall this was one of the best openings.

If you hear of problems, please let us know. One crowded bus so far, at Annie Sullivan that will be addressed tomorrow.

Amount of transaction in the last couple of days has been busy with new enrollments.

Will need to provide an FY 09 bus update later. The most recent registrations have not yet been processed into the system to provide some output and look at what the impact would be.

Making bus adjustments, adding some spots for where folks moved into the area over the summer.

One of the most striking numbers is that what we budget for transportation is not what it costs. There is a gap for actual cost of transportation and what we budget.

Miriam Goodman:
Not all late enrollments are going to be pay-to-ride

Explains that some of the pay-to-ride money received in June was booked into FY 08. It is properly accounted for but will help to explain why the top line won't balance to the bottom line.

What extraordinary expenses can we face? How do we forecast that? Loss of power, i.e. Kennedy has experienced that. Those are generally separate charges for additional expenses. Holmes has been good and not charged in all instances.

Cora:
Fuel escalation?

Miriam:
First year of new contract. Only eight payments against the total seen.

Ed:
Contract started in 06-07 school year with options to extend. What was the price?

Miriam:
The fuel escalation does both ways, up and down. It is possible that we will see some decrease with the recent decreases. I would be happy if we don't have to pay that and I am sure you would be also. Would need to renew sometime before 2010.

Ed:
Clarification on which students go into which category? By virtue of who we have to pay for, where would we see them?

Miriam:
This is only pay-to-ride students. Students who are already riding are not included in this.

Maureen:
We can try to include the full ridership numbers in the next update.

Ed:
Shortfall of revenue to cost increasing each year.

Maureen:
Choice to cut other areas of the budget to subsidize this less or to increase the pay-to-ride to be more self-sufficient. No way to adjust re-routing to reduce buses. Could look at the start time to adjust as most high schools are not bus eligible but are pay-to-ride. Changing the start time has not been a palatable solution.

Ed:
Thanks for taking care of the Lincoln/Maple bend in the route.

Matt:
Can we ask the advertising subcommittee to look at the advertising option on the Holmes buses.

Ed:
We can add that to our agenda.

Jeff:
We had looked at funding the late bus, do we have an update?

Wayne:
The projections made in prior meetings were optimistic. The fuel escalation costs have increased. Due to some other factors, four in total. It would be unwise financially to do so (i.e. continue the late bus).

Ed:
All the parents I have talked with were glad to have saved to the late bus, to do otherwise now would not be good. I would strongly suggest to the committee to direct the administration to reconsider.

Cora:
Clubs start in Sep not Oct. I can't see keeping it considering the other reductions we have made.

Maureen:
We looked at that and the fee could be upwards of $300/student.

Wayne:
GATRA can provide some service to the high school and to those middle school students who walk over, at $.50 per student.

Ed:
Given the amount of adjustments we have made with the budget, moving funds around to balance, I can't see that we can't find something to continue this.

Jeff:
We had a long discussion on the budget subcommittee. We have some additional expenses coming at us, special education ($100,000 just for the transportation, doesn't include the actual special ed expense).

I would love to have it stay. The message was clear that the override failure would lead to this.

Ed:
It wasn't only parents that voted in the override. They would thank you for saving the late bus. It is not that we can't fund the clubs. It is just for the few tens of thousands that we should be able to fund this.

Jeff:
I hear you. If we don't identify this cut, then we would have to identify another cut to fund the late bus. I appreciate the need for the late bus. It is not something we can afford. Over 40 teachers, class sizes increased, how many over 30 per class.

Sue:
There has been sensitivity to the increase of the $100 fee. This is a difficult descision.

"It's not a shell game"

FRANKLIN —

At the recommendation of Assistant Superintendent Maureen Sabolinski, the School Committee last night agreed to use $180,000 of unspent money found in the athletic revolving account this year to put three teachers back in the classroom.

Former acting Finance Director for schools Paul Funk notified the committee of the accounting oversight this spring, but the committee opted to wait for the results of the Proposition 2 1/2 tax override on June 10 to decide how to use the money.

"In the past, the superintendent (Wayne Ogden) recommended using it for bringing back three teachers. We said right up front, teachers, teachers, teachers," which will reduce class sizes, Sabolinski said.

The School Committee agreed to allow principals to hire a Grade 4 teacher at Helen Keller Elementary School, a Grade 3 teacher at Oak Street Elementary, and a Grade 2 teacher at John F. Kennedy Elementary School, as class sizes there were slated to be 28 to 30 students, Sabolinski said.

"There was consensus among all elementary school (principals). A lot of thought went into making those recommendations. They looked at the needs of students in those classrooms," Sabolinski said.

School Committee Chairman Jeffrey Roy noted the district is still losing the vast majority of teachers they expected to this spring.

"It's only three teachers out of 45, so it's a net loss of 42 teachers," Roy said.

one of the outcomes of the accident as previously reported was who was going to be in charge to avoid the situation where some students were not examined after the incident. Protocols being set up with a very productive meeting, will be updated into the crisis manual. Will come back with an update.

e. Traffic Study at High School/Horace Mann
The Town is initiating a traffic study in the area and engage a traffic engineer to study and report back.

MSBA opening a window to accept new statements of interest for building projects, need to submit by Sep 15

technically according to the statute don't need a building committee until the State says you are getting money for construction. Should not re-submit what we did previously, should get together to decide what should be re-submitted

Jeff Roy requesting that the audit copies be sent directly to the school committee as an internal control, should not have to go through either the Town or the Central Office. He has made the request before and will make it again

Matt Kelly will be meeting with Miriam Goodman on a weekly basis to review and approve the bills on a timely basis

Maybe, but with the positions already cut and courses already reduced
there is still the facility issue

the importance of the elementary levels is where it all starts

She adds the 180,000 and comes back with the new budget of 49,940,242
with a full line by line accounting so we can vote that budget in July

can you enunciate a little better about how these three are being re-allocated so we can create a better understanding of what these decisions are and why we are making them

GATRA is one alternative being looked at

If GATRA is willing to be a partner, there are needs to be fulfilled particularly for the kids, especially from the high school based upon the survey results

GATRA is only $.50 versus the late bus at $1.00, could be better for the families involved

looking at Holmes for a "pay for use"
kids who opted for "pay to ride" rode the late bus free
pay to ride does cover a two-way fee, this would then be a third charge

Discussion on handbook revisions (audio)

From the School Committee meeting 3/25/08, the discussion on revisions to the various school handbooks lead by Maureen Sabolinksi and Wayne Ogden.
