FM #591 & 592 - School Committee Meeting - 08/24/21 - audio recording in 2 parts

FM #591 & 592 = This is the Franklin Matters radio show, numbers 591 & 592 in the series. 


This session of the radio show shares the Franklin, MA School Committee meeting held on Tuesday, August 24, 2021.


The meeting was conducted in a hybrid format: the School Committee members were in the Municipal Bldg along with some of the public, other members of the public joined via conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.


The recording runs about an hour and forty eight minutes (1 hour 48 minutes), so I split the meeting into two segments:

  • First - covers the opening, the handbook updates, and re-opening status (~56 mins)

  • Second - covers the citizens comments on the masking policy from DESE, the consent agenda, through to the closing of the meeting (~53 mins)

School Committee Recap - Sep 8, 2020: midpoint of professional development, communication issues acknowledged, budget remains a concern

The School Committee meeting of Tuesday, Sep 8, 2020 can be summarized as follows:

  • The Franklin school district is at the midpoint of the professional development period before schools re-open this month. Teachers in buildings preparing, work on air quality and circulation continues. 
  • Communications to parents  on cohorts and teacher assignments acknowledged as a problem. A combination of technical glitches and fluid situation. Additional communications coming this week
  • Handbooks and associated policy changes approved for distribution. The number of pages for handbooks surprised one school committee member. A video presentation to highlight what to expect with the new school operations in this pandemic period is in development. 
  • The Early Childhood and Development Center reviewed their plans and operational adjustments.
  • The school budget remains a major item. While there are some savings being realized, there are additional costs, and concern over some of the COVID-19 funding that may expire before the pandemic is done.

  • Kelly Kelly provides an update for ECDC presentation similar to that made to parents Aug 5, classes are integrated (sped and peers), task force worked on, core values and mission important to keep in mind #schcomm0908 present doc not available on FPS page (will share when avail)

  • Will be using outside space where possible, tent in place, easels ready, fencing to be added, drop off changed #schcomm0908 some students pay tuition, some recieve as part of IEP, some may not get peers all the time in order to get services
  • Some tuition based students are not returning, most folks did get first or second choices; if they do go remote (due to health reasons) would need to relook at tuition #schcomm0908 short personal visit with teachers before starting via Google meet planned
  • Sep 16 family orientation scheduled, 16-17-18 remote option welcome sessions planned with team members, a parent teacher conf via Google meet also scheduled to help with transition to first day of school Sep 21 #schcomm0908 approx 100 students this far
  • Playground off limits (as good as it is) due to complexity of cleaning after sessions. Being creative with the spaces they do have, will be able to use the garden when harvested and play with dirt. #schcomm0908 if guidance changes, they'll relook at it.

  • Visitors limited even more so in these COVID circumstances, stopped for questions; Judy shocked by size of handbooks, 100+ pages for Davis Thayer. #schcomm0908 printed copies only upon request. Presentation on over view, monumental approach. Impressed by bully section
  • Handbook info to be included in presentation being put together, assistant principals were key to this effort. #schcomm0908 motion to approve second, passes 7-0 via roll call

  • Many leaves and retirements being covered by substitutes, hence a cost savings, transportation cost savings due to 45 days less than normal as well as less students (only 30%) reduction in fees for transportation also could be a revenue hit, along with sports/activity fees
  • Lifelong Learning getting hit with revenue drop, can't cover health costs. Will stay within constraints of bottom line budget (something will give but no indication yet of what) #schcomm0908 tents funded through Cares act
  • Tim: we were in a budget shortfall and will be still in the future. Judy: concern about folks not funded after Dec. There is some favorable numbers but we'll make decisions based upon info at that time. #schcomm0908 "budget situation unlike previous years"
  • Davis Thayer, ready to schedule meeting to resume work. Other subcommittees will resume as school reopens. #schcomm0908 mental health issues sky rocketing, looking to DESE and other state agencies for funding help
  • Next meeting: preview of district goals, hiring process explained, update on total staff retired, riffed, leaves, cafeteria, etc.

Schools are ready to open on schedule in Franklin

The following is the recap of the School Committee meeting held on Tuesday, Aug 22, 2017. 


  • Superintendent Ahern has a mentor provided by the Massachusetts Association of School Superintendents as part of their Superintendent Induction program
  • New teachers and administrators were introduced
  • Professional development during the summer was reviewed and the plan for Sep 1 was provided (see links below)
  • A proposal for a Unified Basketball team was approved and later accepted along with the Action Items
  • Superintendent Ahern provided her entry plan as discussed during the Induction Program section opening the meeting
  • The District Improvement Plan previewed in the prior SC meeting was updated during the administrator offsite planning session and the revision was approved. The individual schools will now take this plan and work on their own goals to meet the objectives
  • Parent and student handbooks for each of the schools were approved and are now available from the School District webpage (see link below)
  • Schools are ready to open on schedule

Gearing up for the opening of school

The School Committee met on Tuesday, the first of their two meetings this month. Much of the meeting concerned preparations for the opening of schools later this month.

Summary:


  • New administrators for high school introduced (B Redding and C Williams present. M Weber and L Markiesian will come to a future meeting)
  • New Director of Student Services,  Debbie Dickson
  • Handbooks for all schools reviewed and approved, they'll be posted to school website on Friday
  • School calendar survey results released and discussed. Overall a 55.6% response rate (81% from parents and 23% from faculty). No significant changes to current process for now.
  • Reorganization of Instructional Services position with recognition that the demands of the position have changed so the "Director of Instructional Services” position was eliminated and replaced with an “Assistant Superintendent for Teaching and Learning” position. Joyce Edwards held the former and was appointed to the new position.
  • Among the action items was the formal acceptance of the "donation of a panther statue from the Graci Family for FHS." 
  • Student placement letters (i.e. teacher assignments) are scheduled to go out Aug 21; students are still enrolling and there are teachers still be hired.
  • On Friday the bus routes will be posted along with a document on how bus stops are chosen. There is a formal method with detailed criteria that will be posted to the website.

In the News: let's laugh class, modulars removed, handbooks approved



The First Universalist Society in Franklin, 262 Chestnut St., will host a laughter yoga class from 7:30 to 8:30 p.m. Sept. 28. 
Laughter yoga is a body and mind practice for well-being that involves deep breathing and a few stretches, clapping, deep relaxation and playful laughter exercises that do not include jokes or comedy. 
Any age and any level of physical ability can participate, and the class will take place in the meetinghouse of the church. Attendees are asked to bring a bottle of water and to contribute a $5 donation to the church for the class. There is a $10 maximum per family.

Those passing by the Davis Thayer Elementary School recently might have noticed something different - or something missing. 
The town has recently removed two modular classroom units that had been on the school's front lawn, leaving a newly-seeded field in their place. 
Superintendent Maureen Sabolinski said the units had been there for some time - at least a decade. 
"It was a period of increased enrollment - Franklin schools pretty much doubled," she said. "There were modular classrooms at the Kennedy, Parmenter, Oak Street and Davis Thayer schools."

The Franklin School Committee reviewed and approved school handbooks this week as it prepares for the beginning of the upcoming school year. 
Superintendent Maureen Sabolinski said at Tuesday's committee meeting that the district had made it a policy to review the handbooks yearly. 
Assistant Superintendent Sally Winslow said, while the handbooks contain the district's overall policies and procedures, a substantial amount of work had been to ensure the documents reflect each school's culture. 
"We've been doing this for three years," she said. "It's pretty seamless, I'd say." 
One addition, Winslow said, was including information about suicide awareness in the middle school and high school handbooks.
