DPW Reminder: no scheduled trash delay this week; next one (due to holiday) comes in May

There is no "scheduled" delay in the normal trash/recycling pick up this week. The next scheduled one day delay due to a holiday comes in May (Memorial Day).

As has been shared recently, due to the pandemic, there are delays and shortages of personnel and equipment that affect the pick up schedule. Those 'unplanned' delays are generally made up the next day.

You can download a copy of the curbside flyer from the Town of Franklin page to use through June 2022. "To mark America Recycles Day, the Baker-Polito administration on Monday announced $3.1 million in grant funding to 268 municipalities and regional solid waste districts to help them maximize recycling, composting and waste reduction programs.

The grants are made available through the Sustainable Materials Recovery Program, which was created by the Green Communities Act of 2008 and has provided more than $46 million to recycling programs since 2010.

At the announcement, Gov. Charlie Baker said the new round of grant funding will aid municipal efforts “to implement innovative programs and policies” to maximize the reuse of materials, boost recycling, and reduce waste. Lt. Gov. Karyn Polito said the program helps municipalities and solid waste districts expand recycling and composting, while targeting new materials to remove from the waste stream."

Franklin is on the list as the recipient of $25,200.

This information is specific to the Beaver Street Recycling Center, located at 445 Beaver Street.

Hours of Operation:

• Tuesday 12-3 (April through November only)
• Friday & Saturday 8-3
• Sunday 9-1

 
Please remember that cash is not accepted at the recycling center; payments may be made by check, credit/debit card (Visa, Mastercard and Discover). 

*Due to Covid restrictions, the Recycling Center is currently only accepting credit card payments.

THE pizza box recycle story: yes, it can be recycled (no food, moderate grease)

Derek Adams replied to my email asking for clarification on the responses raised when we had shared the pizza box recycle update earlier this week.

Derek's response: (bold added for my emphasis)

"I spent today (Friday) at the Recycling Center. Together, the lead employee and I called Miller Recycling (our vendor for cardboard at the Recycling Center). We asked whether or not they accept Pizza Boxes with grease on them. They responded that they do, in fact, accept pizza boxes with moderate grease (however, zero food waste accepted with their recycling program).

I have also spent this week reaching out to Waste Management. There has been discrepancies between the contacts I have at Waste Management regarding their curbside policy. Ultimately, I have received correspondence that indicates Waste Management accepts “No-Food Pizza Boxes” as recyclable material. This is our policy moving forward.

If residents find they are having issues recycling pizza boxes in their curbside recycling bins, they should feel free to contact me to mitigate any potential problems.

Thank you for bringing this issue to light! "

New 2021 Beaver St Recycling Center Sticker Procedure

Also applies to other fees charged for items at the Recycling Center

The Town of Franklin Recycle Center

The Recycling Center is open regular hours for full services. No cash or checks will be accepted. All residents who wish to use the recycling center for item drop off will need to go online prior to pay the required fee(s). 

A printed receipt detailing the fees paid will be required to show proof of payment. The Viewpoint online payment portal for recycling fees is on the Towns Website under Payments & Permits.

The current FY20 Recycle Center Permit expiration date will be extended to July 31, 2020.

After July 1, 2020 the new FY21 stickers will be available: To purchase a FY21 sticker go to the Town of Franklin Website and pay online through VIEWPOINT. Make sure to print your receipt dated after July 1 and bring it to the Recycle Center to pick up your sticker.

Residents who purchased a sticker online between June 1 - June 30, 2020 will be MAILED a FY21 sticker.

If you have questions or need help with the payment process please contact the DPW Administration Office Monday– Friday at 508-553-5500.

Beaver St Recycling Center Opens Full Service Starting Tuesday, May 19

"Recycling Center Opens Full Service Starting Tuesday, May 19. All materials with associated costs must be prepaid via Viewpoint payment portal."

Beginning Tuesday, May 19, the Recycling Center will be open regular hours for full services. No cash or checks will be accepted.

• All residents who wish to use the recycling center for item drop off will need to go online prior to pay the required fee(s).
• The online payment portal for recycling fees is on our Viewpoint site (https://franklinma.viewpointcloud.com/categories/1078). If you do not have a Viewpoint account, follow the instructions to set it one up.
• A printed slip detailing the fees paid will be required to show proof of payment at the Recycling Center.
• No material that includes a fee will be accepted at the Recycling Center without prior payment online with printed receipt.
• Please observe social distancing guidelines

Beaver St Recycling Center Opens Full Service Starting Tuesday, May 19

Town Council denies Dean College liquor license; approved trash/recycling fee increase

Briefly:

• The Council denied Dean College a liquor license to replace the daily/event based one they request up to 30 times a year. No issues ever over the years of this process, yet fears of future problems prevailed for Council vote. With one member absent, the vote was 4-4 hence failing
• The water resource map was updated as a formality and necessary to correct technical errors, this was approved as the last legislative item for action
• The coronavirus update by Town Administrator Jamie Hellen still seems inadequate for at least one Councilor. The plan was released for the phased re-opening of Town operations but it seems to have been not enough
• The trash recycling fee increase was approved 8-0-1 (1 absent, 8 for)
• Action on the Community Preservation Act was punted to a future (June?) meeting primarily for tworeasons, Pellegri's absence and concern over the 3% proposal, although the Council still seems to want to put it on the November ballot. And they have time to do so by voting to approve before October

• Councilor Jones asking for the plan when the TA already said that is further away. There is NO public access under the first wave of the plan released. Not ready to make those decisions, discussion still underway #tc0506

Now With the Addition of Thursday -> Noon to 3 PM for This Week -- 

Brush and Yard Waste Drop-Off Only

In order to meet the needs of our residents and still follow the Governor's directive, as well as provide the appropriate level of safety to our residents and public works employees, we are going to re-open the Beaver Street Recycling Center with the following guidelines.

• The Recycling Center opens for the drop-off of yard waste and brush only
• No other recycling products will be accepted
• The Recycling Center will be staffed with only one worker just to check that folks have a Recycling Center Sticker and are only dropping off yard waste or brush
• The Employees will practice established personal space guidelines and "Social Distancing" and will not assist residents in any way with the unloading of their vehicles
• Only five vehicles will be allowed in the Recycling Center at one time
• There will be no credit card or check transactions
• If a resident needs a recycling sticker, they will need to contact and arrange to get one from the Public Works Administration Office (508 520-4910) prior to going to the Recycling Center

• The Employees will practice established personal space guidelines and "Social Distancing" and will not assist residents in any way with the unloading of their vehicles.
• Only five vehicles will be allowed in the Recycling Center at one time.
• There will be no credit card or check transactions.
• If a resident needs a recycling sticker, they will need to contact and arrange to get one from the Public Works Administration Office (508 520-4910) prior to going to the Recycling Center.
