School Committee Recap - March 26, 2019

The School Committee meeting had a visit from Ben Franklin and then got to business with the School Start Times Advisory Committee presentation and recommendation. 

An update by Technology Director, Tim Raposa provided insights on the growth and importance of technology to all aspects of Franklin operations on the municipal side as well as through out the schools.

School Start Times Advisory Committee: Summary Paper

Dear Franklin Public Schools Community,

On Tuesday, March 26, 2019 the School Start Times Advisory Committee (SSTAC) presented to the School Committee making a recommendation that school start times be adjusted to be consistent with research on children and sleep. 

The School Committee is now in a position to vote on the matter, currently planned for the April 23, 2019 meeting.

The SSTAC has completed the development of its summary paper, which is shown below.

This recording shares the School Start Times Advisory Committee report to the Franklin, MA School Committee on Tuesday, March 26, 2019 in the Council Chambers.

School Superintendent Sara Ahern leads with the intro and overview before handing off to Kit Brady and FHS Deputy Principal William Klements who cover most of the presentation before Sara comes back to close it out.

If the School Committee decides to make the start time change, it would be effective no earlier than the 2020-2021 school year. As the meeting closed Tuesday, there was no indication of when the Committee would take this up for a formal vote.

If you have questions, the School Committee has been making themselves available. The coffee hour schedule is posted. Their contact information is available. Each School Committee meeting has a portion for audience input for items not on the agenda. During the meeting, there are spots for input for those items on the agenda. Take advantage of these opportunities and raise your questions.

In the News: Wayland to see school start time alternatives; MetroWest student Film Festival starts

From the Milford Daily News, articles of interest for Franklin:
"After years of discussion, the (Wayland, MA) School Committee will finally have a choice of possible solutions for a later start time at the middle and high schools. 
The discussion dates back to at least 2004, when a town task force concluded students aren’t getting enough sleep, but that getting to the point of a later start time is “complicated.” 
Superintendent Arthur Unobskey is expected to present the solutions at Monday’s School Committee meeting. 
“I anticipate the School Committee will choose one of the options,” Unobskey told the Daily News. 
Options will call for an 8:30 or 8:45 a.m. start time at the middle and high school. Currently, the opening bell is 7:35 at the middle school and 7:30 at the high school."

It’s billed as the first film festival for students in MetroWest, and it’s appropriately called the MetroWest Student Film Festival.

Pantherbook: "Hitting Snooze on the Morning Bell"

Madeleine Lussier, Editor of Pantherbook, has a piece on school start times called "Hitting Snooze on the Morning Bell"

"The idea of later school start times has spread to the town of Franklin. 
As it stands right now, Franklin High School has one of the earliest start times in the area with Medway beginning school at 8:04, Milford students getting to class at 7:50, and the bell ringing in Bellingham at 7:30, but as early as January 2019, students at Franklin High could be the ones sleeping in the latest. 
Beginning school at a later time would allow students to develop longer natural sleep cycle which in turn allows for more cognitive function, or increased availability to learn according to the U.S National Library of Medicine and National Institute of Health."

"School officials may extend the application deadline for residents interested in studying the issue of later school start times and whether they would work. 
Although the board’s call for volunteers to sit on an advisory panel to study the issue drew lots of interest, board Chairman Anne Bergen said many still had some questions about the scope of the panel’s directive. The school board had given a deadline of Jan. 17 to apply for the panel. 
“While we did have a large response from the community, a number of people are asking us to provide more information relative to the time commitment,” Bergen said Friday. “We are considering providing additional information and perhaps extending slightly our deadline for application.” 
She said the topic will be up for discussion at the School Committee’s meeting on Tuesday. The session is set to begin at 7 p.m. and will be held in the town council chambers at the Franklin Municipal Building, 355 East Central St."

Friendly Reminder: School Start Times Advisory Committee applications due Jan 17

Franklin has started out on the right foot by inviting you, the stakeholders, to participate in the discussion and study to "study the feasibility of adjusting school start times in Franklin based on current research related to children and sleep."

You have likely heard that the Boston Public Schools attempted to take a systematic, yes, using a mathematical algorithm to develop school start times. The team was highly qualified but as the news has been touting left out conversations with all the stakeholders until after the new start times were developed. The Boston school start times implementation has now been canceled.

It will be different in Franklin. The stakeholders will be at the table first to study, review, discuss, and ultimately "present their findings and possible recommendations for the School Committee to consider."  

What does the timeline for the Advisory Committee look like?
  • Applications accepted through Jan 17, 2018
  • Committee appointments approved by School Committee at Jan 23, 2018 meeting
  • Advisory Committee starts work in Feb 2018
  • Meet approximately twice a month (one full group meeting, one subcommittee meeting), exact times and schedules TBD
  • Present recommendation to School Committee January 2019

You have several options:
  1. Sign up to take part as a member of the Advisory Committee (sign up info below)
  2. Participate in as many of the public meetings there will be to observe and have your say (meeting schedule TBD)
  3. Follow along as Franklin Matters reports on the meetings and progress of the Advisory Committee (subscribe via email to ensure you get all the info  http://www.franklinmatters.org/p/welcome.html)

School Start Times Advisory Committee - Apply online

Hello

The purpose of the School Start Times Advisory Committee will be to study the feasibility of adjusting school start times in Franklin based on current research related to children and sleep. The Advisory Committee will be considering any proposed changes within the local context. Representatives from the Advisory Committee will present their findings and possible recommendations for the School Committee to consider. Changes to school start times, if any, are to be decided by the Franklin School Committee.

The commitment for this committee is expected to be two meetings per month, most likely in the evenings. The committee is planned for the 2018 calendar year, with a presentation to School Committee planned for January, 2019. All activities of this committee will be subject to the Open Meeting Law.

If you would like to apply to be a member of the Advisory Committee, please fill out this form. The deadline to complete this form is Wednesday January 17, 2018 at 5 PM. Appointment of committee members by School Committee is scheduled to be made at the January 23, 2018 School Committee meeting.
