"cultural activities are a form of economic development, bringing people to business areas"

From the Milford Daily News, articles of interest for Franklin:
"Local cultural officials are bemoaning a decision by Gov. Charlie Baker to veto roughly half of the Massachusetts Cultural Council's budget.
"I think it's disheartening to hear the governor wants to cut the budget for the Massachusetts Cultural Council," said Milford Cultural Council Chairwoman Maggie McIsaac. "Especially in Milford, we do so much with different programs."
McIsaac said her council uses state funding to bring education and entertainment to the senior center, library and schools."

"the town does not have a parking problem"

From the Milford Daily News, articles of interest for Franklin:

"The times may be a-changin' for change-collecting meters as the downtown roadwork project nears completion.
The Town Council gave tentative approval to several parking bylaw amendments and downtown meters could become a casualty.
The council, at its Wednesday meeting, voted to pass three amendments to second reading. The amendments set up parking limits in the downtown and eliminated language relating to parking meters."

Town Council - Action Taken - July 13, 2016

It was a busy meeting on Wednesday, July 13. The Town Council had a wide ranging set of topics to discuss and in some cases act upon.

Teddy Gallagher's Irish Pub got their liquor license approved by the Town Council but it is pending approval from the MA ABCC,

The new parking rules were approved by a 5-3 vote with Pellegri, Vallee, and Padula voting against. (Without watching the video replay, I won't be able to tell who was the missing member. Bissanti is recorded as having recused himself from one item. Kelly, Dellorco and Pfeffer were quoted in Milford Daily News articles on the meeting so it is likely Mercer or Jones who was missing.)

For additional actions taken review the document provided by Franklin:
