how do we make this process simpler? If an existing space and not changing much, how do we make it easier; no site plan or limited site plan. We think it is a fair proposal to streamline the process. Currently all have to go through the full process. If there are tweaks required, we can do so between the 1st and 2nd reading.

Pfeffer - this makes no sense to me, hasn't from the beginning, doesn't now
Roy - why 500 sq ft the rule for exemption, just curious for the amount to make this the exemption
Taberner - we did struggle with this figure, we needed a simple number to go with a relatively small change. It is up for discussion on what is appropriate.
Nutting - for every 1,000 sq ft, you need a parking space; this is less so to make the smaller change easier; it may not be a magic number but that is how we did it.
Bissanti - I'd like to speak to my concerns on a broader manner, if there is not a site plan on a property regardless of size needs a full blown plan. If there is not one already, Even a small developer can not be put through the full plan. There is discretion now, a limited site plan is a misnomer.
Taberner - as it is today, if there is no site plan on the property, and want to make a change small or large, wording is so specific. We can leave it the way it is, we need to make it fair to each developer coming in. Silly things could happen, not that they do, they could. It is a mess, not only at a Planning Board meeting, maybe this or maybe that is not the way to deal with an applicant. Reality is it needs to be fixed. It is hard on the planning board, developer, and staff.
Nutting - we made a proposal, if we have to tweak it, we can.
Dahlstrom - Did you have a chance to read the scenarios? i hope you did. Each scenario has occurred in the office. We can not answer the question on whether it is limited or full, there is no way to say.
Vallee - the majority of the Council have an issue with the bylaw. I wan to appoint a subcommittee of three to meet and review this before it comes back to us.

Jones - You have a been a good friend, you have taught me much. I aspired to do as much as you do to support the community like you do. Your efforts have not been unnoticed. Thank you for all your years of service.
Pfeffer - This is not a eulogy, you are very much alive and should be around.
Podwerly - You are the epitome of public service. Never hesitant to answer a question, even if it h=may have been a simple one. All of those things that have made you a great rep will enable you to be a success in your new role.

Mercer - I have been honored to work with Jim for quite some time, in the 90's when Franklin was the fastest growing community in the state. Thanks to Jim we are building a model school for the high school.
Nutting - I would like to add that we would be still fighting with the MSBA and the price would be fifty million dollars more. Our chapter 70 amounts are the largest in the state, the roads, helping with the playground, the signs downtown, your foot print is every where.
Jim Vallee - My peers in the legislature are jealous of this community. The Town has chosen good people to work with, Mark Ceral, Jeff Nutting, Maxine Kinehart, etc. I will continue to help Jeff Roy. A lot of people get paid in other communities for what you do. I intend to stay engaged in this community and volunteer where I can. Thank you Dad for your inspiration.

An article in the Milford Daily News gets into how Franklin TV has the money to purchase a new building to create a studio. Franklin is not alone in setting up cable access in this manner.

Public access stations such as Milford TV and Franklin TV get their funding from residents’ cable bills. The towns’ two cable providers - Comcast and Verizon - pay about 4 percent of the revenues generated from an access fee to fund the station, equating to about $300,000 to $350,000 a year.
"The access fees are collected by the carriers and turned over to the town," Fasciano said. "In the past four years, the town has spent less money than the fees that were taken in."
Franklin TV purchased the 3,500-square-foot building at 23 Hutchinson St. for $400,000. It’s a significant expansion for the company, as its Main Street studio is a mere 620 square feet.

The two swans that have made a home on the DelCarte property were visible when I stopped by Sunday morning on my run along Pleasant St.
With the rain we have had recently, the water level may show some signs of rising.

Franklin Superintendent Maureen Sabolinski said district administrators worked through the weekend on safety procedures.
"Our target was to return to business as usual," she said. "We did not have any memorials or school-wide announcements about it."
The district, Sabolinski said, regularly re-evaluates safety.
"We work very closely with the Police Department - we met just a month ago to review protocol and do lockdown drills," she said.
Sabolinski said school doors are always locked, and the schools have cameras.
"We did have an additional police presence," she said. "We have resource officers, and requested additional officers to reassure the parents."

MassDOT Goal: Triple Bicycling, Transit, Walking
I was curious to see what the percentages worked out to be as the numbers shown in the table below were quite large. The percents don't really change a great deal.

2030 7.6% 87.5% 4.9%
Granted that even a tiny percentage change requires a change in habit, I was surprised to see that the program would NOT increase the overall amount of walking being done.
Secretary and CEO Richard Davey in October announced MassDOTs mode shift goal to triple the distance traveled by our customers through bicycling, transit and walking. That goal now joins other goals incorporated into MassDOTs GreenDOT Implementation Plan with tasks and indicators.
MassDOT established the goal to build a more efficient transportation system where fewer of our customers depend on driving alone to get where they are going. We want to reduce greenhouse gas emissions from the transportation system and support better public health outcomes by working to give our customers more healthy travel options.
MassDOT will measure our progress on this ambitious mode shift goal using Personal Miles Traveled-distances traveled by all our customers for bicycling, driving, transit and walking in a one year period. It also measures all the trips taken by our customers, not just work trips which are often the focus in transportation planning. Measuring the distance traveled by each mode allows MassDOT to see strategic opportunities to improve the travel options for our customers, strengthen the relationship between land use and transportation planning, and draw a link to greenhouse gas emissions. Goal numbers are listed below.

A Franklin woman accused of faking test results at the state police drug lab was indicted on 27 charges by a grand jury Monday, according to Attorney General Martha Coakley's office. Annie Dookhan, 35, a former chemist at the Hinton State Laboratory Institute, faces charges of perjury, falsely pretending to hold a degree from a college or university, 17 counts of obstruction of justice and eight counts of tampering with evidence. A spokesman with Coakley's office said the investigation is ongoing.

Joint Statement on Franklin Schools opening Monday
To the Franklin Community,
In the midst of the overwhelming sadness brought on by the tragic incident in Newtown, CT public safety officials, school personnel and Town of Franklin officials are more committed than ever to the safety of all students, teachers, administrators, and support staff that occupy our schools and public facilities. All parents should feel secure and comfortable in the fact that the schools and public safety are vigilant in our pledge to prepare, train, and if necessary, carry out all functions necessary to counter any threat to the well- being of anyone associated with the schools in our community.
Each school has a comprehensive safety and emergency response plan that has been developed in collaboration with the Police Department, Fire Department, Facilities staff and the administration of the School Department. Our practice drills are monitored by the police and we continually refine our procedures based on the feedback we receive form our public safety officials. Our emergency plans are reviewed with all school personnel annually. In October, the Superintendent and Assistant Superintendent met with Police officials to review our building based plans and to review current research on handling these violent situations. As part of our on- going collaboration we will review/revise our plans according to best practices. On November 15, the Franklin Police Department and the Office of the District Attorney sponsored a crisis drill at Franklin HS. Based on the training we are refining our procedures within the context of the most up to date research from national law enforcement leaders.
As school opens on Monday, each school leadership team developed a plan to address any issues that impact students as they arrive at school. We requested the police have a presence on each campus to assure students and parents that our commitment to a safe educational environment is a community priority. We encouraged our school administrators and teachers to engage in the typical day to day programs that have been scheduled and follow the normal routines. Using Open Circle, Middle School Advisory and our trained counseling professionals, we are able to support and meet the emotional needs of our children.
As we move forward we want to assure all parents and concerned residents of our combined dedication to providing an environment where all those at the schools feel protected and secure, where they know that school and public safety professionals are alert to possible threats, where they have confidence in public safety’s readiness for any incident that may threaten that security, and where there can be no doubt in our ability to engage in what we see as integral part of our duty to protect and serve. Although many schools will likely look to tighten security, Franklin Police Chief Stephan H. Semerjian believes society needs a fundamental change.
"The underlying issue as I see it is our society’s mental health," Semerjian wrote Friday in a letter to the community. "The inability of us as a people to help those in crisis before violence becomes the answer; before the anger boils over."
Semerjian said he believes people need to act to stop cycles of family violence — something he said often leads to children learning responses of anger and violence.
"We lose care and respect for one another and those closest to us," he said. "Moreover, we have no respect in ourselves or our lives and begin to believe that life is cheap, worth nothing."

Jack Patel said he has been selling a lot of flavored electronic cigarettes at his shop, Cigars & More in Franklin.
"I see a lot of people into this," Patel said. "They like it," he added. "It helps them to quit cigarettes and, plus, it’s cheaper than regular cigarettes."
Kiklas said the number of users has shot up from 50,000 in 2008 to 3.5 million, and that number is expected to double by the end of next year.
"I have heard projections that in five years, 20 percent of smokers in the U.S. will transition to our technology," he said.
Unless prohibited by local law, people in Massachusetts are free to use the devices anywhere - and that can cause problems.

Good Morning,
As we all continue to try to comprehend the unspeakable act that happened in a CT elementary school, parents and community members may be asking how school personnel plan to handle this tragedy. Administrators, school counselors and our teaching staff will assess needs at the classroom and individual level. Our counseling staff is comprised of highly trained professionals and they collaborate and function as a team. If a school or classroom needs additional assistance we can assign personnel from other schools to provide support. We have a variety of instructional strategies and tools we use such; as Middle School Advisory, Open Circle, Social Skill groups and individual/group counseling. If you feel your child is struggling with managing their emotions about this incident please contact school personnel Monday morning. Principals and counseling personnel will be ready to assist.
Here are some resources that may help you discuss this tragedy with your child. One of our parents who is a professional in the education field offered these links. We will post on our websites as well. These are challenging conversation to have with a child, especially at a time of year that should be magical for children. Stay well.

A Word from the Chief: Sandy Hook Tragedy

In light of today's tragic shooting of school children at the Sandy Hook Elementary School in Newtown Connecticut as your Police Chief I thought it important to put some of my thoughts to paper. I would like to begin by sending along my thoughts and prayers to the families of those who lost their loved ones and all of those in Newtown who have suffered as a result of today's tragic event. It will take much more than words and a great deal of time to heal those wounds suffered by these families today. I hope and pray for all of them to heal.
As Police Chief I often times wonder what has happened to us. What has gone wrong? Why do some feel the need to act out their anger and aggression on the innocent? Is it the fact that access to dangerous weapons, i.e. firearms is too easy in our Nation? Is it the fact that we have a generation of young people who spend an inordinate amount of time with violent video games? Is it the violence watched on television or seen at the movies? Some of these factors may surely contribute to such behavior, but I can't help but feel the issue goes much deeper than this. In my 34 plus years in law enforcement I have been witness to innumerable amounts of family violence. Violence that is not only physical but mental in nature. Children who grow up with such insecurity in their lives because of unstable familial relationships with those who are supposed to take care of them. Supposed to protect them. Children who have watched their parents fight and been witness to intoxicated ranting and ravings. Children, who go without, are hungry and cold left pretty much on their own to fend for themselves.
This is a cycle; it is not germane to any one generation. It begins at some time in the family and becomes learned; carried on sometimes generation to generation not by deliberation or design, but this is just what was learned from watching, seeing and being victim to. The end result is a weakness of the mind; an inability to deal with the daily stressors of life in a humane and civil way. The learned response of anger and violence becomes the way to solve the problem. Hence it is a societal issue. One where we fail as a people. We lose care and respect for one another and those closest to us. More over we have no respect in ourselves or our lives and begin to believe that life is cheap, worth nothing.

When law enforcement looks back into the history of those who commit such crimes in nearly every case warning signs were present. These warning signs may have been a lifelong secret, overlooked or dismissed as nothing important, or they may have been improperly diagnosed and/or treated. The fact remains that the unknown variable will always be in the mind of the offender and until we learn how we can accurately read a person's mind we will never be able to say with any degree of certainty that tragedies such as those in Newtown Connecticut today will never happen again.

Accused syringe robber arraigned for third time

The Christmas Spirit is alive and well in Franklin!
Over 100 folks enjoyed a dramatic reading of "A Christmas Carol" as performed by Al LePage with musical accompaniment by Rev Diane Carpenter on Thursday evening.
On behalf of the Food Pantry Board of Directors, our sincere thanks to the Historical Commission and to the United Methodist Church for arranging this event. Our special thanks to performer Al Lepage for his significant contribution to make this happen. It was a wonderful performance.
One gentleman as he left the performance checked with Mary Olsson on whether the show had sold out. Informed that there had been about 15 tickets unsold, he said that he would provide a check to ensure that the event had been sold out.
The event raised over $1,300 for the Franklin Food Pantry.
This is the kind of Christmas Spirit that exists in Franklin and for which we are most grateful!

The Food Elves and the Franklin Downtown Partnership are trying to reach a new goal of collecting 2 tons or 4,000 pounds of food for the Franklin Food Pantry.
The drive is only 310 pounds away from reaching that goal.
Also, the Food Elves are trying to surpass last year’s money donations and are only $300 away from meeting that new goal.

The key for me is his motivation. The second and related key is how he persisted to develop his idea with only his cell phone.
Reminds me of that familiar adage "If there is a will, there is a way!"
Food Elves and FDP trying reach 2 Tons of food for Pantry
A Big Thank You for all of your support on this year's "12 Days of Donating" campaign.
The Food Elves and FDP passed their goal and are now trying to set a New Goal of bringing in 2 TONS (over 4,000 pounds) of Food for the Food Pantry.

Tri-County cosmetology students host Family Day

Tri-County Regional Vocational Technical High School juniors enrolled in the Cosmetology career program hosted a Family Day at the school on Wednesday, Nov. 28. Students invited family members into the school's salon for complimentary scalp treatments, haircuts, coloring and blow drying services.
