Municipal Aggregation Program


Franklin Officials Have Released the Town’s Community Choice Power Supply Program Aggregation Plan

The Town of Franklin developed the Aggregation Plan in compliance with Massachusetts law regarding public aggregation of electric consumers. It contains required information on the structure, operations, services, funding, and policies of the Town’s Plan. The Plan has been developed in consultation with the Town’s aggregation implementation consultant, Colonial Power Group, Inc. (CPG) and the Massachusetts Department of Energy Resources (DOER).

The purpose of this Plan is to represent consumer interests in competitive markets for electricity. It seeks to aggregate consumers in the Town to negotiate rates for power supply. It brings together the buying power of over 32,000 consumers. Furthermore, the Town seeks to better manage energy prices. 

Participation is voluntary for each eligible consumer. Eligible consumers have the opportunity to decline service provided through the Plan and to choose any Competitive Supplier they wish. The Town has distributed this Plan for public review prior to submitting it to the Massachusetts Department of Public Utilities.


Public Review and Comment Period


The Town of Franklin’s Aggregation Plan is available for public review and comment from Friday, February 12, 2016, at 12:00 p.m. Noon through Tuesday March 8th, 2016, at 4:00 p.m.~

Any person who desires to comment may do so in person at the Town Clerk’s office or submit written comments using one of the following methods: (1) by e-mail to jhellen@franklin.ma.us; or (2) by postal mail to the address below.

Comments must be clearly marked Town of Franklin’s Aggregation Plan and must be received (not postmarked) by the end of the comment period in order to be addressed.

"Students from Jefferson Elementary School were recognized by local legislators for their work in organizing and conducting a pajama and sock clothing drive for foster children. 
State Rep. Jeffrey Roy, D-Franklin, and state Sen. Richard Ross, R-Wrentham, were at the school Friday to present the children - members of the student council - with citations honoring their work. 
Assistant Principal Sarah Klim said the council had come up with the idea, wrote a proposal for it, decorated a collection box and designed fliers advertising the drive."

"Franklin Public Schools will offer four one-week summer sessions of Ready Set Kindergarten at Jefferson Elementary School, 628 Washington St. 
Ready Set Kindergarten is a course for incoming Franklin Public Schools kindergarten students that enables children to become familiar with a kindergarten classroom setting and daily routines. All activities will be theme-based using books, dramatic play, music, manipulatives, outside games and arts and crafts. This course is taught by a staff of certified teachers and educational assistants.

Mansfield tops both FHS basketball teams on Friday

Girls Basketball


  • Franklin, 38 @ Mansfield, 44 – Final 

– Meg Hill and Caroline Maher led the way for Mansfield with 12 points apiece. Lauren Rudolph was the top scorer for Franklin with eight points.



Boys Basketball


  • Mansfield, 55 @ Franklin, 51 – Final 

– Franklin rallied from a 15 point second half deficit to get within two in the final minutes but a big shot from Mansfield’s Matt Ehrlich and key stops sealed the win for the Hornets. Tyler Boulter had a team-high 12 points while Sam Goldberg had 11 points, seven rebounds and three assists. Matt Ehrlich (four rebounds, four assists) and Christian Weber each had nine points, Nick Baskin had six and Max Boen had five points and four assists. Franklin sophomore Connor Peterson scored 21 points and hauled in nine rebounds while freshman Jay Dieterle netted 18 points.

"Friday night’s contest between rivals Mansfield and Franklin wasn’t the exact same as their first meeting back in January, but the symmetry was apparent. 
Just like January’s game, the home team erased a second half double-digit deficit to make it a one possession in the final minutes. 
But just like the first time around, the visitors walked away with the win. 
Mansfield held off a late rally from the Panthers, keeping Franklin scoreless over the final final minutes, in route to a 55-51 win that pulled the Hornets level atop the Kelley-Rex division with just one league game to go."

Stating that the "Suits for Success program provides a hand up," to those seeking employment, Norfolk County Register of Deeds William P. O'Donnell recently delivered a sizeable clothing donation to Father Bill's and MainSpring program.

The Register stated, "On behalf of the many people throughout Norfolk County and registry staff who contributed clothing through Suits for Success, it is my pleasure to deliver these items." O'Donnell handed over such items as women's suits, blouses, dress pants, dresses and shoes. Janna Stanke, Development Associate for Father Bill's & MainSpring said, "This clothing is direly needed, and we are so grateful to everyone who contributed."

Suits for Success is a program to help men and women reach economic independence and personal self-fulfillment. The Registry is proud to partner with this worthwhile program.

Those interested in making a donation can drop off new or gently used business appropriate clothing, professionally cleaned, during the hours of 8:30-4:30 at the Registry. If you have any questions regarding a donation, please call Alicia Gardner at (781) 461-6104.

Teens of Franklin Federated to lead service on dating violence

The teenagers of Franklin Federated Church will be leading a special Valentine's Day worship service that looks at building healthy relationships and preventing teen dating violence.

The service will be held Sunday, Feb. 14, at 10 AM at the church at 171 Main Street.

All are welcome.  A nursery for babies is available, and activity kits are on hand in the church for children to use during the first part of the worship service. During the second part, children in preschool through grade 4 go to church school. Large print bulletins and hearing assistance devices are available, and there is an access ramp at the left side of the church.

"Officials from the F.X. O'Regan Early Childhood Development Center spoke about ways to encourage young children to learn and future changes coming up during this week's School Committee meeting. 
Principal Kelty Kelley gave a presentation to the committee at its Tuesday night meeting, speaking about efforts that had taken place at the school recently and plans for the future. The ECDC is a preschool that accepts children between the ages of three and five, and serves children with and without special needs."

"Gov. Charlie Baker’s recently announced plan to increase funding to career vocational technical education has local vocational schools appreciative and excited about the opportunities it may provide them. 
The proposed series of initiatives to increase vocational school funding by $83.5 million over the next several years would benefit local schools such as Blackstone Valley Regional Vocational Technical High School in Upton, Tri-County Vocational Technical High School in Franklin and Assabet Valley Regional Technical High School in Marlborough by providing grant opportunities for equipment and learning experiences. 
"With too many good-paying jobs going unfilled, we are pleased to announce this critical investment in our career and technical schools," Baker said in a press release. "Our proposal will make it possible for more students to explore a pathway to success through stronger partnerships with our schools and local businesses in the Commonwealth."

"You’re not going to see too many teams of that caliber"

Josh Perry, Managing Editor of Hockomock Sports.com writes:
"There is not a single player that took the ice for Franklin on Wednesday night that had ever played against perennial power Malden Catholic. The game was billed as a rematch of last year’s Super 8 first round but in truth it was more of a learning experience, a building block for the Panthers. 
With a Div. 1 tournament berth locked up and a fifth straight Kelley-Rex division title already sewn up, the Panthers used the exclusion game against the Lancers at Pirelli Veterans Memorial Rink as preparation for the playoffs. 
Although the Lancers skated away with a 6-0 victory, the chance to play the No. 2 team in the state could be a boost for Franklin. 
“They’re stronger, faster. No doubt about it,” said Franklin coach Chris Spillane. 
“Every 50-50 battle they won. They’re good with puck possession and they’re faster.”

The possibility of a return is alive now that a group of businessmen is attempting to bring bowling back to town, using equipment - pin setters, ball returns and automatic scoring system - once used at Ficco's.

Tools for Understanding State Budget Proposals 

On January 27th, the Governor kicked off state budget season by releasing a detailed Fiscal Year 2017 budget proposal. While the final state budget is largely crafted by the Legislature, the Governor's proposal begins an important process of determining what we as a Commonwealth hope to do together through our government, and detailing how we will pay for those things. Key subsequent steps in the process:
  • In April, the House will debate and approve its FY 2017 budget proposal.
  • In May, the Senate does the same.
  • In June, a joint House/Senate conference committee will reconcile differences between these two budgets.
  • The final budget plan, which requires the Governor's signature, will ideally be completed by July 1st, the beginning of FY 2017.
Since the state budget is often the most important policy document of the year, our team at MassBudget works hard to produce the following resources for helping you stay informed and engaged in the public debate. We hope you find them useful!

Budget Monitors (hyperlink in title)
Shortly after each major budget release, we produce a written Budget Monitor that analyzes major proposals across a range of key areas (e.g. education, transportation, health care, revenue). As soon as they're written, we send Monitors out to our email list and post them on our website. Here is our Governor's Budget Monitor, which we released last week, and here is our FY 2017 Budget Preview, which lays out major fiscal challenges entering next year.



Budget Browser Our Budget Browser, which we just updated with all of the Governor's FY 2017 spending proposals, is a user-friendly online tool where you can track all state spending back to FY 2001. You can drill down to individual programs (called line items) or look at clusters of programs that support similar activities (e.g. Child Welfare). You can adjust for inflation so that comparisons make sense over time, and you can generate your own tables and graphs.

Each line item of the Browser has a "Proposals" tab, where you can compare each of the FY 2017 proposals as they are released.


Children's Budget and Jobs and Workforce Budget
These two web tools are similar to the Budget Browser in that they track state funding for programs in these areas--state programs related to children and state programs that support jobs and workforce training. But they go an important step further by also including written program descriptions and links to other useful resources for more detail. These tools are also updated during the budget season.
