Via CommonWealth Beacon: State budget for FY 2023 completed (finally); Revenues down for November and YTD

"Mass. tax revenues take dive in November" 

"MASSACHUSETTS TAX REVENUES took a dive during November and are running 4.3 percent below forecasted levels through the first five months of the fiscal year, reinforcing concerns that state government needs to slow its pace of spending.

The Department of Revenue reported on Tuesday that tax collections in November totaled $2.25 billion, nearly 11 percent below the state forecast and 5.5 percent less than last year. Through the first five months of the fiscal year, revenues are running $627 million below the forecast used to draft this year’s budget and 1 percent more than the same period last year.

Adding to concerns, the state’s tax revenues in November were not affected by the passage of a major tax cut in October. That tax cut should start having an impact on state tax revenues starting in December or January, officials said."

"Dems return to Beacon Hill in force, pass stalled spending bill"

"Instead of using parliamentary rules to block or delay action on the bill, as Republicans in the House did, the Senate Republicans struck a deal with Democratic leaders. In return for the Republicans agreeing not to delay action on the bill, the Senate Democrats supported a Republican motion to suspend the Legislature’s joint rules so the bill could be taken up in a formal session and be debated. The motion wasn’t embraced by the House, so it didn’t go anywhere, but it was a moral victory for the Senate Republicans and it allowed the bill to move quickly to enactment, which is what the Democrats wanted. 
Senate President Karen Spilka called it a “win-win for everybody.” 
The end result was the long overdue spending bill was sent to Gov. Maura Healey, who signed it immediately. All the parliamentary maneuvering didn’t change anything, but it captivated Beacon Hill for nearly a week in the middle of a holiday recess. The drawn-out process was mostly about optics and placing blame for delays that held up raises for public sector unions, disaster relief, and funding for the stretched-thin emergency shelter program."

We are writing to let you know that the 350 Mass Greater Franklin Node will NOT hold meetings in December, due to scheduling conflicts early in December and holiday engagements later in the month.  

In January, we will return to our regular schedule of meeting twice a month, on the 1st and 3rd Thursdays.

350 Mass Greater Franklin Node: December meetings canceled

Bylaw Amendments 23-902 and 23-903 - Second Reading & Final Vote - Dec 20, 2023

The Franklin Town Council will hold a second reading and final vote on the adoption of two Town Code Bylaw Amendments as follows:
  • 23-902: Chapter 147, Snow and Ice, Removal Of - Adds a new bylaw which imposes requirements upon abutting property owners to remove snow and ice from public sidewalks as indicated in the proposed map titled “Sidewalk Snow Removal Required By Property Owner” 
  • 23-903: Chapter 82, Fees, Municipal Service, § 82-6 Schedule of Service Fees, Subsection L. Public Works - Revises the fee schedule to increase the cost to recycle a mattress and/or box spring from $10 to $65 

The second reading and final votes on adoption of each of these bylaw amendments will take place during the Town Council Public Meeting beginning at 7:00 PM on December 20, 2023; there will be an opportunity for public input during the process. 

Location: Municipal Building, 2nd Floor Council Chambers, 355 E. Central Street, Franklin, and also via the “ZOOM” platform. 

Residents can visit the Town website (Franklinma.gov) town calendar to review the agenda including full text of proposed bylaw amendments, including the proposed map, and for up to date meeting information, on and after December 15, 2023.

The First Universalist Society in Franklin (FUSF) will hold their first annual “Holiday Cookie Walk” on Saturday, December 9, 2023 from 10 AM until 1 PM. 

Come and stroll through the festively decorated Meetinghouse at 262 Chestnut St, Franklin, as you select from a delicious assortment of homemade treats provided by more than 30 bakers. 

You are sure to find the perfect confections for your holiday table, a hostess gift, or your next party. Cookies will be available for $10 per pound. Containers, decorated with your choice of holiday sticker, will be provided. 

Cash, check, or electronic payments accepted. Make this event part of your holiday fun!

Clues to "Finding the Light" begin to appear on Wednesday (12/6/23) via social media

"Greetings art lovers!  
Art gifts beginning on December 10th-31st, on deck! 
For the next 4 weeks, I will leave a piece of art at an undisclosed location for the Franklin community members to find.

This collection is called "Finding the Light" and it is the third annual gift away for Franklin inspired by the loss of my father. Imagining how many others are coping through pain and loss around the holiday season, sparked my need to share a little "light". 
In that same spirit, I mean for it to be uplifting, bring hope, joy and giving around the holidays.

I share clues each week by Wednesday, simple enough for all to join in. I then drop off a gift wrapped piece of art at the location the following Sunday morning. 
All I ask, is that the finder share a photo of the painting they’ve found.

Mass. is on track to meet its near-term climate goals, but the hardest work lies ahead | WBUR News

"Massachusetts is legally required to zero-out planet-warming emissions by mid-century, and to get there the state must do several critical things: Replace fossil fuel-powered vehicles and home heating systems with ones that run on electricity; develop more renewable resources like wind and solar; and use nature-based solutions to sequester and store as much carbon as possible.

So how is the state doing on all of this? On Friday, the Healey administration revealed in its first annual climate report card that the state is on track for its 2025 goals.

But, when it comes to meeting the 2030 and 2050 goals, a lot more work (and funding) is needed. And success is far from a sure thing.

“Overall, this report card is an honest assessment of where Massachusetts is and where it needs to go. And it shows that there is a ton of work that needs to happen in a very short period of time,” said Jeremy McDiarmid of Advanced Energy United, a clean energy trade association group."
