culvert on Maple had issues, severe flooding; culvert cleared, temp solution for an ongoing problem
no maintenance schedule for drains or culverts
street drains were not taking water
town drains can't handle the water rainfall
last cleaned in 2008, 
no maintenance schedule, so when are they going to be done?
so somebody has to come up with a schedule to be done
