FM #225 Stormwater Utility Session 2 - 3/11/20 (audio)

FM #225 = This is the Franklin Matters radio show, number 225 in the series.

The Town Council Stormwater Utility Fee Subcommittee held the second of three information scheduled sessions to review the proposed stormwater utility fee as a response to the Federal mandate required by the EPA MS4 regulations.

The session was held at the Franklin TV studio on March 11 and also broadcast via Facebook Live.

Subcommittee Chair Melanie Hamblen opened the session and discussion. Councilors Glenn Jones, Bob Dellorco, Town Administrator Jamie Hellen, DPW Director Robert (Brutus) Cantoreggi, GIS Coordinator Kate Sjoberg also sat at the main table in the studio.

Consultant Jean Haggerty sat in a front row to provide support and comment/answer as required.

As we record this intro, the Library has been closed for public events so the third session which as mentioned was scheduled for March 21 is in jeopardy due to the coronavirus mitigation plans. Stay tuned for updates. It may very well be conducted and other than the presenters, the participation may be all remote.

"Starting Wednesday March 18, the track information will be removed from South Station terminal boards one minute prior to departure. This is an important effort to improve passenger safety and to ensure trains depart on time. 
Be sure to allow sufficient time to safely board your train. Please follow all conductors instructions and remember that only crews are permitted to open doors."

Post-Secondary Employment Outcomes (PSEO) Explorer

A cool tool to help determine what the future income of certain degree programs would be in the years after graduation. Only 4 states currently have data in this tool. For the state institutions in Colorado, Texas, Michigan, and Wisconsin the data query is easy to use and insightful. Someday, MA will be available (along with more states)!
"The U.S. Census Bureau released an update to Post-Secondary Employment Outcomes (PSEO) Explorer, a data visualization tool providing easy access to employment and earnings outcomes for college graduates based on the industries they enter after receiving their degrees. The PSEO pilot research program is being conducted in cooperation with higher education institutional systems to examine labor market outcomes of post-secondary graduates.

PSEO Explorer now features employment flows tabulations, which explore flows from institutions and degrees to the industries and geographies where graduates are employed. Tabulations on earnings outcomes compare data for different degree types by institution and years postgrad using grouped bar charts. Statistics will be updated for future graduation cohorts as they become available.

The Census Bureau is working to add higher education institution systems to the database."

Greater Franklin Distinguished Young Women Information Night - Nov 18

The Greater Franklin Distinguished Young Women Program will hold an information night for current high school juniors from Franklin and surrounding towns, on November 18, 2019 7:30 pm at the Hockomock YMCA in Franklin.

The Greater Franklin Distinguished Young Women Program is part of a national scholarship program that inspires high school girls to develop their full, individual potential through a fun, transformative experience that culminates in a celebratory showcase of their accomplishments. 

The program has provided life-changing experiences for more than 700,000 young women and more than $93 million in cash scholarships has been awarded at the local, state, and national levels combined.

Distinguished Young Women strives to give every young woman the opportunity to further her education and prepare for a successful future.

Last year the Greater Franklin Distinguished Young Women Program offered over
$43,000 in scholarship dollars including a full one-year scholarship to Dean College! Come join us in this incredible journey and participate in this program - it will be life changing!

Past local participants have earned scholarships at the state and national levels. Information:
  • Open to all high school Juniors in all towns, no age requirement.
  • Program is free to join.
  • Rehearsals begin in January 2020, one night per week. Showcase held in Spring 2020.
  • Attendance is preferred but we are flexible and will work with you if you cannot attend all the rehearsals.

FM #172 - How Your Town Government Works (audio)

This internet radio show or podcast is number 172 in the series for Franklin Matters.

This recording shares the “How Your Town Government Works” event. This was a non-partisan event sponsored by the Franklin Democratic Town Committee at THE BLACK BOX. It was held on Wednesday, September 25, 2019.

Current members of Franklin’s town government spoke about their areas of expertise:
  • Tom Mercer, chair of the Town Council, provided an overview of the town government — its parts, their interrelationships, their purposes and personalities. He also moderated the forum.
  • Jamie Hellen, Franklin Town Administrator, explained how his office oversees the day-to-day implementation of town government and works together with the School Dept on matters of mutual interest
  • Anne Bergen, chair of Franklin’s School Committee, and Sara Ahern, Superintendent of Schools, will discuss education, the largest single part of the town budget.
  • Joe Halligan and Tony Padula, sit on the Planning Board. They spoke on the Board's role in the town's development and administering the zoning bylaws.
  • Melanie Hamblen, a member of the Town Council, spoke from her point of view completing her first two year term. She shared stories highlighting citizen initiatives that brought changes to Franklin.

Without further ado, here is the audio recording including the Q&A session following the presentations (approx 1hour and 45 minutes).

Note: there was no presentation document used. Several members of the panel did highlight sections of the Town of Franklin web pages which was shown on the large screen and viewed by the audience. Questions were repeated to ensure all could hear. The event was recorded via microphones but the microphones did not serve as PA’s for the session. You shouldn’t have trouble hearing the recording.
