  • Over time the storm water fee would free up about $1.1m of currently operational expenses covered by tax base; in future the fee would support the mitigations required #fincom0602
  • Would take time multiple years, to move the finances from the operating budget to the new storm water fee as an enterprise fund and be self sustaining #fincom0602
  • As part of the storm water fee we would get the mitigation and leaf pick up #fincom0602

  • Small additions to DPW budget in anticipation of fee but needing to move forward with mitigation anyway even in these challenging times #fincom0602
  • On to water/sewer enterprise funds #fincom0602 Beaver St interceptor will be the largest build project for Franklin. TBD
  • Potential water and sewer fee increases coming down the pike, did go ahead with trash as it needed to support the contract renewal. Stay tuned for when the water sewer comes up later #fincom0602
  • Meters check water volume coming out of the ground and going into each facility (home or business) had been losing up to 20% of the water as unaccounted for, now down to about 7% very efficient #fincom0602
  • Garelick is 20% of our water and sewer usage, the bankruptcy is close to settled but the new buyer also needs to divest Garelick so the future is still unsettled. #fincom0602
  • Another full year of construction for water treatment plant on Grove St to cover the wells #3 #6 #fincom0602 before it comes online
  • Part of the ISO rating that the fire department received was partially due to the water pressure and system available from the water department #fincom0602

Town Council denies Dean College liquor license; approved trash/recycling fee increase

Briefly:
  • The Council denied Dean College a liquor license to replace the daily/event based one they request up to 30 times a year. No issues ever over the years of this process, yet fears of future problems prevailed for Council vote. With one member absent, the vote was 4-4 hence failing
  • The water resource map was updated as a formality and necessary to correct technical errors, this was approved as the last legislative item for action
  • The coronavirus update by Town Administrator Jamie Hellen still seems inadequate for at least one Councilor. The plan was released for the phased re-opening of Town operations but it seems to have been not enough
  • The trash recycling fee increase was approved 8-0-1 (1 absent, 8 for)
  • Action on the Community Preservation Act was punted to a future (June?) meeting primarily for tworeasons, Pellegri's absence and concern over the 3% proposal, although the Council still seems to want to put it on the November ballot. And they have time to do so by voting to approve before October

  • Motion to approve minutes of March 22; seconded passed 8-0-1 via roll call (1 absent) #tc0506
  • Jackie Maciel lives on Elm St regarding COVID-19 data as published, raising problem with the #s as reported; towns being held hostage by the cities. Makes reference to AG Barr. #tc0506
  • Next item water resource map update for hearing, had been discussed in time BCE (before coronavirus era) required per state DEP, really a house cleaning item. #tc0506 TA Jamie Hellen provides update, No cost to it. Up to 29 participating now
  • Need to update map due to zoning requirements for the water resource protection, a developer had a proposal stopped to an inaccurate map #tc0506
  • Dean college license application for liquor as discussed in last meeting back up for discussion, and revised since last time per discussion. Modifications to address items raised last time. New license would replace the daily ones they had been using #tc0506
  • Discussion continues, side issues of future, and safety, and would this license then lead to a brewery desire? No, not desired by Dean, trying to simplify the license process for the Town and Dean #tc0506
  • Annual license actually provides more oversight and protection (than the 30 x daily licenses) which is what some Councilors are asking for but appear to be getting confused by the side issues they raise #tc0506
  • TA Hellen provides summary and updates to various points raised during the discussion. #tc0506
  • Roll call vote on the amendment to add the restrictions to the motion, passed 8-0-1 (1 absent) vote on measure itself: Bissanti no, Chandler no, Dellorco no, Kelly no, motion does not carry as it finishes with a 4-4-1 (1 absent) #tc0506
  • Moving on to coronavirus update, up to 98 cases, approx 20/week. Plan on return dept by dept shared last week including Library contactless pickup/take out #tc0506 all Beaver St services open next week, only brush this week
  • Councilor Jones asking for the plan when the TA already said that is further away. There is NO public access under the first wave of the plan released. Not ready to make those decisions, discussion still underway #tc0506
  • Moving on to Community Preservation act, recap of what's been done to get here. Did include 3% surcharge along with the common exemptions, if to out on ballot for Nov, need to decide by October. #tc0506
  • Concern on the 3% item, maybe go lower initially. Get it passed, and perhaps after we have had success raise it later. Bissanti asking for delay to allow Pellegri to participate. #tc0506 most community went with 3 for the additional match/round of funding available
  • Can getting kicked down the road on this item, seeming for and mostly for 3% but deferring to Pellegri for her to weigh in at a meeting in June #tc0506
  • 1- Budget subcomm update on discussion 5/4 with follow up meeting on 5/11 at 5:30pm #tc0506 2- EDC meeting on inclusionary zoning held, another to be scheduled meeting notes and audio posted
  • Legislation up now, Bruins Grant of $75K for Fletcher field of basketball street hockey court under construction #tc0506
  • Acceptance of gift passed 8-0-1 (1 absent) #tc0506
  • Recycling/trash fee increase up for 2nd approval; chart of fees over the years shared previously, still below what we had been paying before we started single stream, vote 8-0-1 (1 absent)
  • Next 5 items all up for approval are for the resulting agreements with various negotiation groups. First passed 8-0-1 (1 absent) these were discussed in executive session last week. All should pass by same vote hearing that. Second does
  • Third passes, same vote; fourth passes, same vote and fifth passes by same vote - see agenda doc for details vote via roll call 8-0-1 (1 absent) #tc0506
  • Zoning bylaw amendment 20-854 passed by 8-0-1 (1 absent)

Yard Waste Pickup Curbside Week of May 11, 2020


Yard waste is picked up on your normal trash and recycling day during the collection week of May 11, 2020

Yard waste can consist of leaves, brush and small limbs. Leaves must be in open barrels or in compostable paper leaf bags.
  • Brush must be tied with non-plastic twine no larger than 12 inches by 4 feet long
  • No yard waste will be picked up in plastic bags, cardboard boxes or other containers
  • Contaminated yard waste will not be picked up

Town Council - Twitter notes recap - April 15, 2020



  • Town Council meeting about to begin, getting the last Councilors connected
  • Real time reporting underway for Town Council meeting
  • Council Chair Tom Mercer lays out the process of talking through the chair, he will take each councilor in order to provide time for speaking, all votes via roll call
  • Minutes of the Feb 12 meeting were approved via roll call with 8 for, 1 abstain (Hamblen as she did not participate). So 8-0-1 should be the record
  • Minutes of Mar 19 approved as amended, adding Pellegri to attended list; vote was 9-0
  • Public hearing on zoning bylaw plot lot changes conducted, hearing opened and closed; Bissanti abstained from discussion
  • Question on Dean personnel to be Tip certified, even with Sodexo providing the service, this may also require Dean manager of record to be certified. #tc0415 bylaw does require this
  • Events could happen in different spots within the Campus center, question on could they set up a regular bar? Not what they are asking for, but possible.
  • Not meant to be a publicly accessible event, management agreement should include that explicit restriction to Dean students and related events ... #tc0415 likely to come back for further discussion around the agreement and restriction
  • Motion to continue license discussion to the may 6 meeting passed 7-2, Chandler and Earl's voted no. Town and Dean to work on agreement or restriction to license to meet points of discussion tonight
  • Franklin TV list internet connection so broadcast is interrupted until they recover. My backup recording is still working here at my site (as well as within Zoom)
  • TA Jamie Hellen providing update on COVID-19, in state of emergency for 35 days, testing has increased, infected and fatalities have increased as well, billing adjusted per local option today
  • No deaths reported to TA associated with COVID-19, need to get the State to change the data process and reporting to be more complete as noted
  • Certain departments and specific individuals get access for specific purposes and set times to ensure paper continues to process where it can't be done virtually
  • Earth day likely still to be held clearly differently than previously, stay tuned for updates and details.
  • Councilor asking for a target date to work toward, missing (I think) the town is planning the steps for which it can be executed when the date is set/agreed to - currently it is May 4
  • SNETT trail is on schedule for prospect St construction beginning May, Lincoln St underway, town by Town data to be released weekly, the #s are not a complete picture of the status, 37 cases shown today, 13 as of last weekend were recovered
  • Councilor comments on Jamie's update taking long time, some speculation, some politics creeping in to the discussion
  • Next up, the Community Preservation act, getting it back for discussion; only cost for it on Nov election would be the cost of the additional ballot itself. #tc0415 get it on the ballot for the voters to decide
  • CPA to come back with likely 3% as the amount for the May 6 meeting for approval to out it on the November ballot. Councilors concerned with timing (not good now) but need to be careful to avoid advocacy on this measure
  • Moving to legislation, first up - the zoning plot line cleanup, Bissanti recused himself, due to roll call clerk required to read full text of legislation, will slow the process down but it is what it is
  • Motion to move to second reading, passed 8-0-1 (Bissanti recused, 8 for, none against) ( zoning plot line cleanup measure was part of hearing earlier in meeting)
  • Maple St Bellingham solar agreement up for discussion, good news as this means additional money coming in, two other agreements likely to be completed before end of April, #tc0415. Vote 9-0 for
  • Trash/recycling rate gets first approval to raise to $278/year effective July 1. Vote was 8-1 for,

Please be informed that there has not been any changes made to trash and recycling pickup schedules, as of now your trash and recycling will be picked up on its normal schedule."

Updated: The pink bag pick up has been suspended during the COVID-19 pandemic.

No delay in trash/recycle schedule this week

While this is not a delayed trash/recycling pickup week, here are a couple of friendly reminders:
  • Please remember to keep carts three feet apart for collection to ensure that the truck has proper access and near the curb so the truck can access the cart. Recycling cannot be put into bags as the automated sorting process cannot open bags. Any bagged recycling will be processed as trash and is prohibited per town bylaw 151-7.
  • Please be aware that putting trash (including any plastic bags) in your recycling cart may result in a fine of up to $100; any hazardous materials, televisions, air conditioners, etc. could result in a fine of up to $300.

No delay in the trash and recycling schedule this week

There is no delay in the trash and recycling schedule this week. Yes, today is Martin Luther King Day and a holiday with Town offices and the Library closed. 

This is NOT one of the holidays that brings a delay in the schedule. If your trash is scheduled for Monday, today is the day.
