Finance Committee hears updates from School Committee, approves series of measures to send to Town Council (video)

The Franklin, MA Finance Committee met as scheduled on Wednesday, May 15 at 7 PM in the Council Chambers. This was the 3rd of three budget hearings. 

7 members of the committee participated, one remotely so all votes were via roll call. 2 members were absent.

Quick recap:
  • Town Administrator Jamie Hellen briefly covered the Tri-County and Norfolk Aggie budget items. Their representatives were unable to participate this year.
  • Franklin School Superintendent Lucas Giguere, Business Administrator Dr Dutch, and School Committee Vie-Chair Dave McNeill presented from the table. Asst Supt Paula Marano provided updates on special education programs and answered those questions
  • As the budget has been presented a number of times, there was an attempt to provide the "readers digest" version, and they were mostly successful.
  • Some changes noted:
    • They did provide an update on the migrant funded from DESE, a check for $335K+ was just received and another to account for the 72 students currently in the system is expected in June. These funds can only be used to support the migrant students and are not in the budget
    • The transportation increased projected earlier at 1100 was reduced to $500 per student and to compensate, the number of FTEs potentially laid off would increase from 30 to 47
    • They also presented an outlook on the funding to be allocated assuming the override does pass. The schools would get the $6.3M in the first year, and then $4M plus in each succeeding year 
  • The committee then votes to approve the series of resolutions to provide the fund accounting for the budget. Only one vote received a "no", all others passed by the 7-0-2 (7 for, 0 against, 2 absent)
    • Water rate increase was approved for the next 2 years (Council still needs to approve)
    • Curbside pickup rate increase approved (Council still needs to approve)
    • Stormwater fee increase approved (Council still needs to approve)

Finance Committee reviews Public Safety and Public Works budgets (video)

The Finance Committee held their second of three budget hearings on Wednesday, May 8 in the Council Chambers. 

The 3rd and final budget hearing is scheduled for May 15 with the school budgets covered (Franklin Public Schools, Tri-County and Norfolk Aggie.)

Curbside trash/recycling schedule for New Year's week

CURBSIDE TRASH/RECYCLING HOLIDAY SCHEDULE
  • (January 1-5, 2024) No pick-up Monday, January 1 - one day delay the rest of the week (Regular Friday, January 5 pick-up will be on Saturday, January 6).

BEAVER ST. RECYCLING CENTER HOURS:
  • Friday, Dec. 29 - 8 AM to 3 PM
  • Saturday, Dec. 30 - 8 AM to 3 PM
  • Sunday, Dec. 31 - 9 AM to PM

With Christmas falling on Monday, the trash & recycling schedule is delayed by one day this week. Monday will be picked up Tuesday, Tuesday on Wednesday, etc.

(Note, this will also happen next week with New Year's falling on Monday)

Trash delay for Thursday & Friday this week

via the DPW:
Thanksgiving falls on Thursday so the trash schedule for those normally picked up on Thursday slides to Friday, those on with a pickup scheduled for Friday will slide to Saturday for this week.

Curbside Trash/Recycling Schedule - Week of July 4, 2023

Notice from the Department of Public Works

Curbside trash and recycling will be delayed one day for Tuesday - Friday (July 4th - July 7th) pick-ups only! Monday pick-ups (July 3rd), will be collected as scheduled.

The Beaver Street Recycling Center will be closed on Tuesday, July 4, 2023 in observance of the Independence Day holiday.

The recycling center will be open...

  • Friday, June 30th: 8AM - 3PM
  • Saturday, July 1st: 8AM - 3PM
  • Sunday, July 2nd: 9AM - 1PM

Notice from the Department of Public Works - Curbside Trash and Recycling to Run on Schedule Week of October 10, 2022

Curbside trash and recycling will run on it's normal schedule the week of October 10 - 14, despite the holiday on Monday, October 10, 2022.

One day delay in the normal trash/recycle schedule for the 4th of July week

With the 4th of July falling on Monday, there will be a one day delay in the normal trash/recycle pickup schedule. If your schedule is normally on Monday, then it is Tuesday, if Tuesday, it is now Wednesday, and so forth.

Note the next one day delay in the normal schedule will be in September for Labor Day.
