Out of district tuition rate increase of 14% one factor for increase in school budget for FY 2024

This Twitter thread shares insights on one aspect of the Franklin school budget that other communities are affected by also:

"The Operational Services Division (OSD) falls under the Executive Office for Administration & Finance and has a variety of responsibilities, including setting tuition prices for approved special education programs in approximately 100 private schools.
Out of district tuition rate increase of 14% one factor for increase in school budget for FY2024
Out of district tuition rate increase of 14% one factor for increase in school budget for FY2024

These schools accommodate students with needs that cannot be met by their current District. The OSD has proposed a 14% inflation rate increase for FY24. For the past 10 years, OSD has instituted an average annual increase of 1.8%.

This unprecedented 14% increase is straining local budgets across Massachusetts. This 14% increase comes out to over $775k for Franklin alone. I don’t see how any district can absorb that kind of increase.

I will be reaching out to our local legislators asking that they cosponsor 3 bills that seek to meet the demands that our school districts (and taxpayers) are facing in connection with this cost increase - and I ask that you all do the same:

HD 3170 which lowers circuit breaker cost threshold; HD 3156 which increases the circuit breaker reimbursement rate; and HD 3102 which would create a Special Ed Commission to conduct a comprehensive review of the fiscal sustainability of special education service delivery in MA."

Boys Hockey = Franklin, 5 @ Newton South, 0 – Final
"Game Results: #10 Franklin 5 Newton South O (Shots Franklin 31 Newton South 12)
1st Period Recap:
Boys jumped out early in this one with just 1:15 into the game Vinny Pasquarosa chips the put to Ben Jarosz who slides the puck to Dan Daley who finds Dylan McEvoy in front and buries it. Next goal comes 8 minutes later when Nick Weber finds Anthony Lampasona who feeds Ryan Sicchio for the snipe, Franklin up 2! A relatively low-key period overall supported by a good defensive standoff from Aidan Kuykendall, Liam O'Rielly, Logan Marchand & Vinny Pasquarosa help Colby Wagner serve up the donut in the first. Period would end Franklin 2 Newton South O
2nd Period Recap:
Another low-key period overall that was filled with plenty of face-off wins by Ben Paterson which was key in securing possession & presenting plenty of opportunity. Linemates Carter Balducci, Tom Balducci & Jack Wernig chipped in some good shifts and chances, but Newton South's goalie stepped up with some big saves. The first & only goal of the period comes when Dan Daley in directs the puck to Dylan McEvoy who finds Ben Jarosz in the slot & hammers it home - Franklin up 3! The defense continued their standoff with strong play from Carmine Iannuzzi, Lucas Sheehan & James Donovan who helped hold Newton South to a 4-shot period. Colby Wagner serves up another donut. The period would end Franklin 3 Newton South 0.
3rd Period Recap:
Quite period till the 8:41 mark when from behind Newton South's net Dylan McEvoy slides the disk to Nick Weber who finds Dan Daley in the slot and tucks it by the goalie. A couple of shifts later Pat Daley saucers it to Mike Gates who finds Logan Marchand in high slot & hammers it home, putting Franklin up 5. The period was filled with several good chances by Sam Jette, Jack Carosi & Rhys Greenwood and also brought plenty of energy. Angelo Lampasona and Matt Corvi brought the high intensity and big boom helping seal the deal and locking down the shutout! Colby Wagner gets the dub.
Final Franklin 5 Newton South O (Player of the Game: Nick Weber)
