Master Plan Update Committee gets sworn in, goes over introductions, will split into 5 subcommittees for detail work (audio)

FM #1015 = This is the Franklin Matters radio show, number 1015 in the series. 


This session of the radio show shares the Master Plan Update Committee meeting held on Wednesday, June 14, 2023.


  • The Master Plan Update Committee met for the first time and 12 of the committee present were sworn in. One member was remote and will be sworn in later

  • During the meeting, it was revealed that the 13 member committee will split into 5 subcommittees each responsible for their own goals, workflows, and coordinating through the Planning Dept for support

  • While the subcommittees were announced, confirmation of the membership is schedule for the next session

  • Much of the meeting was laying the groundwork and ground rules for their future sessions. Much of the time was spent reading the agenda materials released before the meeting

The Master Plan Update Committee met for the first time on Wednesday, June 14 at 6:30 PM. Twelve of the committee present were sworn in, one was remote and will be sworn in later. The 13 member committee will split into 5 subcommittees each responsible for their own goals, workflows, and coordinating through the Planning Dept for support.

Update on Y pool fire - not to open this year

Due to the extensive damages from Saturday’s fire and the information we’ve gathered in the last 48 hours regarding the reopening process, the timeline to complete the necessary repairs would make it impossible to open our Family Pool Club in time for the 2023 summer season. We are deeply saddened by this fire and its devastation.

We are committed to the Club’s rebuild and creating the best member experience possible, opening in June 2024.

Family Pool Club members will receive full refunds on all fees paid by May 26th.

Thank you for your confidence in our YMCA – even in the face of adversity – to continue to deliver our mission to be here for our neighbors, serve our communities, and come back even stronger from this unfortunate incident.

The FTC enforces the Eyeglass Rule, which gives you the right to get your eyeglass prescription — whether you ask for it or not — and at no extra charge once your eye exam has been completed. 

Having a copy of your prescription lets you shop around and get the best deal. But based on public comments and consumer reports we've gotten, it's clear that some eye doctors aren't following the Rule.

Afghanistan Withdrawal Anniversary: Last week marked the one year anniversary of our withdrawal from Afghanistan. The United States is in a stronger strategic position because of President Biden's tough call. I spoke on Boston Public Radio about how the U.S. can form a mutually beneficial relationship with Afghanistan. The U.S. should invest in Afghan-led mining, with strict conditions, to support the Afghan people, strengthen our supply chains for clean-energy inputs, and out-compete China.

The American people owe humanitarian support to the Afghan people as we work to stabilize the region. I strongly support efforts to improve food security, welcome Afghan allies to the United States, and protect women and girls. Our greatest long-term gift, though, will not be assistance, but economic empowerment.

Make your voice heard → President Biden recently strengthened the Deferred Action for Childhood Arrivals (DACA) program. His new regulation codifies the program, which currently offers work permits and protection from deportation to more than 600,000 undocumented immigrants. Following the new regulation, the President called on Congress to pass legislation that takes similar steps. I support making the DACA program permanent to protect undocumented immigrants who were brought into the U.S. as children. Let me know if you agree.

New Jobs in Our District: I was honored to speak at the ribbon cutting ceremony for Thermo Fisher Scientific's new location in Plainville. Massachusetts is the world capital of life sciences, and this state-of-the-art facility will further establish the Commonwealth as not just the leader in medical R&D, but also in bio-manufacturing. I look forward to working closely with Thermo Fisher as they continue to create good jobs and innovate in viral vector manufacturing.

Protecting a Woman's Right to Choose: The Supreme Court's leaked draft decision to overturn Roe v. Wade is at the top of everyone's mind. Pending a final ruling from the Supreme Court, abortion is still legal federally and in Massachusetts. If the draft decision is affirmed, abortion will remain legal in Massachusetts. Abortion funds, clinics, and support networks are here to help you. Do not cancel your appointments and if you need care, please reach out to a provider immediately.

I am committed to protecting access to safe and legal abortions because reproductive health care is a human right. Decisions related to terminating a pregnancy lie solely with a woman and her doctor. Congress must protect abortion access by codifying Roe v. Wade because, regardless of the final ruling, we know that the Supreme Court can't be relied upon to uphold Roe. I was an original cosponsor of the Women's Health Protection Act, which would make the Roe v. Wade decision federal law and protect abortion access. I joined my colleagues in passing this bill in the House to defend a woman's right to choose, and I urge the Senate to do the same. In addition, I support abolishing the filibuster to secure the votes to protect abortion rights in the Senate. I will continue working with my colleagues to protect access to abortion.

Make your voice heard → Legislation to codify Roe v. Wade will face challenges from Senate Republicans, which is highly likely to prevent passage due to the Senate's filibuster rule. I'd like to hear from you:

South Coast Rail


South Coast Rail: I toured future stations on the South Coast Rail in Fall River and Freetown. South Coast Rail will offer reliable transit between southeastern Massachusetts and Boston. Phase 1 of the project, which will be completed in late 2023, will connect residents of Fall River, Taunton, and New Bedford to jobs and services, spurring economic development. I am excited that Taunton, Fall River, and New Bedford will finally have commuter rail access to Boston, after being the only three major cities within 50 miles of Boston not to. Phase 2 of the project will take an important step toward electrifying the commuter rail in Massachusetts. Electrifying the commuter rail is a critical component of the transition to a clean energy economy. That is why one of my top priorities is securing phase two funding for this project through the Bipartisan Infrastructure Law.

Supporting Small Businesses: Yesterday, I attended the 2022 National Small Business Association of Massachusetts Awards Ceremony. After two challenging years for local businesses, there is no better time than now to celebrate small business owners across the Bay State. Throughout the pandemic, small businesses found new and innovative ways to meet the needs of their customers and to show up for their communities.

An Update from Your Congressman Jake Auchincloss on "three significant developments"

Hello, I'm your representative in Congress, and I write to keep you informed.

I want to share with you three significant developments since I last wrote. 

State of the Union Address 
Last week, I attended President Biden's State of the Union address. President Biden laid out a hopeful message about putting the COVID-19 pandemic behind us, building a stronger economy, and protecting democracy at home and abroad. This speech was a clarion call that the free world is going to rally behind the Ukrainian people. Ukraine is not alone in their fight against totalitarianism and unprovoked aggression.

Recent Developments Regarding Ukraine 
As we watch tragedy unfold in Ukraine, I am in awe of the resilience of the Ukrainian people. Despite the overwhelming size of the Russian military, the Ukrainians are fighters, courageously defending their homeland. I joined many of you in Attleboro to stand in solidarity with Ukraine

I voted to support legislation to deliver military and humanitarian aid to Ukraine, but our assistance must go further. We had a saying in the Marine Corps, "everyone has a plan until you get punched in the face." Putin has taken body blows through sanctions, but he hasn't yet been punched in the face. An internationally coordinated ban on Russian oil, with greater lethal & civil support for Ukraine, packs the punch that President Putin deserves. I urge our allies to join us.

While backfilling Russian oil in the short term, we must use the oil embargo as an opportunity to further invest in the clean energy sector. Not only is clean energy the fastest growing job sector in the United States and good for our planet, it can provide us with energy independence. We recently passed the America COMPETES Act in the House of Representatives. This bill would help build a resilient and efficient electrical grid, and provide funding for clean energy research. Additionally, the House just passed government funding legislation that includes over $14 billion of investments into clean energy and science to develop and implement clean, affordable, and reliable American energy. With energy independence, we can protect our economy, as well as our strategic interests.


Addressing the Youth Mental Health Crisis
I have only been a congressman for one year and a parent for two, but I am committed for the long haul to improving children's socioemotional wellbeing. It is a special responsibility I have as the youngest parent in the House Democratic caucus.

In a recent op-ed, I put forth suggestions for tackling the youth mental health crisis. We should keep our schools open and functioning normally, provide kids with richer context and more agency, and expand youth services.

This week, I hosted a Facebook Live with Bridge Over Troubled Waters' Elisabeth Jackson, CEO, and Peter Ducharme, Director of Clinical Services. Bridge Over Troubled Waters is a Boston-based agency providing needed services for homeless, runaway, and at-risk youth. The agency offers a variety of programs, from career development to emergency residence and street outreach. Ms. Jackson and Mr. Ducharme emphasized the importance of expanding youth services. Too often, there are not enough resources or providers to support youth in crisis. In Congress, I will work to increase these vital services.

Dear friends,   

Fall is here, kids are back in school (fully masked!) and work on Beacon Hill is in full swing.  

Just this week, I passed legislation to provide paid time off for parents and caregivers taking their children to COVID vaccines. Parents keeping their families and communities safe and healthy should also be keeping their entire paychecks. The bill was signed into law yesterday. Earlier this month, the Senate passed the Healthy Youth Act, creating comprehensive and inclusive sex education; the Gender X Bill, creating nonbinary gender markers on state identification cards; and legislation to support student nutrition. 

Over the summer we passed the state budget for our current fiscal year (2022) and I'm proud to share several notable victories, including: a pilot program for a statewide youth mental health support text line, available 24/7/365; reproductive justice advancements, such as combating fake women's health centers and creating safe spaces for domestic violence survivors; and hundreds of thousands of dollars to support local projects and priorities in our district, such as direct anti-racism and equity and inclusion work, supporting seniors, helping children and families in needfire safety, and paving the way for long-term outdoor dining

Looking ahead, there's plenty on our plate! Next week we'll debate critical voting rights legislation, one of my long-time priorities. I'm hard at work on climate action through my own bills and as Senate Chair of the Joint Committee on the Environment, Natural Resources and Agriculture (ENRA). Several of my bills on reproductive justice and immunization infrastructure have already moved through the first part of the legislative process. And of course, my team and I will continue doing everything in our power to help keep you, your families, and our communities safe as we continue living through the COVID-19 pandemic.
