Public hearing notice: Planning Board to hear about Autumn Hill Condominiums - Mon, Feb 26

In accordance with the Town of Franklin Zoning By-Laws, the Franklin Planning Board will hold a public hearing at the Town Hall (and can also be attended remotely) on Monday, February 26, 2024 at 7:00 PM in the Town Council Chambers of the Franklin Municipal Building, 355 East Central Street, for a Special Permit and Site Plan application titled “Autumn Hill Condominiums” prepared by Legacy Engineering LLC, Millis, MA, and submitted to the Department of Planning & Community Development on February 2, 2024, by Suejo Corp., Wrentham, MA.

The property is located in the Rural Residential I Zoning District (Assessors Map 302 Lot 6 and 8) at 488 and 496 Summer Street. The applicant is proposing to construct a 44-unit senior village with inclusionary housing. The applicant is applying for two (2) special permits, (1) Chapter 185, section 48: Senior Village Overlay District and (2) Chapter 185, section 51: Inclusionary Housing.

Please note: This will be your only written notice of this public hearing. Should the Planning Board vote to continue this Public Hearing, the date and time will be posted on the Planning Board’s website under Agendas.

In the News: condo development proposal for West Central St returns

"Developers are proposing to construct a 24-unit condominium development on West Central Street. 
There will be a public hearing on Monday, Jan. 7 at 7:05 p.m. in the Town Council Chambers at the Municipal Building. 
The project - submitted by Joel D’Errico of Franklin and named Highland Village - is made up of three parcels in separate ownership, totaling about 2.85 acres from 278 to 300 West Central St. The site plan was prepared for the three clients by Guerriere & Halnon engineers and land surveyors. 
Town Planner Amy Love said that the same owners sought approval for a similar project last year and were denied by the Planning Board. This time, they came back with six fewer condos on the table."

In the News: Pond St condos?, SAFE creating drop-in service, regionalization takes a step, voter registration deadline

Town Council members at their meeting Wednesday night voiced support for a condominium development on a town-owned 33-acre piece of property on Pond Street. 
The council, in a nonbinding straw poll, voted seven to one in favor of the development, which would likely involve about 85 units. A formal resolution will now be drafted and officially voted upon in a future meeting. 
The project would involve the developer purchasing the land for approximately $1.65 million. The development is estimated to bring in about $300,000 a year in tax revenue and result in a 600-car-a-day increase in traffic.

The Support for Addicts and Families by Empowerment (SAFE) Coalition announced this week that it would be looking to create "drop-in" treatment events - in which a number of services for addicts and their families would be brought under one roof. 
James Derick, SAFE's president, announced the initiative before a Tuesday night talk by Harvard Professor Robert Putnam. The events would feature mental health professionals, substance abuse counselors, support groups for parents, lawyers, treatment centers and Narcan training - all in one accessible place. 
"A key component to this would be engaging people in long-term recovery, or 'Recovery Angels,'" Derick said Wednesday. "They would shepherd people through detox, in-patient treatment and beyond."

When a small police department makes an arrest, it can put a stress on manpower and financial resources. 
The answer to those problems, Middlesex County Sheriff Peter J. Koutoujian said, is the creation of regional lockup facilities run by the sheriff’s offices. 
Last week, the Joint Committee on Public Safety and Homeland Security moved a bill that would allow regional lockup facilities to be opened by sheriffs to the state Senate’s Ways and Means committee.

The deadline to register to vote to participate in the Massachusetts Presidential Primary on March 1 is Wednesday, Feb. 10. 
This is also the deadline for registered voters who wish to change their party enrollment to another party or to unenrolled, commonly referred to as independent. This should not be confused with the United Independent Party (UIP), a party that will have ballots available but with no candidates printed on them. Voters registered in UIP will not be eligible to take a Democratic, Republican, or Green-Rainbow ballot. 
To vote for a candidate in a different party from the one in which you are now registered, the voter must switch to the other party or to unenrolled status by 8 p.m. on Feb. 10.

"It's clear that the unit has to be on-site"

Should the town permit everything the developer is requesting, the Villas will amount to 45 condominiums, 22 of which will be age-restricted, and 23 of which will not. 
Under that formula, Eastern Management owes the town an affordable housing unit, Town Administrator Jeffrey Nutting and the Planning Department have said. 
After conceding at the Aug. 8 Planning Board meeting that he is required to build the unit, Coras and his attorney Gary Hogan last night asked that it be built off-site.

"The whole project is done beautifully"

The project was permitted in 2004 as a senior housing development. Construction began one to two years later, but a weak real estate market and high unemployment made it difficult to sell units. In 2008, the Zoning Board granted a variance making two of the five buildings non-age restricted.
"It has been transformed ... into something that is unique," Gary Hogan, an attorney for the developer. "There is not another similar development in this town."
That variance coupled with a decrease in the selling price of units led to increased sales, Hogan said, adding that 25-30 percent of the units have been sold and 40 percent have been built.

Franklin Center - opening September 2008

"Single level living"

Seems to me to mean that each condo will be located within one floor as the building will be three stories tall (at least that is what it appears to be now).

That is a good advantage for a condo compared to other layouts where you have your space spread amongst a smaller foot print and you use multiple floors for your living space.

Way to go!

Almost missed this as it is tucked away behind the completed buildings along Main St. They have moved aggressively and have a second floor almost complete with a third floor coming.
