"As we near the one-year anniversary of when the world seemingly shut down, I want to take some time to reflect upon the toll that remote learning had on students. Although most of the effects of a virtual learning environment have been negative, it is important to not lose sight of the few positives. This school year has been like none other, and we look to share our experiences with future generations."

FPS - Message about in person learning

March 5, 2021

Dear Franklin Families,

We hope you are doing well this afternoon.

As you know, we have been exploring full and in-person learning at the various levels throughout the district and thank you for your contributions to our efforts in completing several surveys recently. There is much support among FPS families for in-person learning. Please be assured that we are always taking all health and safety aspects of COVID-19 mitigation into great consideration.

As mentioned in last Sunday's letter, I will be presenting a framework for full and in­ person learning to the School Committee at their March 9 Regular School Committee meeting. This will also be a meeting about the recommended budget for FY 22. We encourage you to attend the meeting (limit of 500 via Zoom) or watch it live on TV.

Working collaboratively with the FEA, we want to let you know that right now the plan would be to have K-5 return Monday, April 5, and Middle and High School return Monday, April 12. Details will be presented Tuesday at the School Committee meeting as a "Discussion Only" agenda item. Please note that remote learning will remain for the remainder of the school year.

We know there will be questions and concerns. The School Committee meeting is a regularly scheduled business meeting and will not be an open forum for families' Q and A. We will be sure to provide opportunities for families to learn more at a future date.

"Around 10 million U.S. mothers living with their own school-age children were not actively working in January — 1.4 million more than during the same month last year, according to new U.S. Census Bureau data.

The pandemic has had a devastating effect on employment overall but especially on mothers’ paid labor. The 10 million not working accounted for over one-third of all mothers living with school-age children in the United States, according to the Current Population Survey."

CommonWealth Magazine: State considering remote telework as standard practice; Spilka advocates for teachers to get vaccinated

 

"CLOSE TO HALF of the state’s executive branch employees could continue some form of telework even once the pandemic ends, Secretary of Administration and Finance Michael Heffernan said Tuesday.

Speaking to the House and Senate Ways and Means Committees at a hearing on Baker’s $45.6 billion fiscal 2022 budget proposal, Heffernan laid out the broad contours of a proposed state employee remote work plan. Of 44,000 full-time employees working for state government, Heffernan said, more than 20,000 could telework in the future in some sort of “hybrid” plan. He said employees would come into the office some days and work remotely on other days.

The state’s stance on telework could be a precursor of what happens in the rest of the economy, and a permanent shift to telework could have major implications for downtowns, commercial real estate, and transportation. The MBTA, for example, is struggling to chart its future service plans amid great uncertainty about commuting and work patterns."

"WITH THE STATE expecting to see its supply of COVID-19 vaccine increase over the coming weeks, Senate President Karen Spilka on Tuesday said Gov. Charlie Baker must let teachers get vaccinated this month and should set aside a percentage of doses for teachers and school staff.

Spilka’s call on the Baker administration to prioritize teacher vaccination comes a week after the Republican governor and Education Commissioner Jeff Riley detailed their intent to have all school districts bring elementary school students back to the classroom full-time by April.

The Senate’s top Democrat said if that is the goal then the administration must provide cities and towns with the resources and support they need, including vaccines."

"Riley’s announcement got a mixed reception"

 

"TAKING DIRECT AIM at Massachusetts school districts and teachers unions that have been reluctant to return to in-person instruction, state education commissioner Jeff Riley said he wants to use state education regulations to push districts to bring students back to the classroom.

Riley said Tuesday that he wants to see elementary grade students back in school five days a week in April, with older grades possibly to follow after that.

Adopting a much more aggressive posture than state officials have taken in a debate that has divided the education community, Riley said he’ll seek authorization to deem remote instruction not eligible to be counted toward state-required “structured learning time” hours. The proposal, unveiled Tuesday morning to the state Board of Elementary and Secondary Education, would give Riley leverage in pushing districts back into in-person classes, something he, Education Secretary Jim Peyser, and Gov. Charlie Baker have been urging more schools to do for months. "

Pantherbook: "The Reality of Online Learning: Students Perspective"

Tess Bower shares the results of her research into online Learning and its impact on Franklin students on Pantherbook.

"The swarm of kids rushing into school in the morning, the cool seats on the noisy bus, the crowded cafeteria and chattering media center. All sights students have not seen this year. With Hybrid Learning at FHS, some of these norms have taken new shape. The once loud, crowded cafeteria now has students quietly chatting amongst themselves while sitting six feet apart. The swarm of kids rushing into school is now only 1/3rd of the student body, socially distancing themselves while they walk in. Busses are disturbingly quiet and empty, and the media center has signs reading, “Closed before and after school”. To say our beloved FHS has an entirely new atmosphere, would be an understatement. These new norms have been put in place and everyone is continuing to adjust to them. "

ParmenterPCC: Parmenter remote for 1/11/21

Dear Parmenter Families,
 
We have been monitoring staff attendance very carefully in recent days, striving creatively to provide classroom coverage in order to keep our school open for students. Unfortunately, we find ourselves at a point this evening where we do not feel we can appropriately and safely supervise our students for in-person learning tomorrow.
 
Parmenter Elementary School will be fully remote for cohort students on Monday, January 11, 2021. Students in the NECC Partner program will be in person as those classrooms are fully staffed. Students will follow their typical Monday schedule within the remote model. Grade level teachers will communicate any alternatives to the schedule through their virtual learning platform (i.e. Google Classroom).  Students should log in as they normally would during a remote learning day.
 
We hope this evening notification provides you some time to make arrangements for this unexpected remote day. We will continue to monitor our staffing for Tuesday and notify you tomorrow by mid-afternoon. We will continue to monitor the situation for the remainder of the week, as well.
 
A decision like this is never easy. We appreciate your understanding.

Franklin (MA) School Committee meeting recap - Dec 22. 2020

Quick Recap:

• Donna Grady, FPS teacher and FEA president spoke about reframing the discussion on kids missing out. They are not, they are all in the same boat. (I would add: health is more important than education - without good health, you can't learn. And it would be good to recognize that this pandemic is a time to think about our overall learning processes. How do we learn? How can we learn? The specific topics and curriculum items mean less than the developing the capability to learn.)
• excellent presentations from ECDC and the Performing Arts dept showcasing the work and learning being done in trying circumstances. (See how we can learn when we put our minds together to do so)
• First draft of school calendar for 2020-2021 shared
• Superintendent's goals were approved. The sharing pre-meeting had caused some kerfuffle among community members who misinterpreted what they were lacking the full context. (A solution to this would be a 'cover note/memo' to better frame the doc when shared pre-meeting next time. Not sharing the doc before hand is not an acceptable solution. Although it is an 'easy way' out, it does nothing to build the trusting relationship with the community that is very much a work in progress)
• Re-opening status - lengthy discussion with SchComm Q&A and only a few community comments this time around. Plan to bring K-1 back in person still being developed. Finally a question on ESP's use as subs and what happens to that learning time? (it doesn't always get made up - and this has been gong on for some time, well before the pandemic) Staffing in the pandemic continues to be working a tightrope. If the numbers change (in the wrong direction) expect more remote learning days.

• Superintendent report: update from DESE around student mental health and connection, instructional time daily to connect with teachers 34 hours over a ten day period, 40 hours over 10 4 asynchronous. Looking for consistency district 2 district. Did complete a survey #schcom1222
• FPS meeting requirements. CARES funding deadline extended to Dec 2021, which will help to fulfill due to supply chain issues. #schcom1222

FPS Digital Learning: "Maintaining Connections during Hybrid and Remote Learning"

The FPS Digital Learning Integrationists have a new web page to help share information on what they do to support the teachers and students in the classroom environment with technology.

"In a typical school year, 8th grade ELA teacher Lauren Berolini can be found meeting one-on-one with students for writers' conferences. Ms. Berolini uses this format to provide specific, authentic feedback in a private and personal setting and values the opportunity it provides to make personal connections with students. 

In an effort to maintain these personal connections as students develop their writing skills in this hybrid and remote setting, Ms. Berolini requested help from the Digital Learning Integrationists to identify digital tools for providing feedback to students. Together they explored Mote, a google extension that enables voice note feedback within Google Classroom, Google Docs, Sheets and Slides."

Franklin Public Schools: Remote Learning - December 17, 2020

Dear Franklin Families and Faculty/Staff,

We are monitoring the forecast very carefully. At this time, a long duration storm is forecasted with snow falling overnight into tomorrow and accumulating to between 10-15 inches. The snow is forecasted to be light and fluffy, which poses a lesser risk for power outages.

Given this forecast, Franklin Public Schools will have a Remote Learning day for all schools on Thursday, December 17, 2020.

In the event of a power outage, families should call their child's school office. VLA families should call the Superintendent's Office.  Voicemails will be transcribed into emails and forwarded to secretaries. Students will be marked present if they participate in school using asynchronous materials provided by their teacher.

If a staff member loses power, they should contact their building administrator. A building administrator will be in touch with families of their class(es) directly.

We will monitor power outages in the area and, in the event of widespread outages, many need to alter the plan and call a snow day.

We acknowledge that this may come as a disappointment to some who love the tradition of a snow day. At this time, we think it best to continue with the plans we set in place within the past few weeks for remote learning, a model we used early in the year with the idea that we could quickly move back to it during the school year. We will monitor the experience on remote learning days during snow events to inform future decision making.

Franklin Public Schools: Re-opening update Dec 11, 2020

Dear Franklin Families and Faculty/Staff, 

We hope you are doing well.

We are monitoring student and staff attendance very carefully at this time. We are experiencing a rise in COVID cases, increased quarantine requirements of close contacts, combined with other routine matters necessitating staff absences, and limited substitute coverage within our schools. We are striving creatively to provide classroom coverage at all of our school buildings in order to keep schools open for students. We also fear that all our creativity in the world and an “all hands on deck” approach may someday not be enough to feel we can appropriately and safely supervise students in school.

We may need to temporarily place one or more schools into remote learning (one day or a few days) if we are unable to supervise in-person learning safely. We do not always have a lot of advanced notice. We will aim, wherever possible, to notify the school community if a school is going to be remote for a day the evening before the following school day. Notification will go out through our Regroup emergency notification system by email, text, and cell phone and will be communicated through social media channels.

School Committee meeting Dec 8, 2020 - recap - K-1 planning, winter sports, updates, re-opening remains a challenge

Quick Recap:

• Sensitivity is high across the community. Parent complained about FHS student representative updates being interpreted by SchComm as reflecting other middle and elementary school students. While trying to be positive, there are issues all around
  
• Superintendent's report (not yet posted to FPS page as of 9 AM 12/10/20)
• Winter sports update as developed by MIAA and task force/subcommittee work summarized and presented by AD Angelo  
• The two policies up for second reading were initially moved to vote together as no one acknowledged any questions for either policy. As the vote commences, D’Angelo raises questions, the motion is modified to vote the two policies separately, D'Angelo votes for one and against the other
• Budget update still quite fluid but some savings being seen in this pandemic world. What happens after the COVID/CARES funding expires Dec 31, 2020 remains unclear as there are so many moving parts. Schools will stay within budget as authorized. Preparation for Finance Committee meeting scheduled for Dec 15 in process
  
• Bringing the K-1 back to in school full time still requires much work to be done to confirm it is possible and what it would cost. Committee and parents disappointed with lack of specificity in the report given the timing of it
• Re-opening in hybrid is still a challenge, tech issues, staffing, time on learning all issues being struggled with, patience is required (yet running short)

• Library books not going home over issue of how to sanitize when they come back, #schcomm1208 clarification on 1st graders who can't read (not k students). Parent expressing bristle when "all the kids" is used when the kids vary in response, claiming risk isn't the same
• Parent with 4 kids, came here from Quincy because of the schools, two youngest are struggling a lot. #schcomm1208 teacher reading specialist confirms youngest struggles as they can't do it themselves, reading at 1st grade is not always age appropriate.
