Franklin's British Beer Company is closed

Via the Franklin radar we find:

"It looks like yet another location of a small local chain of British pubs has closed down, with the only locations now being found in Southeastern Massachusetts.

According to a source, British Beer Company in Franklin has shut its doors, with a check on the company's website showing that it has indeed been removed from the locations page. The Franklin outlet of the pub joins several others that have closed over the past several years, including Framingham, Danvers, Walpole, Westford, and Worcester, and it appears that both New Hampshire locations in Manchester and Portsmouth have shuttered as well. Outlets in Cedarville, Falmouth, Hyannis, Pembroke, Plymouth, and Sandwich remain in operation, with the closest one to Boston--the Pembroke restaurant--being approximately 30 miles from the city.

Franklin to help restaurants with outdoor dining options

"Several MetroWest communities are trying to help restaurants make up for lost revenue during the coronavirus pandemic by making it easier, and faster, to serve food and drink.

One strategy is to quickly review and approve temporary licenses for outdoor dining. That’s expected to start Monday as part of the state’s second phase of the reopening of the economy. Regulations include having at least 6 feet between tables and a maximum of six people per table.

Framingham started a temporary license approval process for restaurants that want to offer outdoor dining. The Licensing Commission holds a public hearing every Monday to review applications already vetted by internal departments, like police and public health. The commission is expected to make decision within six business days after getting an application.

As of Friday afternoon, Framingham received 13 applications, according to Diane Willoughby, the city’s licensing coordinator."

Re-opening Guidelines for Restaurants and Hotels/lodging

As announced on Friday, Gov Baker has released the guidelines for restaurants and hotels for their review in preparation for opening in Phase 2. Note: the date for Phase 2 has not yet been determined. It could be as early as June 8 but in my reading between the lines is not likely. The data from June 1 to June 6 has been acknowledged to determine the date.

As residents and users of these services, perhaps more frequently to the restaurants than lodging, it would be good to be aware so we'll know what to expect as we venture forth.

With the return of outdoor dining to Rhode Island, the Pawtucket Red Sox are inviting fans and families to return to McCoy Stadium to enjoy ballpark fare either via curbside pick up or at pre-reserved picnic tables on the iconic baseball diamond.  "Ballpark Dining" at McCoy Stadium begins with Curbside Pick Up, this Friday, May 29, from 5-8 p.m., with fans receiving their dinners and driving off without ever opening their car doors.     The curbside offerings will resume the following weekend, Friday and Saturday evening, June 5 and 6, from 5 p.m. until 8 p.m., along with the premiere of "Dining on the Diamond," which will have seatings at 5:30 p.m. and 7 p.m.  Additional dates will be announced.    All ordering must take place in advance, payable via credit card, at pawsox.com, starting Thursday, May 28, 2020, at 10 a.m.  In accordance with state guidelines, reservations are required for Dining on the Diamond, seating is limited to five people per table, and the number of tables is limited to 20 per seating (thus 40 total reservation slots per evening).  To accommodate as many fans as possible, fans can dine for one hour.   Fans can also call 401-724-7300, 10 a.m. to 8 p.m., Monday-Friday, to receive personal service from the PawSox staff. Visit pawsox.com for more information! FM #235 = This is the Franklin Matters radio show, number 235 in the series.

This session of the radio show shares my conversation with Jack Lank, President of the United Regional Chamber of Commerce. We had this conversation via conference bridge to adhere to the ‘social distancing’ requirements of this pandemic period.

They have canceled their in person events and are shifting as much as they can to virtual events and the use of social media tools to help spread good information.

YPO is something we’ll likely hear more of as it is a business networking group for the 20-30-40 something crowd.

MA Legislature Passes Bill to Provide Immediate Relief to Municipalities and Others During the Ongoing COVID-19 Crisis

Today (4/2/20), the House and Senate passed a bill to provide necessary relief to municipalities, taxpayers, restaurants, and state authorities impacted by the COVID-19 crisis and State of Emergency declaration.

The bipartisan legislation extends the state income tax filing deadline for residents; addresses disruptions in municipal tax collections and permitting; and allows licensed restaurants to sell certain alcoholic beverages with food take-out and delivery orders, among other provisions.

"I am heartened by the bipartisan and collaborative process that went into advancing this bill to help the hardworking people of Massachusetts," stated Senate President Karen E. Spilka (D-Ashland). “Our cities and towns, restaurants and taxpayers need relief now more than ever, particularly as we continue to follow proper social distancing guidelines to curb the spread of COVID-19. I would like to thank my Senate colleagues, House Speaker Robert DeLeo, and my legislative partners in the House for their work on this critical piece of legislation."

“Our communities, our small businesses, and our residents live the disruptive and compounding effects of this rapidly evolving public health crisis daily, so the Legislature acted again today to provide some relief,” said House Speaker Robert A. DeLeo (D – Winthrop). “By easing local permitting measures, extending the state’s tax deadline, and providing restaurants an opportunity to increase revenue, we are helping cities and towns, businesses, and individuals throughout the Commonwealth. Thank you to Chair Michlewitz and Chair O’Day and Senate President Spilka and our colleagues in the Senate for their partnership on these important issues.”

“Whether it’s protecting local communities’ ability to govern during a time of crisis or providing much needed relief to restaurants and taxpayers, we must do what we can to support those facing hardship during this unprecedented time,” said Senator Michael J. Rodrigues (D-Westport), Chair of the Senate Committee on Ways and Means. “With tonight’s passage of this bill, the Legislature is collaboratively acting to meet this challenge and confront the urgent needs facing our Commonwealth related to the COVID-19 pandemic.”

“By passing this relief package today, we are providing much needed administrative and economic relief for our small businesses, our cities and towns, and the taxpayers of the Commonwealth,” said Representative Aaron Michlewitz, Co-Chair of the Joint Committee on Ways & Means (D-Boston). “I know I speak for all my colleagues in the Legislature when I say we are prepared to offer all the assistance we can as we tackle the day to day effects of COVID-19.”

“This legislation responds to a number of vitally important needs; it allows cities and towns across the Commonwealth to execute fundamental governance procedures including budgeting and permitting, it adds mechanisms to empower food and beverage providers to meet consumer needs, and it aligns our tax schedule with the federal extension,” said Senate Minority Leader Bruce Tarr (R- Gloucester). “It is the product of bicameral and bipartisan collaboration fueled by our ardent efforts to support those impacted by this pandemic.”

“The municipal relief bill passed by the Legislature and now on the Governor’s desk contains many important provisions for our communities, our taxpayers, and our restaurants,” stated House Minority Leader Representative Bradley H. Jones, Jr. (R-North Reading). “It is another step, in what will be many, that we need to take to navigate the state through these extraordinary times.”

The major provisions of the bill are as follows:

Tax Deadline Extension. The bill provides immediate relief to taxpayers and extends the 2019 state individual income tax filing and payment deadline from April 15 to July 15 due to the ongoing COVID-19 outbreak. The extension of the tax filing and payment deadline to July 15 is consistent with the federal government and provides additional flexibility to filers during this crisis.

Restaurant Service. The bill includes immediate economic relief to restaurants and other establishments that are licensed to sell alcohol for on-premises consumption to sell wine and beer with food takeout and delivery. This change would restore a crucial source of revenue to restaurants and other food establishments.

Municipal Governance. This legislation also immediately addresses several challenges affecting municipal functions and operations during the COVID-19 State of Emergency. The bill:

• Allows extensions for property tax exemption and deferrals from April 1 to June 1, 2020;
• Modifies the permitting process to ensure flexibility for applicants and status hearing processes;
• Allows annual town meeting to be delayed beyond June 30, 2020;
• Enables a town moderator or person designated as such to reschedule town meetings for up to 30 days, and to do so multiple times if needed;
• Permits municipalities to utilize retired employees and lifts pension-related hour restrictions for employees who return to work as it relates to COVID-19 response; and
• Prohibits essential services provided by the city or town from being terminated as a result of a missed or late payment.

The bill also makes several adjustments to the municipal budgeting process so that cities and towns can continue to meet their fiduciary responsibility and provide resources for their residents.

The bill, which is the latest action by the Legislature to address the COVID-19 public health crisis and its effects on Massachusetts, now heads to the Governor.

"Fans of Firehouse Subs in Franklin Village Plaza will need to look elsewhere for a sandwich fix now that the shop is closed.

Customers this week were met with papered-over windows, a blank spot above the door where the shop’s sign was hanging, and a typed note on the door informing them of the shop’s permanent closure.

It is unclear when the shop shut its doors. Word was still spreading among customers as of Monday, with expressions of surprise shared on social media.

John MacLennan, of Plainville, said he noticed the sub shop was closed over the Thanksgiving holiday. The shop was still open as recently as Nov. 25."

2nd Annual Toys For Tots Festival at Alumni on Nov 16

Saturday, Nov 16 "at the The Alumni Restaurant and Bar there will be a big event happening. 

The JohnnyMac Productions will have the 2nd annual Toys For Tots Festival. This year we have alot in store and fun for all ages. 

Santa will be there from 4-6, there will be hanna tattoo, candy shop, foster kid information, kid karaoke, magician will be preforming. Then as the night carries on we will have a local band of HS kids from KP preforming, 2 local acoustic artists and more adult karaoke as well. 

Not only will there be performances but the whole event is based on toys for tots so bring an unwrapped toy to the event and you will be given a ticket to enter one of several raffle donations from local and corporate business I have received for this event. You can also purchase more tickets as well, and all the money goes towards toys for tots.

Town Council Recap - August 21, 2019

The Town of Franklin officially pinned the fire Fire Chief at this August 21, 2019 meeting. Folks may recall the special meeting held June 12 where the Town Council approved the appointment. He was officially sworn in when he started July 8 and then due to the summer schedule, tonight was the night to complete the formal pinning ceremony.

The Chateau Restaurant liquor license was approved. They are renovating the former Joe's American Grill to begin operation some time later this year.

Of note to residents, the paving at the i495 and RT 140 interchange will happen over a couple of weeks in September. The State is doing the work. While they are paving the section, they will not be making improvements to the left hand turn into Pond St.

The Walker St bridge is scheduled to close for 6-8 weeks after Labor Day, possibly through Halloween. This is also an investment from the State and appreciated but may cause some delays in travel around the detour while the work is being done.
