Sign bylaws passed
In other news, the council held a somewhat heated discussion before accepting a trio of zoning bylaws meant to revamp bylaws on signs.
“I don’t like to see these things become too restrictive,” Councilor Andrew Bissanti said, a sentiment four other councilors echoed. “I’m just saying, signage is a language, it’s a form of communication for business.”
The new sign rules are meant to upgrade the previous laws. Currently, there are several violations of the bylaw used prior to tonight’s acceptance within the town, from banner signs to signs that are too large, to political signs. Political signs are now legal under the adopted rules, if regulated.
“We have outdated definitions, we have inadequate definitions,” town attorney Mark Cerel said. “This is ... a significant improvement over what is in place now.”
The bylaws delineate four districts in Franklin: residential, downtown, industrial, and commercial and business. That part of the bylaw was initially not accepted when a majority, rather than the necessary two-thirds of councilors voted for it.

One proposed by-law change starting to work through the process this week will affect what we see all around Franklin. The Planning and Community Development Dept has already reworked the regulations and updated the definitions to help the discussions around what it will mean.
The Town Council will refer it to the Planning Board where they will review, take input during a public hearing and after making potential adjustments send it back to the Town Council. Back at the Town Council, there will be two readings (and associated discussions) before it is voted on.

Enforcement and Pre-existing Signs
The proposed Sign Bylaw now clearly defines the Building Commissioner as the entity who will
permit all signs, oversee installation, ensure compliance and remove non-compliant signs,
regulate their maintenance, and initiate penalties. Pre-existing signs are grandfathered unless
they were being displayed in violation of the existing Sign Bylaw. Pre-existing signs will remain
as such until a new sign is displayed or any modification to the existing signage is made, then it
must conform to the new Sign Bylaw.
The proposed Bylaw also addresses many issues that the previous Bylaw left unaddressed.
One such issue the Bylaw now clearly defines is the role and responsibilities of the Design
Review Commission. In addition, the proposed Sign Bylaw now address a more defined
process for appeal of Design Review Commission decisions or appeals of a decision issued by
the Building Commissioner.
Temporary Signs
The current Sign Bylaw addresses several types of temporary signs and the extent to which
they are allowed. The proposed Bylaw clearly prohibits most temporary signs except real estate signs, political signs and non-profits if displayed in Municipal sign displays located throughout the Town. New business owners would be permitted to display one temporary sign for up to 30 days during the opening of the business.

"heroes need to be honored and remembered"
The signs, expected to cost $1,800, will be placed on Franklin streets where the soldiers were born or lived. The town's Rotary Clubhas pledged $1,000 toward the project and former Town Councilor Chris Feeley has offered to cover the remainder of the cost, said Town Councilor Tina Powderly.
"What this really allowed us to do is focus on the lives and legacy of these men rather than raising funds," Powderly said, adding she and lifelong Franklin resident Rose Turco have spent several months examining scrapbooks and newspaper clippings that reference the soldiers. "This community very, very much supports its veterans and that says a lot about the character of the residents."

Nutting - the bylaws were changed back in 2003, we have learned from what we did then to incorporate them now. These proposals have a building setback, they add downtown parking, they allow a 3 story by right as opposed to the special permit.

Vallee - I like the mixed use, but there are a number of things that I don't like. What model did you use to get this?

Taberner, right now, these are not allowed by right, that is what this is about. I understand what you are saying about the upper stories. To get a special permit, right now will take a long time and there is no guarantee of getting it. With the 3-story, it is an appropriate use for that space and should be available by right. Leaving the option for 4-5 in the outside the core is possible

Alteri - the parking requirements are based upon the square footage of the building

No Gatorade shower for winners!
One of the traditions for winning football teams is to douse the coach with the handy bucket of Gatorade.
Don't look for this to happen in Franklin, at least not on the artificial surface at the FHS' Pisini Field. The sign posted below reads:

Spruce Pond Creamery - sign question answered
I slipped in a small trivia question to check on the observational skills of the Franklin Matters readers. The answer to the Spruce Pond sign question is shown below and on the original posting earlier this week.

The answer to the question is that the sign is the "old" one and not the one showing today:
This picture was taken on an overcast day in June. The picture above shows the sign in April before Spruce Pond updated it to show that they can now server beer and wine.

Register to vote by October 14th
If you want to vote in the Town Election on November 3rd, you need to register to vote by the close of business next Wednesday, October 14th.
You can go to the Town Clerk's office at the Municipal Building. As you walk in the main entrance, bear to the left. There is a short corridor and at the end of the corridor is the door to the Town Clerk's office.
If you are going to be out of town on November 3rd, you can still vote via absentee ballot. Absentee ballot applications are also available at the Town Clerk's office.
When I called Debbie Pellegri to check on the ballot for the November 3rd election, she said that there had been no changes in the slate of candidates announced previously. All were officially certified. No one had withdrawn their application.
There does remain one open ballot spot for election of a member of the Board of Assessors. If someone would like to run for that spot as a 'write-in' candidate, please contact Debbie Pellegri (508-520-4900) for details on how to conduct that type of campaign. It is important to have the name added by the voters in the same manner. These write-ins will require a manual count and it would be easier if they all were entered the same.
Additional information on voter registration process can be found here

New Cafe Dolce sign

I spent a few minutes Dave Purpura and BJ Carlucci this afternoon at the soon to open Cafe Dolce coffehouse here in downtown Franklin.

Franklin: FHS Bottle & Can Drive 3/21/09
According to this sandwich board sign on the corner of King and Forest Streets, there will be a bottle and can drive at Franklin High School this Saturday the 21st.
Worthy of note, signs like these are not permitted currently nor would they be under the revisions of the sign bylaw underway. There was a presentation at the Downtown Partnership meeting on 3/19/09. There will be additional publi hearings as the revision comes before the Town Council and the Planning Board.
If you are interested in using signs like this or any other signs to help advertise a special event, I recommend you watch carefully to find out when the public hearings will be held. I will post the information to Franklin Matters as I find out.

Sign spinners for Jenny Craig
Have you sign those crazy guys spinning signs at the 140/I495 exits or near the entrance to the Franklin Village Shopping Center?
I caught up with Justin Brown today to find out a little more about them and to record this brief video in case you missed their performance. Saturday is their last day advertising for the Jenny Craig opening at Franklin Village.
Justin was at the entrance and is pictured in the video here. He was joined by Charles "Chaz" Bryant, Ray Rivera, and Michael "Rex" Rexrode.

Really?
I have heard of stone soup but this takes the stone to a new level. Or has McDonald's bailed out Prudential and is now looking to expand their market as "The Rock"?
Note: Actually the sign is needed to tell those coming off I495 to turn on to RT 140 and find McDonald's about a half mile down the road. It is about time the sign came up. There must have been a few motorists complaining about having to travel at least 1.5 miles off the road to get to McDonald's. The distance would feel much longer without some confirmation as to where you really should be going.

Franklin Town Common sign
The Town Common sign that took the Town Council two meetings to decide where to place it, is up and under utilized as of this picture last Saturday.
It is placed along Main St, near the sideway (just to the left in this photo) that leads to the gazebo (just to right rear in this photo). It is away from the other monuments along that side of the street so the intentions of the Council were met in this placement.
The sign will hold the historic walking trail map. The map apprently wasn't not ready at the time the picture was taken.

Town Common sign placement (audio)
From the Town Council meeting on 5/7/08, there was less discussion than the first time this came up (which caused it to go away for rework).
It is a sign touting the historical signifcance of the town to be positioned on the Town Common. It can be moved if necessary.
