Rausch & Roy provide updates to Town Council; Council approves accessory dwelling unit (ADU) bylaw changes (video)

The Town Council met as scheduled on Wednesday, July 19, 2023 for an almost 3 hour session. All nine councilors were present in Chambers for this session.

Approx. 90 minutes of the meeting was in the update from the Franklin legislative delegation: State Senator Becca Rausch and State Representative Jeff Roy. Just before the updates and follow up questions, Senator Rausch provided Kaye Kelly with a certification to recognize her selection as a "Heroine of the Commonwealth" as announced during June.

The Access Dwelling Unit (ADU) zoning bylaw changes were approved unanimously. This is a significant accomplishment for the Town to have approved inclusionary zoning AND the ADU changes. As was mentioned during the discussions, other communities stopped work unable to achieve the compromise necessary to reach an agreement. Franklin was able to compromise to take this significant step forward. As was also mentioned, this may not be all we need but it is a step in the right direction.

Other legislation:
  • Several appointments were approved to board and committees. This complete the bulk of the renewals that occur annually. Aside from the Town Council and School Committee, all the other board and committee, elected or appointed have staggered terms of office to enable some continuity for the work that each group has underway.
  • The new parking regulations were tweaked to modify the overnight parking on Sunday through Thursday and separately on Friday-Saturday. The new kiosks are functional for the additional 70+ parking spots in the former commuter restricted parking at Ferrara's and on Depot St.
  • Authorization of a Intermunicipal agreement with Norfolk County for them to provide weights & measures services to Franklin (and initially 3 other communities) was approved.
  • Authorization for the Town Administrator to complete the paperwork required to complete the conservation restrictions on the two parcels of land that the Town kept when the Brookview condominiums were created along Pond St. The land provides access to the trail network along Mine Brook.
  • Acceptance of donations to Veterans Service and Police department was approved

The sun is most intense at between 10am - 4pm. During this time make sure to wear sunscreen (SPF 15 or higher), cover up, avoid tanning beds, and stay in the shade. Use extra caution near water, snow and sand. These three materials reflect the damaging rays of the sun, which can increase your chance of sunburn.

Sunday's service at FUSF: The Spirituality of the Labyrinth

The description for this coming Sunday's lay-led summer service "The Spirituality of the Labyrinth" at the First Universalist Society of Franklin (FUSF).
Bobbi Gerlits has two spiritual practices that involve the labyrinth – walking the labyrinth herself, and facilitating labyrinth walks for others. She feels most nourished when her life includes opportunities to engage in both spiritual practices. During this service Bobbi will facilitate a walk on her indoor canvas labyrinth. She will invite those present to find their inner stillness and silence and be open to what the labyrinth has to offer.

Making Sense of Climate #28: Catching up on climate news, touting action as antidote to despair (audio)

FM #1022 = This is the Franklin Matters radio show, number 1022 in the series.

This session of the radio show shares my conversation with Ted McIntyre, Franklin resident and climate activist via the Zoom conference bridge Thursday, July 13, 2023.

In this episode we cover multiple topics as we caught up on what has happened since our prior recording. Links to the articles we talk of are located below.

Briefly

  • Climate challenges are here, when will it be recognized that change is required?

  • Solar, agrivoltaics, home wind turbines, nuclear

  • ISO New England & grid intersections

  • Energize Franklin, action is the antidote to despair

This discussion continues our journey understanding the MA roadmap toward net zero and while it helps me “make sense of climate”, we hope it helps with your understanding as well.

If you have climate questions or Franklin specific climate questions, send them in and we’ll try to answer them in a future session.

The conversation runs about 42 minutes. Let’s listen to my conversation with Ted McIntyre as he helps me ‘make sense of climate’

Milford Local Eatery Week Starts Monday, July 24

EATERY WEEK SCHEDULED FOR LAST WEEK OF JULY IN MILFORD, MA

Milford is working up an appetite for its second annual Local Eatery Week scheduled for Monday, July 24, 2023 through Friday, July 30, 2023.  A celebration of local community and cuisine.

"Unlike other "restaurant weeks", ours is open to all businesses that serve edible treats. The only catch is that all eateries must be locally owned and operated.  We want to spotlight those who live in, and give back to, our communities", said Ray Auger, event organizer and President of Local Social Marketing.

During the week-long event participating eateries will be offering special deals to promote their business during a traditionally slow time of the year.  Special offers include half price appetizers, dinners offered at a special price, BOGOs and more. Diners who care to take advantage of the special offers are asked to download the coupons found on the Local Social Facebook page (www.facebook.com/localsocialmetrowest) on their mobile device and show the coupon to the server from your phone to enjoy the savings.

Current participating locations for this year include: Pepperoncini's Pizzeria and Grill, Central Tavern, Prezo Grill and Bar, Legend and The Oasis Patio at the DoubleTree, Red Heat Tavern, PiNZ, Milford Nutrition and Pizza Palace with more to come.

Local Social offers affordable and local social media management and branding for small businesses in the Greater Milford and MetroWest areas. Specializing in developing one on one relationships with small businesses with the intent to build a solid local customer base while staying "top of mind" with current clientele in fun, creative ways with a guerilla marketing approach.

Boston Globe: "Massachusetts is building a green economy, but does it have the workers to do so?"

"It’s going to take 38,100 workers to help Massachusetts transition to a clean energy state.

That’s according to a report published Wednesday by the Massachusetts Clean Energy Center (MassCEC), a quasi-public agency that supports the state’s green energy industry. The paper forecasts thousands of new jobs by 2030 in order to meet the state’s decarbonization goals. And as of now, we’re not ready to fill them.

The report classifies a worker as a “clean energy worker” if they are working in renewable energy, energy efficiency, alternative transportation, or other decarbonization efforts. These jobs include electricians who install electric panels, insulation workers who help maximize the efficiency of heating and cooling systems, or construction workers who help install electric vehicle charging stations.

According to the center’s analysis, Massachusetts needs its clean energy workforce to expand by 37 percent from its current size of 104,000. However, the report also reflects the current challenges of filling those positions today. For example, 88 percent of companies that responded to MassCEC surveys said they have difficulty hiring workers for clean energy jobs."
