Special School Cmte Mtg - Superintendent Deliberation - 04/26/22 (audio)

This session of the radio show shares the Special School Committee - Superintendent Deliberation meeting held Tuesday, April 26, 2022. 


There was only one item on the agenda: Deliberation on the candidate of Superintendent of Schools - Assistant Superintendent Lucas Giguere


  • The Special School Committee meeting held on Tuesday, Apr 26 at 6 PM resulted in a new School Superintendent, current asst Superintendent Lucas Giguere was approved b y a 7-0 roll call vote 

  • Chair Denise Spencer opened the meeting with a review of the process to date. Each member of the committee commented on the development of their decision before the vote to approve. After a brief 5 minute recess during which Chair Spencer confirmed the offer and acceptance by L Giguere, she asked for volunteers for the contract negotiation subcommittee to be formed and begin work immediately

  • Meeting adjourned with a 7-0 roll call vote. Two members were remote for this and the regular meeting hence the roll call voting for all decisions (Stokes, Whitmore)

FM #546 = This is the Franklin Matters radio show, number 546 in the series. 


This session shares the special Franklin, MA Town Council meeting held on Wednesday, May 19, 2021. 


The meeting was conducted in a hybrid format: members of the Town Council and Town Administration personnel were in the Council Chambers, Attorney Cerel was remote along with the public via the Zoom conference bridge, all to adhere to the ‘social distancing’ requirements of this pandemic period.


The special meeting was called to conduct an executive session for the Town Council and after the session to announce the plan of public meetings to discuss the right of first refusal for the Maple Hill property. The recording is less than 12 minutes total. [About five minutes at the opening of the meeting and then the rest when they reentered the public meeting. The 60 odd minutes of executive session silence you can provide on your own time (if you choose).]

MA State News: wind energy and commission report on special taxes

Mariano pledges to turn South Coast into ‘hub of wind energy’ 

"MASSACHUSETTS HOUSE SPEAKER Ron Mariano on Thursday pledged to make major investments to turn the South Coast into “a hub of wind energy for the region.” 

Mariano, in a virtual speech to the Greater Boston Chamber of Commerce, envisioned using the nascent offshore wind energy industry as a way to create jobs in Massachusetts while positioning the state to be a leader in a growing field."

Commission raises flags on film, alcohol, Fidelity tax breaks
"A COMMISSION ESTABLISHED to review the effectiveness of special tax breaks issued by the state of Massachusetts raised serious concerns in its initial report about measures benefitting the film, alcohol, and mutual fund industries.

The Tax Expenditure Review Commission, in a first-of-its-kind report, tried to rate the effectiveness of 26 of the more than 200 tax breaks that in some cases have been on the state’s books for decades and never been subjected to any scrutiny even though they represent billions of dollars in foregone revenue."

In the News: Town Council candidate statements

From the Milford Daily News, articles of interest for Franklin: 

"Election season is not yet quite over for Franklin, which is holding a special town election next week — unusually on a Saturday — to fill a vacancy on the Town Council.

Franklin's special town election will fill a seat on the Town Council.

There are four candidates seeking the post left behind this fall by nearly three-year member Eamon McCarthy Earls, who exited the top governing board to pursue law studies. Candidates include Greg Chiklis, Alan Earls, Cobi Frongillo and KP Sompally.

The special election is set to take place from 7 a.m. to 8 p.m. next Saturday. Polls will be open at Franklin High School, 218 Oak St.

Candidates all provided statements, which appear here in the order candidates will be listed on the ballot."

FM #393 = This is the Franklin Matters radio show, number 393 in the series.
 
This shares my interview and discussion with Town Council candidate Greg Chiklis. Our discussion was conducted via conference bridge to adhere to the ‘social distancing’ requirements of this pandemic period.

Franklin, MA voters should be aware that there will be a special election (per Town Charter) to fill the seat recently vacated by Eamon McCarthy Earls. He left at the beginning of Sept to enter law school in Virginia. The special election is scheduled for Saturday, December 5, 2020 to meet the 90 day requirement of the Charter. 

Greg chose to tell his story in his way and along the course of the discussion we did touch on all the questions to provide a fair set of information for the Franklin voters.
  • By way of introducing yourself to the Franklin voters, what is your Franklin story?
  • The Community Preservation Act is on the November ballot, what do you think of it?
  • What degree of development do you feel is appropriate for Franklin and how would you balance the need for affordable housing with the need to avoid congestion, some of which we already have?
  • The Town Administrator suggested in 2019 that Franklin needed to consider an override measure.  The pandemic hit, that didn’t happen. The water rate and trash/recycling rate increased. Stormwater utility fee is up for consideration for implementation on/about July 2021. And yet, the operational budget both school and town side of the budget is challenged. How do you approach this financial situation?
  • What do you say to the voter who asks: Why should I vote for you?
  • Anything else to add that we did not cover?

In the News: "Franklin’s Cobi Frongillo makes bid for Town Council"

"Growing up in Franklin, Cobi Frongillo was surrounded by role models who taught him the value of service, and he has followed in their footsteps in many ways.

Now the 23-year-old is looking toward the Town Council as an opportunity to expand his service to the community.

Frongillo is hoping to fill a seat on the town’s top governing board that was recently vacated by Eamon McCarthy Earls, 26, who stepped down to pursue a law degree in Virginia.

A special town election is scheduled for Dec. 5."
