Economic Development Committee reviews and approves revisions to branding proposal (audio)

FM #1336 = This is the Franklin Matters radio show, number 1336 in the series. 


This session of the radio show shares the audio recording of the Economic Development Subcommittee (EDC) held on Wednesday, December 11, 2024 in the Council Chambers. 


All 4 members of the subcommittee participated in Chambers (Hamblen, Sheridan, Frongillo & Chandler).


Quick recap:

  • After last session, follow up discussion on the branding with one member along with a check on how much of the seal can be “changed”  within the cleanup currently authorized

  • Memo outlines the walk through of how we got here

  • Visual presentation of the logo/brand with clarification on terms to be used, discussion on revision; rescission of prior recommendation and vote to accept the revision by 4-0

  • Visual presentation on the seal and proposed changes, addition of the glasses likely too much of a change, rescission of prior recommendation and vote to accept the revision by 4-0

  • Both updates scheduled for Town Council agenda Dec 18

Economic Development Committee reviews and approves revisions to branding proposal (video)

The Economic Development subcommittee met as scheduled on Wednesday, Dec 11. All 4 members were present in Chambers for this session.




Quick recap:
There were 2 votes each to rescind their prior approval of the (1) brand proposal and (2) seal proposal and recommend the revisions as presented during the session. Both votes were 4-0 by the subcommittee. The proposals are now targeted for the Town Council agenda for Dec 18 meeting.

The memo recap of the work leading to the revisions to be presented during the session:
"As you may recall, at the last EDC meeting on November 20, 2024, the Committee voted 3-1 to recommend the logo from the second round of revisions, by designer and Franklin resident, AJ Rebecchi, to the Town Council at their December 18, 2024 meeting. The EDC also voted unanimously to use the lowercase “f” (entitled Responsiveness Option B in the presentation) and Option C-2 of a revised Town Seal.

At the meeting one member raised questions and expressed confusion concerning the revised logo and later spoke with the Administration to clarify their questions and concerns. In an effort to ensure the Committee feels heard, the Administration worked with the designer on an additional round of designs to address the concerns raised and bring forth design changes accommodating these concerns.

At the next meeting we will have the designer provide an updated design and ask the Committee to consider new updates to the design for recommendation to the Town Council. We would also like to revisit the Town Seal discussion, as we have concerns with making significant changes to the seal, as such changes will trigger a lengthy process evolving the state to change the official town seal. With that, we recommend the Committee consider just digitally cleaning up the seal, as the project originally proposed, but keeping the historic seal of record.

As a reminder, this project was part of the Town Council goals and was started several years ago and picked back up last spring. Over the last four months we have had several rounds of meetings with the designer and opportunities for public comment and feedback, including a townwide survey. Once the logo is finalized, the designer can work with the Administration on the various departmental lockups, brand guidelines, templates and training. Our hope is to incorporate this new logo into our website redesign to be launched on January 7, 2025. 
The Town Branding Project is being funded through a state economic development earmark enacted by Governor Baker in November of 2022 and cannot be used for other municipal purposes."

Economic Development Subcmte views branding refinements and makes recommendation to Council (audio)

  • The subcommittee reviewed the tweaks to the work in progress for the new branding logo, seal, etc. Designer, Franklin resident AJ Ribecci walked through the modifications based upon prior feedback 

  • Ultimately the vote to recommend to the Council was for Option B on the logo and C2 for the seal refinements

Economic Development Subcmte reviews multiple bylaw adjustments & recommend referral to Town Council (audio)

FM #1316 = This is the Franklin Matters radio show, number 1316 in the series. 


This session of the radio show shares the audio recording of the Economic Development Subcommittee (EDC) held on Wednesday, November 13, 2024 in the Council Chambers. 


Three members of the subcommittee participated; 2 in Chambers (Hamblen, Sheridan), 1 remote (Frongillo). Chandler was absent.


Quick recap:

  • Starting late awaiting quorum. Chandler absent, Frongillo participating remotely hence roll call for any votes at this session 

  • Town administrator Jamie Hellen provides updates on affordable housing legislation becoming effective this year (recently passed) Retrofit of offline units most immediate turn for housing increase ...  Bond bill authorization money not available for awhile.

  • Next agenda item, definition of accessory dwelling units. Amy Love and Gus Brown sit at the table to provide updates. 

    • Currently we have by special permit, new state regulations call for 'by right' for residential zones First unit by right, second unit on same parcel would be by special permit (via ZBA for us) State will go through their regulation process to determine the final regs ... Likely next year, 

    • We can at least move these changes through our process to go through Planning Board and Town Council possibly by Feb 2025. 

    • Motion to move this set of recommendations to the Town Council, second, passes 3-0 via roll call. 

    • Separately voted on definition and use table 

  • On to sign, small change in commercial effectively along 140 where there is limited residential. 

    • Looking for digital and electronic boards to be allowed (not currently) GlenPharmer for, but not present tonight. Would go to Council, then Planning Board & back to Council 

    • Per Gus, these are not inexpensive so not going to get a rush on these. 2 amendments, one an exclusion that refers back to the full wording of the original. Off premise signs are not allowed anywhere in Franklin. 

    • Will loop in the Design Review for their input on this. 

    • Motion to move the zoning bylaws amendment sign changes to recommend to the Town Council, second, passes 3-0 via roll call 

    • Second motion on changes also to refer to Council, passes 3-0 via roll call 

  • Marketing & branding project with AJ Updates since last time

    • Colors were chosen to enable a safe standard replication across screen, digital and print
