Halloween decoration winners announced
"Thank you to everyone who entered the 5th Annual Halloween House Decorating Contest! All of the displays were amazing and such a joy to observe.
Thank you to all of our judges as this was not an easy task! Score sheets are in, calculated, and we have the winners!
I will announce the top 10 displays here. First, second, and third place winners will receive an email outlining the award presentation.

FM #346 Stormwater Ad hoc SubComm Mtg - 9/09/20 (Audio)
FM #346 = This is the Franklin Matters radio show, number 346 in the series.
This session shares the Stormwater Ad-hoc Subcommittee meeting held on Wednesday, Sep 9, 2020. The meeting was conducted via conference bridge to adhere to the ‘social distancing’ requirements of this pandemic period.
Chair Melanie Hamblen officially opened the meeting.
- One of the key questions for the proposed stormwater utility fee is “What is impervious area? “ The DPW has updated one of the GIS Franklin maps with the calculation per property.
- The new web page highlighted during this meeting is a great start. How to calculate the fee based upon your impervious area needs to be added. What credits are available also need to be added.
- The utility fee proposal now moves to the Town Council for further discussion. There will be more info coming on this as it continues to develop for an implementation in July 2021.

This session shares a key segment of the Franklin, MA Town Council meeting held on Wednesday, July 29, 2020. The meeting was conducted via conference bridge to adhere to the ‘social distancing’ requirements of this pandemic period.
Chair Tom Mercer opened the meeting on schedule at 7:00 PM. After running through several appointments, the agenda gets to the item for the presentation and discussion on the Market Study prepared by the Metropolitan Area Planning Council (MAPC). Raul Gonzalez, Senior Planner leads the presentation after an introduction by Bryan Taberner, Director of Planning and Community Development.
