Joint Budget gets updates, sets "listening sessions" schedule, hears from Town Dept Heads (audio)

FM #1340 = This is the Franklin Matters radio show, number 1340 in the series. 


This session shares the Franklin (MA) Joint Budget Subcmte meeting held on Tuesday, Dec 17, 2024. 10 members participated, all in Council Chambers, 1 absent (Corbisiero)

  • All minutes were moved separately for a vote, all votes unanimously approved. 10 members participating in Chambers

  • Town Administrator Jamie Hellen provides an update on minimal changes to the developing FY 2026 budget; Norfolk County pension #s now firm  

  • Health care costs are increasing approx. 18%, company is losing money on Franklin our claims are exceeding what we pay in premium $s, by about 12 cents more than we pay Insurance Advisory Cmte (IAC) has been working well, less competition available in the market

  • $4.5M is a large number, we are still far away from the final numbers, dept budget are due soon, collective bargaining underway, Gov budget coming out in Jan 2025; local receipts likely will get bumped up with the 2nd Quarter results, as well as the 3rd Q results for Input to the FY 2026 budget

  • Employees participate in health care costs with a 68-32 split (town pays 68, employee 32). Only 64% of the employees have coverage.

  • So what had been a $3.7M deficit is now a $4.5M deficit with those 2 factors; Norfolk County pension cost and health care costs adding to increase the deficit. Jamie holds that it will come down slightly as the rest of the numbers get firmed up but will likely still be in the 3-4M range.

  • Schedule of "listening sessions" released, to be adjusted slightly adding (or moving) one session to a Saturday. All have commitments to make this series of sessions work. Other coffees can be scheduled with some members participating

  • Letter from the Town Department Head's was handed to committee members and read jointly by Chief Lynch, Chief McLaughlin and Library Director Oti.

Dean College Children's Center Now Enrolling for 2025-26

Prospective Families May Schedule an Informational Tour

WHO: The Dean College Children's Center is a fully accredited, on-campus early childhood program for area preschoolers, ages 2 years, 9 months through 6 years old. The innovative and progressive program is designed to encourage the development of a child's social, emotional, physical, and cognitive growth. Teachers have at least a bachelor's degree in early childhood education or a related field, are credentialed, and have extensive experience teaching young children. The Children's Center is also a lab school for Early Childhood Education majors at Dean College, with teachers-in-training learning from the credentialed staff.

WHAT: The Dean College Children's Center is now offering informative tours for families who are seeking enrollment for the 2025-2026 school year.

WHEN: Applications are now being accepted for 5-day morning, 2-day morning, and 3-day morning preschool programs. There is also a 5-day afternoon transitional kindergarten program or a full-day option (8:30 a.m. – 3:15 p.m.) for 4 to 6-year-olds who will be moving into a kindergarten program the following year. Enrollment is ongoing; there is no deadline to enroll your child in our program.

WHERE: The Dean College Children's Center is located at 144 School Street in Franklin, MA, on the Dean College campus.

Season's Greetings from Beacon Hill! Frog Pond is full of skaters, the State House halls are festively decorated, and school groups of holiday singers have brought seasonal cheer all month long. We're fortunate to have similar sentiments at community events throughout our district. I hope you and your family are having a warm and bright December. Whether you celebrate Christmas, Hanukkah, Kwanzaa, all, or none of them, may this holiday season and the new year bring you rest, comfort, peace, and joy.  

Something you might not expect about the end of the legislative session is that it's very busy! In addition to holiday happenings and farewell speeches from outgoing lawmakers, we're also preparing for the imminent start of a new term. I've been meeting with fellow legislators, local government partners, constituents, advocates, and policy experts to inform the legislation I will file in January. Stay tuned to my social media and newsletter for a winter avalanche of legislative news next month!

SIGNED INTO LAW

Early in December, Governor Healey signed into law the final budget to close the books on Fiscal Year 2024, including an allocation of $565 million in federal dollars to MassHealth, supplemental reconciliation funding for universal school meals program, and $162 million for the Student Opportunity Act reserve fund to support increases in aid for K-12 schools. 

ENACTED BY THE LEGISLATURE

Today, both chambers voted to approve a major bill to tackle substance use disorder and help address the opioid crisis. The bill will expand access to lifesaving opioid reversal drugs such as Narcan and mandate that insurance providers cover them. It establishes liability protections for public health and harm reduction organizations and expands prescriber training and insurance coverage for non-opioid pain treatment. 

The bill also requires the Department of Public Health to study alcohol- and drug-free housing, including the safety and recovery of sober home residents in the Commonwealth. I'm proud to have supported recovery housing in this year's budget, securing $50,000 to provide training on opioid antagonists and overdose responses for public higher education institutions with substance abuse recovery student housing. The bill now goes to the Governor's desk for her signature.

Economic Development Subcmte gets updates on MBTA Community status and Nu-Style brownfield (video)

The Economic Development Subcommittee got updates on 2 continuing items; the MBTA Community status and the Nu-Style brownfield site on Grove St. All four members of the committee were present in Chambers.

Bryan Taberner, Director of Community Planning along with Town Planner Amy Love provided the historical update on both items starting with Nu-Style.

Quick recap
  • The Nu-Style project history is laid out in the presentation doc, progress is being made but complicated by the split of ownership of the properties involved. Especially as the building on the Town property that needs to come down is adjoining to the neighboring property building which has structural issues. Grant money is primarily being used for remediation work, additional grants are being sought to complete the work required.
  • After all the zoning bylaw changes made for the Franklin For All project and specifically to meet the MBTA Community requirements,  we may finally be there. The last paperwork was submitted to the State and an answer is expected hopefully to confirm we do meet (actually exceed) the requirements. The timeline on the changes including the critical zoning changes is included in the presentation doc (shared below)
