In the News: small engine fire burns Franklin man

A man was transported to the Milford Regional Medical Center Tuesday afternoon after reportedly suffering severe burns in an incident on Pond Street. 
Franklin Fire Lt. Thomas Konieczny said the man, who was not identified, had been doing landscaping work around 38 Pond St. at the time of the incident. 
"He was refueling a small engine, that was apparently already hot," he said. "The fuel spilled on the engine, which flashed, causing a fire."

"Beach Field has not been a happy place for Hockomock baseball teams this spring and that continued on Monday afternoon, as Franklin became the third team to be beaten by Bishop Feehan this spring. 
The Panthers came closer than the previous two (North Attleboro and Attleboro), as they held a two-run lead into the bottom of the sixth and regained the lead in the top of the eighth. But, the Shamrocks countered with a pair of runs in the bottom of the inning, including the game-winner on a bases loaded walk by Brodie Carey, to pull out a 6-5 victory. 
“I was talking to the guys and told them if they think the game was won or lost in the last inning then they weren’t watching the game,” said Franklin coach Zach Brown. “We did some things that were a little uncharacteristic of us today, especially on the base paths and it came back to hurt us.”

"Dean College will host a 5K race this weekend, an event organizers say is growing each year. 
Race organizers are hoping this year's Dean Dash - the third annual such event - will draw more than 200 participants. The race is scheduled to start at noon on Saturday, April 23 at Dean Hall. 
Carlos Aguilera, college recreation coordinator, said the concept came out of a group discussion of campus traditions. 
"We were talking about traditions and what could get the students interested," he said. "The idea of a race came up, and 5Ks are very popular these days."

"The St. Vincent DePaul Society of St. Mary’s Parish, 1 Church Square, will hold its monthly collection May 7-8. 
Items may be left in the boxes at the doors of the church at any time. The SVDP food pantry is able to pack four to five bags of food and offer them to senior citizens, the unemployed, low-income families, people who are unable to work, families with three generations living in the home, single mothers who are working two jobs and families with many children."

"The Franklin Art Association will hold an opening reception and awards ceremony on April 30 at the Black Box, 15 W. Central St., Franklin. 
The show will feature an exhibit and sale of works of art by member artists, a “clothesline cash and carry” art sale, small works table and bin sales of original work and prints. Live music will be provided by the Franklin High School Jazz Band. Refreshments will be served. 
The show will be open from noon to 8 p.m. April 30 and from noon to 3 p.m. May 1. A reception will take place at 7 p.m. April 30."

MassBudget: What's in the House Ways and Means budget?

Analyzing the House Ways and Means Budget Proposal

Last week the House Ways and Means Committee proposed a budget for the next fiscal year. This budget proposal, examined in our new Budget Monitor, is similar overall to the Governor's proposal and the pattern of recent years. It is largely an austerity budget that reduces spending in some accounts, keeps most essentially at current levels, and contains only very modest new initiatives.

Among the major ways this proposal differs from the Governor's is that it recommends more funding for local public schools. It both directly increases Chapter 70 funding (state aid to local school districts) by more than the Governor proposed and funds a reserve to provide additional funding for districts on the short end of changes in the way the state counts low-income students (explained briefly in the Budget Monitor and in more detail here and here).

Like the Governor's budget, this proposal relies on temporary revenues to pay for ongoing costs, though less than in recent years. Both proposals fail to deposit into the rainy day fund the full amount of capital gains tax revenue called for by existing law. This far into an economic recovery the state should not need to rely on temporary solutions to balance the budget and should be fully implementing policies to be prepared for the next downturn.

This Budget Monitor provides highlights of the House Ways and Means recommendations in specific areas across the budget. It also offers comparisons to the Governor's proposals and to historic spending levels.
