Joint Statement on Conference Report Filing

Statement from Senate President Karen E. Spilka, House Speaker Ronald Mariano,  Senate Ways and Means Chairman Michael Rodrigues and House Ways and Means Chairman Aaron Michlewitz

"Today (6/15/21), the House and Senate agreed to report out a conference committee bill, in-part, that temporarily extends and reinstates a slate of measures instituted in Massachusetts during the COVID-19 State of Emergency.

This partial report addresses issues common to both the Senate and House bills and is necessary to ensure that critical policies - including those relating to municipalities' meetings, restaurants, tenants facing eviction, health care and child care - are available as expeditiously as possible.

These temporary provisions have been helpful to businesses, municipalities, health care providers, residents and communities during this extraordinary time. We will continue working together to resolve items in the near-term that were not included in today's Conference report, which deserve further consideration.

We look forward to the Governor's prompt review of this report."

From the Boston Globe:

State lawmakers on Tuesday night struck a deal and shipped Governor Charlie Baker legislation to restore the lapsed authorization for remote public meetings, to-go cocktail sales, and town meeting flexibilities, while leaving the future of other pandemic-era policy adaptations for later negotiations.

Baker’s COVID-19 state of emergency ended at 12:01 a.m., Tuesday, without a law passed to prevent the expiration of certain orders and legislation linked to the declaration.

After the Senate passed a post-emergency bill last week, the House approved an amended version on a 146-14 vote Tuesday afternoon, and both branches held their sessions open for the rest of the day to work out a deal.

So the COVID-19 emergency order expired, what do we do for public meetings in the interim?

"The State of Emergency has ended, and the March 12, 2020, Executive Order Suspending Certain Provisions of the Open Meeting Law, which has allowed public bodies to meet remotely and to provide the public with “adequate alternative access” to meetings, terminated at 12:01 this morning.
The Legislature is actively considering bills that would extend most or all of the provisions from the Executive Order regarding remote meetings. Unless and until such legislation is enacted, public bodies must hold meetings with at least a quorum of the public body members physically present at a meeting location which is open and accessible to the public.
The Attorney General encourages public bodies to also provide the public with an option to view meetings remotely. Public bodies are reminded that notice of all meetings must be posted at least 48 hours in advance, not including weekends and holidays, and the meeting notice must clearly specify the location where the public may access the meeting."

FM #565 = This is the Franklin Matters radio show, number 565 in the series.

This shares my conversation with Town Council Chair Tom Mercer. This is one of a series of conversations meant to provide a recap of the prior Council meeting. Akin to one of the many sports post-game analysis broadcasts we are familiar with in New England,  this would be a discussion focused on the Franklin Town Council meeting:

  • ok, what just happened?

  • What does it mean for Franklin residents and taxpayers?

We cover the following key topics

PROCLAMATIONS/RECOGNITIONS

a. Proclamation: Franklin High School BALTS – four students' initials make the acronym.

b. Proclamation: M Wright, retired firefighter living at Franklin Crossing.

LICENSE TRANSACTIONS

•    La Cantina Winery, New Section 19C Farmer Brewery License & License Modification to Combine existing 19B and New 19C license to create a 19H Farmer Winery/Brewery License, 355 & 357 Union Street, Franklin, MA 02038

•    Table and Vine, License Modification - Change of Manager and Stock Transfer, 348 East Central Street

Public Hearing

$4.6 purchase price for Maple Hill; proposal to use $1.6M from Pond St, finance the $3M balance via CPA funds; 2 more public hearings (at least) FinCom (6/16 – 6 PM) and Community Preservation Committee (6/17 – 5 PM)

The show notes include links to the meeting agenda and associated documents.

Our conversation runs about 25 minutes, so let’s listen in to my quarterbacking session with Tom Mercer.

HockomockSports.com: Player of the Week -> Katelynn Taylor, FHS Track

The Player of the Week, presented by Morse Insurance, is selected by the HockomockSports.com staff

"Franklin senior Katelynn Taylor has been selected as the HockomockSports.com Player of the Week, presented by Morse Insurance, for June 6 through June 12. Taylor is the 26th player chosen as Player of the Week for the 2020-21 school year and sixth in the spring season.
Taylor continued her impressive senior season with a record-breaking week. She set new school records in the shot put (twice) and the discuss, closed out the dual meet season with first place finishes in both events, and then won both at this weekend’s Hockomock Championships at Foxboro High, which helped Franklin take the team title.
“Katelynn entered this season determined to win the Hockomock Championship and break the Franklin school records in both the shot put and discus and she accomplished it all,” said Franklin coach Mark Rudolph. “What’s best is that she is a competitor and throws best in the biggest, most competitive meets. Katelynn still has so much potential and she is just scratching the surface of what she can accomplish. I’m so thrilled that Katelynn is going to continue her throwing career at Springfield College”

Climate action in Franklin, this Saturday, June 19

Climate action in Franklin, this Saturday, June 19, 10:00-11:00 AM.

Members of our Node and other local residents will conduct informational picketing in front of the Bank of America in Franklin at 43 Main Street. Bank of America is one of several financial institutions that continue to fund, insure, and invest in fossil fuel, oil and gas projects that destroy our climate and environment.

The current fight concerns the dangerous Enbridge Line 3 oil sands pipeline now being constructed through the state of Minnesota. Line 3 would accelerate the climate crisis, threaten water supply and natural resources, and violate the rights of tribal nations and Indigenous people in the path of the project.

Our action is one of many similar events taking place in an ongoing national campaign directed at JPMorgan Chase and other banks. If you have an hour on Saturday morning, please join in.

Reply to volunteer, to ralph.halpern@comcast.net and carolyncbarthel@gmail.com   We will send further information during the week.
