School Committee votes to accept new 3 year teacher contract

The School Committee met mostly in Executive Session, and in the brief public session voted to accept the negotiated teacher contract terms with the Franklin Education Association (FEA) for the period September 1, 2022 to August 31, 2025.

The meeting portion of this recording should start at about 2:00 minutes with the announcement of "recording in progress". After they enter executive session via roll call, the recording stops and the wfpr.fm broadcast resumes.

You can listen to the broadcast, or skip ahead to 37:42 when they return from open session. Current Asst Superintendent Lucas Giguere provides some updates on key speaking points:
  • interest based bargaining to reach 3 year agreement
  • 4 percent increases to the salary grid for years 1, 2 and 3 
  • elementary teachers got an increase from 30 to 40 consecutive minutes for prep time
  • middle and high school teachers got a daily advisory period for purposes of consistent application of social and emotional curriculum
  • department heads and directors will formally participate in the teacher evaluation process
  • language around course approval and limitations to that
  • also bereavement language around coverage for family members that may not be art of a traditional family such as step parents or partners
In the roll call vote Dave Callahan abstained, all other committee members voted for and when asked by the Chair, Town Administrator Jamie Hellen voted no. So this is new, I have not heard of our Town Administrator participating with the vote of the school committee. 

I'll record it as 6-0-1 (7 members, 6 for, 1 abstain) all via roll call.

Celebrate with Pride - 2022 (photo essay)

Hundreds of folks strolled through the Town Common Sunday afternoon, checking out the vendor tents, organizational information available, lingering for the varied open mic, and musical entertainment.

The first Pride day was successful. The next one is already being planned for. Hold the date for June 25, 2023.

Register O'Donnell Announces the Processing of 1,500,000 Land Court Documents

Observing a significant milestone at the Norfolk County Registry of Deeds, Register William P. O’Donnell today announced the Registry recently processed its 1,500,000th registered land document. Register O’Donnell noted, “The processing of the 1,500,00th land registration document is a significant event in the life of the Registry and a testament to the volume of work completed each and every business day here at the Registry of Deeds.”

The Register explained that Massachusetts has two designations for recording property: recorded land and registered land/Land Court. “The majority of land is designated recorded land while a small percentage, approximately 20% here in Norfolk County, is defined as registered land. Land is considered registered land once a petition has been reviewed and adjudicated by the Massachusetts Land Court Department in Boston,” noted O’Donnell.

Registered land is also referred to as “Torrens” land. Purchasers of registered land have certain protections with respect to title issues and claims of adverse possession. Under this category, the Massachusetts Land Court issues a decree upon the submission of a petition and plan of land, and all subsequent owners of the land are issued numbered certificates of title describing the property and listing all encumbrances and rights affecting the property. Documents filed in the registered land section are carefully reviewed by a specially trained registry staff and if accepted are then assigned a document number and noted on the owner’s certificate of title.

“The Norfolk Land Court District is the second busiest in Massachusetts and our use of technology when it comes to improving the recording experience for our institutional users relative to electronic recording of Land Court documents is second to none”, noted O’Donnell. “We were the first Registry in Massachusetts to electronically record a registered land document on April 12, 2017”.


The electronic recording of recorded land documents has been in place since 2010 at the Norfolk County Registry of Deeds. However, due to the more stringent requirements associated with recording registered land documents, electronic recording of these particular documents could only take place with the passage of Chapter 404 of the Acts of 2016, an Act to Modernize Registries of Deeds, which eliminated the need to retain original registered land documents.


 “The Registry continues to embrace and utilize cutting edge technologies allowing us to record land documents instantaneously. Documents are scanned and available for viewing within 24 business hours of recording at www.norfolkdeeds.org. Our computer systems are backed up on a nightly and weekly basis. This redundancy allows the Registry to maintain a permanent record of all land document recordings in the event of a disaster affecting our building at 649 High Street, Dedham. Additionally, the Registry also microfilms all recorded land documents and ships the microfilm off-site to a secure location where it can be retrieved in the event of a catastrophe,” stated the Register.


 Residents and those with an interest in Norfolk County property are encouraged to visit the Registry of Deeds. Users of the Registry have options to view land documents by whichever means they are comfortable. Either hard copy via books or on-line by one of our many computer workstations available to the public or from the convenience of their home or work computer.


In conclusion, Register O’Donnell stated, “The Norfolk County Registry of Deeds is first and foremost an organization that is focused on customer service. Electronically recording Land Court documents saves our customers considerable time and expense, along with allowing Registry staff to be utilized in a more efficient manner. It’s a win-win situation for us all.”

Roe v. Wade Overturned: I am outraged. For the first time in my life, the Supreme Court has rolled back a fundamental individual right. While abortion will remain safe and legal in Massachusetts, this ruling will have major consequences for women across the country, and Americans are angry. We are angry because we know that women should control decisions about their own bodies and their own lives. We are angry because we know the disparate impact this will have on women of color and women with low incomes. And we are angry because we know that this conservative supermajority on the Supreme Court is out of step with public opinion, insisting on government interference in the most personal of decisions. In Congress, I will work tirelessly to support and expand reproductive health care, but what we really need is for the Senate to step up and follow the House's lead. Roe must be made the law of the land.

Enacting Meaningful Gun Safety Legislation: To begin addressing the scourge of gun violence across our country, I voted in favor of the Bipartisan Safer Communities Act. This bill, President Biden's desk signed into law today, will save lives. It will help keep guns out of the wrong hands and provide support to states and cities enacting violence-prevention measures. However, I am frustrated that this legislation also buttresses the GOP's counterproductive efforts to turn our schools into fortresses. We have much work left to do, and in particular, I will not stop working until we re-enact the federal assault weapons ban.

Pride: I spoke on the House Floor to celebrate Pride Month and recognize an LGBTQ-owned local business, the Good Hound. This business offers off-leash hikes; pet sitting; training; and socialization in my hometown, Newton. I first met owner Shannon Wood when my dog Donut joined the group of dogs he helps take care of everyday. Every June we look forward to seeing Donut and all of her friends sport pride bandanas as they join Shannon for jaunts around our neighborhood.

Pride month is a time to celebrate the LGBTQ individuals we all know and love who are crucial parts of our communities, economy, and families. Congress must stand up and support small, LGBTQ-owned businesses across the country who serve our constituents every day. My family - and Newton as a whole - is better for the dedication, cheer, and openness Shannon brings to The Good Hound.

Expanding Access to Affordable Banking: This week, the House passed the Racial Equity, Inclusion, and Economic Justice Act, which included a bill I introduced. My bill, the Promoting New and Diverse Depository Institutions Act, directs banking regulators to work together to address the challenges that new banks face when applying for a bank charter.

I believe that all consumers should have access to affordable banking services. Over the last several decades, there has been consolidation among banks and credit unions, which has artificially driven up costs for consumers. It also led to the closing of banking branches for people who already did not have many choices. My bipartisan bill will help new banks, and in doing so, it will expand access to affordable services for underbanked communities.

Make your voice heard → For decades, big banks have increasingly dominated the banking sector, resulting in fewer choices and less competition. Let me know below if you have faced similar issues.

Juneteenth: I celebrated Juneteenth at the Third Annual Juneteenth festival in Attleboro, organized by the Attleboro Juneteenth Committee and the National Black Doll Museum. We celebrated Juneteenth to commemorate the end of slavery and what it means for us as a country and for Black Americans. It is critical that we also dedicate ourselves to the tremendous work that we have ahead of us. In Congress, I am working to support Black Americans by supporting legislation that reduces economic inequality across generations, increases access to housing, reforms criminal justice, and protects the civil rights of protestors.

Governor Baker Signs Executive Order to Protect Access to Reproductive Health Care Services

"GOV. CHARLIE BAKER on Friday signed an executive order protecting Massachusetts abortion providers from prosecution by other states that have made providing an abortion a criminal act.

The order prohibits executive agencies from assisting another state’s investigation into anyone receiving or providing an abortion. It also bars abortion providers from losing their license or being disciplined based on an out-of-state charge. And it bars the state from cooperating with extradition requests from states pursuing criminal charges against people involved with providing reproductive health services that are legal in Massachusetts."
