Economic Development Subcmte shovels the snow bylaw forward for Council discussion (audio)

FM #1059 = This is the Franklin Matters radio show, number 1059 in the series. 


This session of the radio show shares the audio recording of the Economic Development Subcommittee (EDC) held on Wednesday, September 6, 2023 in the Council Chambers. 


The EDC talked about snow removal on a hot Wednesday in the Franklin Council Chambers for their regularly scheduled meeting.


The proposed reintroduction of the sidewalk snow removal bylaw which was rescinded in 2017 was initially discussed at the August EDC meeting at which one member was absent. All four participated this time, 3 present in Chambers, one via remote connection.


That the bylaw hadn't been present for 6 years apparently had wrought enough interest to make it to the Council's objectives, hence this discussion.


The committee could have decided to do more research before forwarding to the Council, or done nothing (effectively continuing the status quo of the past 6 years). They did end up moving it forward without recommendation for a full Council discussion. Some additional research will be done by Town staff in prep for a future Council meeting.


Quick recap:

  • What some folks would want is for the Town to clear the sidewalks, however the DPW is not staffed to do this and their other priorities. The community (commercial, retail and residents) should be able to help which is what the proposal lays out. It will create some inequity and hardship particularly among some of the elderly and disabled residents. 

  • What kind of community and area do we want to live in is the real question?

  • There are pros and cons, and no easy answer. Where is Solomon when we need him?

Franklin TV: collaborating with Dean College TV

Virtual Sets for their Studio

Exactly 8 years ago we installed 5 large digital TV screens in our small studio. This was our early foray into virtual sets – artful backgrounds created in Photoshop. For us, it was a game-changer. Later, we installed even larger displays in our larger studio. Now we are extending virtual sets to Dean College’s TV studio. Dean’s Peter Leger and Gregg Seibert moved a pair of large 75” DTV screens from our place to theirs.

Recently, we’ve enjoyed having Dean’s President Ken Elmore at our studio to record his insightful interview TV series, ‘Riffin’ on Main St.’. It made sense to extend our studio capabilities so we could include Dean students more readily in producing and recording President Elmore’s programs. No doubt, more opportunities for program collaboration with Dean and its TV curriculum will evolve as well.

FHS girls soccer top Oliver Ames 3-0 on Saturday

Via subscription to HockomockSports.com, we share the results of the fall sports competition for Franklin High School on Saturday, Sep 9, 2023. 

Girls Soccer = Franklin, 3 @ Oliver Ames, 0 – Final 

Josh Perry, Managing Editor of HockomockSports.com, provides the game recap:
Franklin comes into the season with high expectations. A deep squad coming off three straight league titles, including two seasons again under then interim head coach Jodi Klein, the Panthers were put to the test right away with Saturday morning’s trip to Muscato Satdium and a matchup with defending Davenport champs Oliver Ames.

It was a test that the experienced Panthers passed with flying colors.

Scoring two goals in two minutes midway through the first half, absorbing OA’s pressure coming out of halftime, and then tacking on a third goal midway through the second, Franklin showed the value of experience in a comfortable 3-0 win.

“We’ve been working very, very hard on keeping possession of the ball,” Klein explained. “We have a lot of returning talent, we also have a lot of talented sophomores who played JV for me last year. We have a lot of talent off the bench. If someone gets tired, we can bring someone in and they’re playing at almost the same level. It’s a very good problem to have.”

April Rock and I talk about local business and her lessons to share from Escape Into Fiction (audio)

We met in person at Escape on Tuesday, February 14, 2023.  (Yes, this may seem to have gotten ‘aged’ in the archives. However, the discussion was relatively green so it did age well. Fortunately, April is healthy now and approved of sharing this.)


April shares her insights into operating a bookstore downtown Franklin, collaborating with Franklin Art Association, the Cultural District, Cultural Council, and other local groups. How research and listening are her two big pieces of advice for local businesses.


Their inventory is small but they can order other books you want, as long as they are still in print. So if you don’t find something in particular, don’t be afraid to ask.

DPW shares a crack sealing video - one step in a road maintenance process

“In terms of a moral imperative, it’s despicable to think we can’t do better”

"Nearing 70 years old, Mary McPeak had long had a stable home in Greater Boston. But after a breakup four years ago, she suddenly found herself unmoored, couch-surfing at friends’ homes or renting a room while she faced years-long wait lists for affordable senior housing.

Then a break: McPeak “won the lottery,” figuratively and quite literally, when she was selected in 2020 by lottery for a new senior housing complex, the Brown Family House in Brookline run by 2Life Communities.

“It was sheer, blind, ridiculous luck,” said McPeak, now 73. The retired secretary has lived in her subsidized one-bedroom apartment for nearly three years now. “It was so lucky, it was enough to believe in God.”

Such is the state of affordable housing for seniors in Massachusetts, where it seemingly takes divine intervention to find a home. In an inventory-starved market, the graying population faces some of the steepest hurdles in the country to secure an affordable place. So dire is the situation, some argue, seniors should be prioritized in the state’s response to the wider-ranging housing crisis."
