I missed the June 26, 2019 Town Council meeting. The "Actions Taken" document was just released to confirm the votes taken during the meeting. Financial Planning Committee minutes 2/5/09

FINANCIAL PLANNING COMMITTEE
MINUTES OF MEETING
FEBRUARY 5, 2009

The meeting was called to order at 7:00 pm.

Members present were: Deborah Bartlett, James Roche, Matt Kelly, Roberta Trahan, Rebecca Cameron, Doug Hardesty and Gwynne Wilschek. Also present were Jeffrey Nutting and Wayne Odgen. Absent were Steve Whalen and Shannon Zollo.

The Committee reviewed reports to date. Matt Kelly handed out a sample of FAQ's for review. Deborah Bartlett and Roberta Trahan submitted their information to Doug Hardesty. Jim Roche handed out a draft of his work; Jeff Nutting continues to work with Rebecca on the assumptions. Members should submit changes, improvements etc. to Doug Hardesty in the next 10 days so it will be ready for the next meeting.

The meeting adjourned at 8:30 p.m.

Financial Planning Committee minutes 1/15/09

FINANCIAL PLANNING COMMITTEE
MINUTES OF MEETING
January 15, 2009

A meeting of the Financial Planning Committee was held on January 15, 2009 at the Franklin Municipal Building. Members present were Deborah Bartlett, Shannon Zollo, Roberta Trahan, Jim Roche, Rebecca Cameron and Doug Hardesty, Matt Kelly & Gwynne Wilschek. Also present was Jeffrey Nutting, Town Administrator and Wayne Odgen, School Superintendent. Absent was Steve Whalen.

The meeting was called to order at 7:05 p.m.

The Chairman Jim Roche asked that each subcommittee report on the progress of their assignment. The members reviewed their work to date and the Committee discussed the work and suggested a format for a final product by each subgroup.

Doug Hardesty requested that all work at the individual level be completed in two weeks and forwarded to him so he could collate the information.

The next meeting is scheduled for February 5, 2009

Financial Planning Committee minutes 12/18/08

FINANCIAL PLANNING COMMITTEE
MINUTES OF MEETING
DECEMBER 18, 2008

A meeting of the Financial Planning Committee was held on December 18, 2008 at the Franklin Municipal Building. Members present were Deborah Bartlett, Shannon Zollo, Roberta Trahan, Rebecca Cameron, Doug Hardesty and Gwynne Wilschek. Also present were Jeffrey Nutting and Wayne Odgen. Absent were Steve Whalen, Matt Kelly and Jim Roche.

The Town Administrator handed out information on the comparison of the FY01 to FY09 budgets, a list of all things all departments have done over the last many years to reduce staff, cut costs, improve efficiencies, receive grants, etc., as well as a list of legislative priority items the Massachusetts Municipal Association and others are hoping the Legislature will consider in order to control costs.

Doug Hardesty asked what the Committee thought should be included in the report. Deb Bartlett suggested an executive summary, budget information, fiscal policies, history of capital, school mandates, costs beyond the control of the Town, services we must perform and how citizens might help. Other suggestions were bulletin points, graphs and charts, but keeping the summary to a few pages, as well as information on population, students, staffing etc. Doug offered to try a "straw man" draft of the format and then committee members would need to do some work to fill in the information.

FINANCIAL PLANNING COMMITTEE MINUTES OF MEETING OCTOBER 2, 2008

A meeting of the Financial Planning Committee was held on October 2, 2008 at the Franklin Municipal Building. Members present were James Roche, Roberta Trahan, Doug Hardesty, Deborah Bartlett, Steve Whalen and Gwynne Wilschek. Absent were Shannon Zollo, Matt Kelly and Rebecca Cameron. Also present were Wayne Odgen, Jeffrey Nutting, Brutus Cantoreggi and Mike D'Angelo.

The meeting was called to order at 7:05 p.m.

Steve Whelan commented that the Committee needed to show the community the consequences of the Town's fiscal position for Fiscal Year 2010 as early as possible. Jim Roche stated that the information the Committee produces should be included in a forum on the Town's finances.

The Director of Public Works, Brutus Cantoreggi, presented some of the challenges faced by his Department. The major issues are snow removal costs, that are under-funded by over $500,000; the fuel budget, which is $100,000 short this year; the need for stormwater and other infrastructure improvements that are backlogged; new regulations that are in the pipeline; and the hope to contract out some services in lieu of hiring help. Finally, the Department of Public works is the only department that is expense driven and the general cost of operations (parts, supplies, etc.) continues to rise. The Town has grown over the twenty (20) years and the staff has not.

The Facilities Director, Mike D'Angelo, explained that they maintain well over a million square feet of buildings; supplies this year increased by 20%; and energy costs will stay in check until the electricity contract runs out next year. There were eight (8) custodians laid off last year, which will have a long-term negative effect on school facilities. The attached memo outlines the budget drivers and the request for replacement of some of the eliminated positions.

The meeting was called to order at 7:05 pm

Members present: Finance Committee Chair James Roche,

The Committee also discussed cost of living percentage, inflation, health insurance. They
agreed that local government not sustainable in current mode.

September 18, 2008

The meeting was called to order at 7:03 pm by Vice Chair Doug Hardesty.

Members present:
Councilors Deborah Bartlett and Steve Whalen, Finance Committee member Rebecca
Cameron, School Committee Members, Roberta Trahan and Matt Kelley. Residents,
Doug Hardesty and Gwynne Wilschek.

Members not in attendance: Finance Chair Jim Roche and Councilor Shannon Zollo.

Town Administrator Jeff Nutting handed out a spreadsheet of the fiscal model and
reviewed the initial assumptions.

Fire Chief McCarraher presented his model for the department. He explained that his
model is based on response time and trends in the number of times the department
responds to emergencies in a given year. The model is based on a 4% growth rate, but
currently, the trends are flat so that his proposal could be moved out a few years.

He explained the attempted regionalization of dispatch and the barriers that prevented a
successful implementation. He also discussed staffing the department both in terms of
firefighting and ambulance calls. The ambulance produces about $700,000 a year in
revenue. $125,000 is set aside for ambulance replacement and the rest is turned over to
the general fund.

Police Chief Williams discussed his request for additional staffing that would return the
department to 2000 levels. The department has been able to “hold their own” with the use
of technology and the hard work of the staff. However, demand is increasing on all
fronts. Franklin’s staffing is well below comparative communities, as well as our per
capita spending on police. On any given shift, they can be shorthanded when an
emergency arises. They do belong to a regional police group for large-scale issues but
have insufficient staff for the daily demands on the department.

He requested two additional officers in FY 10 and on additional officer the following two
years.

Financial Planning Committee Minutes of August 7, 2008

The meeting was called to order at 7:05 pm

Members present: Finance Committee Chair James Roche, Councilors Deborah Bartlett, Shannon Zollo and Steve Whalen. Finance Committee member Rebecca Cameron, School Committee Member Matt Kelley, resident Doug Hardesty. School Committee member Roberta Trahan arrived late.

Also present were Town Administrator Jeff Nutting, and School Superintendent Wayne Ogden.

Not in attendance: Resident Gwynne Wilschek

Chairperson Roche asked the Committee to determine what they should accomplish and set a schedule of meetings. Steve Whalen believed there should be an educational and communication component, a printed document that could be distributed to all residences. A discussion ensued concerning potential forms of communication, education, outreach, etc.

The Committee thought that the Council, School Committee, and Finance Committee should work hard towards agreement with the final report.

Suggestions included a historical prospective, understanding that the budget is subjective, a potential questionnaire at the November election.

The Town Administrator handed out four-year revenue and expense information and a potential list of issues the Committee would need to obtain information on.

The group thought that a three-year projection that included outreach, education and communication was the goal of the Committee.

The Committee scheduled the next meetings for August 21,2008.

Financial Planning Committee Minutes of July 10, 2008

The meeting was called to order at 7:05 PM
Members present were Deb Bartlett, Matt Kelly, Jim Roche and Rebecca Cameron. Doug Hardesty and Roberta Trahan arrived late.

Nancy Galkowski the Assistant Town Manager from Arlington, MA presented Arlington's approach to successfully passing an override that would meet the town's needs for a five-year period.

She explained that an override had failed and that they have an annual revenue gap of about $2,000,000.

The override was successful but they have learned a few things that they would do differently including not promising an expenditure cap.

The committee also, set the next meeting for August 7, 2008 with the hope of developing a mission, goals and times. They further discussed the challenges of getting information to the public and discussed a handout at the November election along with other media options.

The meeting was called to order by Chairperson pro-tem Deb Bartlett at 8:05 PM

Members present were Deb Bartlett, Matt Kelly, Jim Roche, Rebecca Cameron, Doug Hardesty, Gwynne Wilschek, Shannon Zollo and Steve Whalen.

A motion was made by Deb Bartlett and second by Steve Whalen to elected Jim Roche Chair. No other nominations were enter. The vote was 8-0.

Jim Roche asked for nominations for Vice Chair. Steve Whalen moved and Deb Bartlett second that Doug Hardesty for vice chair. No other nominations were entered. The vote was 8-0.

Jim Roche asked for nominations for Clerk. Steve Whalen moved and Deb Bartlett seconded that Gwynne Wilschek be clerk. No other nominations were entered. The vote was 8-0.

A discussion ensued about asking if someone from the Town of Arlington could attend the next meeting to outline their approach to a long-term override. It was also discussed about gathering information about the history of the budget, stabilization fund, fiscal policies, hold public hearings, and making a list of barriers to success of making government more effective and more efficient.

The Town Administrator stated he would work on the above mentioned requests. The meeting adjourned at 9:00pm
