Annual Report of the Purchasing Department - FY 2021

Note: FY 2021 is last year (July 1, 2020 to June 30, 2021). The report was prepared to cover the business for the FY 2021 period. This year’s report FY 2022 (July 1, 2021 to June 30, 2022) is in preparation now and is normally available for distribution at the polls for the November election. Updated - 08/15/22

Goals
The Purchasing Department is responsible for preserving and protecting the fiscal resources of the  Town. The Purchasing Office assists other departments in procuring quality goods and services in a fair, competitive, and transparent manner, using objective standards for the selection of contractors and vendors, to ensure fair, impartial, and uniform bidding, contract development and awarding procedures. All purchases are made in accordance with Massachusetts State Laws and Town By-Laws.

Procurement Changes
During Fiscal Year 2021, the Purchasing function seamlessly shifted to a remote model in keeping with COVID-19 safety measures. The Department had already instituted distribution of bid documentation through the Town website. In March 2020, the Department began conducting bid openings remotely with plan holders attending openings via Zoom meetings. In October, 2020, the former Chief Procurement Officer, John Bugbee, left the Town of Franklin to pursue an opportunity in a different town. We are grateful to John for his contributions and wish him continued success. I have worked closely with John since 2015 and am excited to continue to provide a high level of service and expertise
to both our internal and external customers.

Objectives
The Purchasing Department promotes fair, prompt, and courteous consideration to all suppliers. The Department is committed to providing those same standards to our internal customers while ensuring their procurement needs are met in a timely manner. Additionally, the Purchasing Department strives to attain the highest ethical standards in all transactions and correspondence.

Franklin Annual Report - 2020: Purchasing Office

GOALS
The office function involves assisting other departments to ensure the highest quality of services and supplies for the best price and in compliance with applicable procurement laws.

PURCHASING UPDATE

Over the past year, the Purchasing Office has made a concerted effort to modernize the Department while also assisting Department Heads with a number of significant projects. These projects include a continued focus on improving the Town’s overall utility based infrastructure.

PROCUREMENT CHANGES

The Purchasing Office continues to oversee the implementation of various improvements in the way vendors can access bid documentation. One of the more significant advancements is the change we made to the distribution of plans & specifications. Vendors no longer need to wait for the bid packages to be mailed, emailed, or picked in person. With the web based platform, vendors can download the entire bid package from the Town website, thus improving the accessibility of the documents while at the same time cutting municipal costs in a number of areas.

This change has been very well received, particularly by those doing business with the Town. The upgrades have also further reinforced our continued approach to modernizing the way procurement is handled.

OBJECTIVES
Promote fair, prompt and courteous consideration to all suppliers. Observe the highest ethics in all transactions and correspondence.

Franklin Fire Dept welcomes 2 new engines

Special delivery at the Franklin Fire Department today! Two new engines have been added to the fleet and will serve as the front line pieces of equipment for the Town.

Finance Committee meeting of February has an overview of the truck purchase. A good deal for the Town as it saves money on both trucks and maintains the online and reserve rotation of vehicles that has worked well for the Town.

The Town Council meeting of February 17 covers the legislation for action authorizing the purchase of the vehicles. Due to the timing, the Town Council got to approve first and then the Finance Committee reviewed it. Normally, it would have been the other way around.
