Franklin Residents: Road construction alert for work on 140/Main St in Norfolk

"The Town of Norfolk will begin roadwork on Main Street (beginning at the Franklin town line), which will impact traffic for Franklin. This work is projected to begin Monday, August 10th. Please see the attached map for detour information."

Franklin Residents: Beech St construction June 25

Good morning Franklin,

DPW will be working with a contractor to install a pipe across Beech St this Thursday, June 25. The work will be near the brook crossing, close to house number 33. Beech St will be closed to thru traffic and the work should only take one day. 

A detour will be set up directing traffic onto Pine St and Pond St.

"The MMA has long advocated for an increase in Chapter 90 funding"

While Chapter 70 is State funding for schools, Chapter 90 is State funding for roads. Franklin depends heavily upon both sources. So this from the MA Municipal Association (MMA) is an important bit of news:
"The Senate yesterday passed a bill that would allocate $300 million to the Chapter 90 local road and bridge program, a 50% increase over what has been available to cities and towns in recent years.

The vote took place in the Senate’s first formal session since its members agreed earlier this week to new rules for remote debate and roll call voting.

The House and Senate are now both on record in support of the $300 million funding level for the reimbursement program – a top MMA priority.

The House had increased funding for Chapter 90 in the $18 billion transportation bond bill it passed in early March, before the COVID-19 state of emergency. Following a months-long interruption in legislative business, the Senate chose to pass a separate Chapter 90 bill for fiscal 2021 in order to avoid further delays in getting notifications to cities and towns so they can plan projects.

The House and Senate must now work out their differences before passing a bill that includes Chapter 90 funding."

Road Construction Alerts

If you missed listening to DPW Director Cantoreggi's interview, there are a couple of road construction projects underway to be aware of.

1 - State paving work on RT 140

From Lewis St to the Wrentham line RT 140 is being repaved via "mill and overlay". The top surface has been ground up during overnight work the past week and should be paved this week. The work is scheduled for overnight.

2 - Franklin waterline replacement work on Lincoln St 

From Maple St to Brook St, the water line will be replaced by a contractor for Franklin DPW using the funding plan for water line replacements.

Franklin will receive $1,001,103 in Chapter 90 funding for FY 2020

"The Massachusetts Department of Transportation has released its list of additional local road funding for each city and town resulting from the fiscal 2019 supplemental budget bill signed into law on Dec. 13.

The final budget, Chapter 142 of the Acts of 2019, includes $20 million for grants to cities and towns for local road and bridge projects as a supplement to the Chapter 90 program.

The funding brings total funding for fiscal 2020 awarded through the Chapter 90 formula to $220 million."

Capital Budget Subcommittee Meeting - June 26 - 6:00 PM

To: Capital Subcommittee and Town Council

Re: FY 2019 Capital Plan Proposal Round 2

After the winter snow season has come to a close, the Town has $692,000 left in free cash to appropriate. Based on the requests made this year and a few other odds and ends that have come up, which need immediate attention, the following is the recommended appropriations. The full Council will be considering these recommendations later this evening.

1. $448,000 for Roads and Infrastructure. As we all know, the Town has a $40 million backlog of road work and we the Town had to cut funds in this year's operating budget and hope to get that back in for FY 2021. I will have another request later this year to appropriate the hotel revenue to continue to help on roads.

2. $24,000 for the Old South Church Study. This money will be used for historic preservation consultants to evaluate the cost to fully renovate and bring up to code the Old South Church.

3. $100,000 for Public Safety Communications Infrastructure. Verizon informed us earlier this year they are replacing all of the copper wires in Town that helped our public safety officials communicate via handheld radio to communicate on scene to the station. Staff spent the last several months meeting with Verizon and our consultants to develop a long-range game plan for coverage townwide. We are using $87,000 in previously authorized capital funds for the Fire Department for these purposes, $100,000 from the rebate from the MECC being delayed and this free cash appropriation to complete Phase I and Phase II. See attached plan for details.

4. $100,000 wage settlement account. This is a rare and one-time request to help pay for anticipated contractual obligations, retirements, and departmental reorganizations that will occur in the next six months.

5. $20,000 - Beaver Street recycling center. This the start of the land swap with the state. Funds will be used for various state requirements to swap the property, including environmental assessments, legal fees, surveys and appraisals over the next couple years.

Attention Residents: Upcoming Construction - Lincoln St, Chestnut St

Pavement milling on Lincoln St (from Skyline to the Medway town line) will begin 4/10/2019, followed by Chestnut Street (from Pleasant St to Celinda Dr) on 4/11/2019. Paving is expected to be completed within a few weeks.

Construction at the intersection of Marvin Ave at Beaver St and Reid St at Beaver St will begin on 4/11/2019 and 4/12/2019; this project is expected to last several months.

"decades-old cast iron pipes will be swapped for a ductile iron main that’s a bit wider"

"A three-month water main replacement project will get underway next week, potentially affecting traffic downtown. 
The project will affect Hillside and Dean avenues. Town Engineer Mike Maglio said work will be conducted from Ray Street to just past Hillside Road. There’s another section that will be replaced off Hillside Road from School Street to Dean Avenue. 
“The work on Dean Avenue will have most of the cut-through traffic coming through,” Maglio said. “This is an area that there are enough (alternative) roads that we can detour traffic easily if we need to.” 
He said police details will be on hand to direct traffic. If traffic gets too congested, officials will set up a small detour through Emmons Street. He also made clear that detours would be removed each day after construction ends."

"When we fix these water lines, we also get a brand-new road out of it"

"Several streets will be torn up and repaved over the next five years after Town Council approved the latest installment of the town’s water main maintenance plan. 
Director of Public Works Robert “Brutus” Cantoreggi on Jan. 30 gave a presentation to councilors on the new five-year plan, which starts in 2020. Water mains and certain streets and sidewalks will be repaired simultaneously, a repeat of a schedule the town’s has used for 20 years of performing work in five-year installments. 
Deputy Town Administrator Jaime Hellen said that by shifting the work area every five years, the town has been able to keep up with leaks in the mains and potholes on the streets. 
“The Town Council has authorized a new $7.5 million (payment) to replace these water mains that have leaks,” said Hellen. “And we’re just at the end of this cycle at the end of 2019.”

Note: the MA DEP water permit is based upon the average of 65 gallons of water per day (Page 4). Franklin through conservation efforts uses less than that per DPW Director Cantoreggi, we have been as low as 45 gal per day.

In the News: Pine St closure coming; Hollywood filming movie here

From the Milford Daily News, articles of interest for Franklin:
"The Department of Public Works is warning residents that a section of road on Pine Street leading to Bellingham will soon be closed due to construction. 
The $55,000 project to replace a culvert pipe will occur over about a three-week period starting Monday, but the road will be closed to public traffic all the way to the Bellingham border. 
Deacon Perotta, director of operations at the Franklin DPW, said the repair is necessary to make sure there are no flooding issues in the area. 
“We have a road problem there,” he said. “Basically, the culvert underneath the road has become impacted because of its age.”

"People in Franklin could possibly catch a glimpse of stars over the next week or so, and they’re not the ones in the sky. 
Town Administrator Jeff Nutting has confirmed that Hollywood is in town finishing up the latest iteration of “Little Women,” due out next December. The secured set is at an undisclosed location in the Forge Park industrial area and is closed to visitors. 
One of the stars said to be doing final work on the film is silver screen legend Meryl Streep, who is playing the role of Aunt March in the famous Louisa May Alcott story. Also said to be doing work here is A-lister Emma Watson, who first rose to fame as Hermione Granger in the Harry Potter movies. She plays the role of Meg March. 
A producer for the film did not return calls for more information."

Pine Street road work starts Dec 3, please seek alternate routes

"The DPW will be replacing a drainage culvert on Pine St beginning the week of December 3rd. 

Due to the nature of the work, Pine Street will be closed to thru traffic between Stanwood Drive and the Bellingham Town Line. 

Work is expected to last for 3 weeks, please seek alternate routes. Thank you for your patience."
