The Boston Foundation: "The Power of Mass ECHOS: Facing the Numbers So We Can Change Them"

via The Boston Foundation:

The Boston Foundation: "The Power of Mass ECHOS: Facing the Numbers So We Can Change Them"
"Yesterday (8/12/26), the Federal Reserve Bank of Boston published Family Wealth in Massachusetts, drawn from the 2025 Massachusetts Economic Conditions and Household Opportunity Survey, known as Mass ECHOS. It gives us something unprecedented: an honest, region-specific accounting of where Massachusetts families stand today, and a shared foundation of evidence for building something more equitable tomorrow.

On our blog, TBF President and CEO Lee Pelton looks at some of the key findings from the data – the documentation of extensive disparities in wealth across race, educational attainment, and homeownership status – and why facing these numbers is so important in our work to change them, and change outcomes for the economic well-being of all Massachusetts residents.

These gaps weren’t created by accident, and they won’t be dismantled by accident either. They require the perseverance and collaboration of partners committed to advocating for change and for repair – and making philanthropy an effective vehicle for social change. This reliable, granular data on wealth by race, education, and geography provide us unprecedented insights into wealth gaps in the state to spark these informed conversations and the sustained, cross-sector work that leads to the collaborative solutions we need to shape a more equitable Massachusetts."

Franklin Town Council Approves Town Administrator Contract

On Wednesday, August 12, the Franklin Town Council voted 5-4 to approve a new employment contract for Town Administrator Jamie Hellen. Hellen’s contract is extended through June 30, 2030.
Franklin Town Council Approves Town Administrator Contract

As required by law, the contract negotiations were conducted in executive session before the Council voted on the resolution to approve in open session.

“I believe Jamie has demonstrated strong leadership and a deep commitment to the Town of Franklin,” said Town Council Chair Robert Dellorco. “He has helped keep the Town focused on the important work in front of us and has developed an exceptional staff culture. I’m pleased to support his contract and look forward to what we can continue to accomplish together over the next four years.”

Town Council Vice Chair Gene Grella, who voted against the contract, said his vote was not a reflection of his assessment of Hellen's work as Town Administrator or the work of the Town staff.

“We all have respect for Jamie and the work he has done over the past 11 years,” said Vice Chair Grella. “The four Councilors who voted against the contract had concerns with the process, timing and approach taken with the contract extension and modification.”

Town Council Clerk Ted Cormier-Leger, a veteran of the Council, also added his support for extending his contract.

“Having served on the Town Council and worked with Jamie over the past five years, I’ve had the opportunity to see firsthand his leadership and commitment to Franklin,” said Clerk Cormier-Leger. “He has built strong relationships with our departments, employees, community stakeholders and the Council. I believe that extending his contract is in the best interest of our organization.”

In 2026, Hellen is completing his 11th year as an employee in Franklin. He served as the Town’s first ever Deputy Town Administrator between Jan. 2016 to May of 2019 when he officially took the reins from previous Town Administrator, Jeff Nutting. Together, Nutting and Hellen have provided stable executive leadership for 25 years in Franklin.

“I’m grateful and honored for the opportunity to continue serving the Town of Franklin and for the confidence placed in me by the Town Council,” said Town Administrator Hellen. “I’m proud of the work our staff and volunteers accomplish every day. I look forward to continuing to work within the community to build on the progress we’ve made and focus on the priorities ahead.”

Hellen’s contact extension and modification highlighted only a handful of changes:
The contract term was extended through June 30, 2026;
He received no additional compensation, nor did Hellen request any increase in pay, as the salary is within the market. The compensation has already been approved in the FY27 budget;
The vehicle allowance for work travel was increased to $5,000 annually from
$3,500 annually, which is to reflect the inflation related cost increases of travel since 2019;
Removal of required language for the Deputy Town Administrator; and
Notification of resignation was increased from 30 days to 90 days notice.

For more information, visit the Town Administrator webpage on the Town of Franklin’s website. https://www.franklinma.gov/159/Administrator

Rausch Report: The Law Days of Summer

Dear Neighbor,

Rausch Report: The Law Days of Summer

Greetings from sunny Beacon Hill, where legislative work continues after the July 31st checkpoint in the legislative cycle. In fact, I presided over the Senate this morning and we advanced several bills during today's session, including engrossing the so-called "hot works" legislation, designed to help prevent work-related accidents involving heat, sparks, or flames capable of initiating fires or explosions. This bill implements the recommendations issued by the Walsh-Kennedy Commission, which was established after a nine-alarm fire, ignited by sparks from unpermitted welding work, claimed the lives of Boston Fire Department Lieutenant Edward Walsh and Firefighter Michael Kennedy.

Several important bills are in conference committees, where differences in the House and Senate versions of the legislation are negotiated until conferees reach a compromise. Governor Healey signed several other bills into law in recent weeks, including measures to protect immigrants and uphold public safety, improve child welfare, fight book bans, and strengthen abortion access.

I’m deeply proud to share that the Senate voted unanimously, 40-0, to pass my legislation creating a press shield law for Massachusetts! After roughly 50 years of trying to move forward this critical protection for a free press, this vote was truly historic. Massachusetts is one of just nine states without a press shield law on our books, leaving journalists exposed to government pressure and lawsuits forcing them to reveal their confidential sources. This legislation will safeguard and strengthen our free press and our democracy.

Back in the district, after the hugely joyful Freedom to Read bill signing ceremony at the first public lending library in the nation, right in the heart of our district in Franklin, and after picking up my next book at the Needham library, I spent a morning with kids and families at the Dover Town Library for a special summer reading event with Blades the Bruin, hosted by the Massachusetts Board of Library Commissioners. Blades and the kids heard “Hockey in the Wild” read to them by a member of the Dover Library staff, and then Blades and I did a bit of Bruins trivia with these little hockey hopefuls. As a library lover, I want to thank the librarians and staff all across our district and the Commonwealth at large for engaging young people with literary and community-focused events all summer (and year) long.

Read on in this month’s Rausch Report for details on upcoming events in the district, legislation the Senate passed, bills the Governor recently signed into law, and more.

Massachusetts Indivisible Activists Enthusiastically Endorse Ed Markey for Senate

Members of Indivisible Massachusetts Coalition (IMC) overwhelmingly endorsed Senator Ed Markey for Senate in a voting process conducted this past week. Their enthusiastic response is reflected in the 89% vote to endorse Senator Markey.

Massachusetts Indivisible Activists Enthusiastically Endorse Ed Markey for Senate

"Indivisible members throughout the Commonwealth tell us they wholeheartedly support Senator Markey,” IMC Chairperson Deb Paul said in announcing the endorsement. “Indivisible grassroots volunteers are fired up to support the Senator to win in the primary and in November! When we elect bold and progressive Democrats who roll up their sleeves and work on behalf of the people, the people win!  We are voting for our rights, freedoms, to improve our democracy, and to secure a better, more affordable, healthier future for our children and all Americans.”

IMC believes that activating our people-power will help us transform American democracy into what we, the people, need to enjoy life, liberty and the pursuit of our dreams in a world that protects our environment and our communities. We can recreate our democracy so it functions for all of us!

Indivisibles said they support Markey for many important factors, including that he is “a fighter for us, always responsive to us - his constituents, leads on issues before they become popular, shows up right away to speak up and protect the most vulnerable among us in MA, leads on existential threats, he gets us and always works hard on our behalf, the people in MA.”

ABOUT INDIVISIBLE MASSACHUSETTS COALITION
