Planning Board Recap 9/27/21 - Housing Production Plan approved, hearings continued on 40 Alpine Row and 5 Fisher St

Quick Recap:
  • Public hearing on 40 Alpine Row discusses multiple updates and continues to Oct 18
  • Public hearing on 5 Fisher St discusses multiple items and continues to Oct 18
  • Public hearing on Housing Production Plan (HPP), after clarifications on the "plan" as being Town based/Town controlled (not State), still requiring much work to make happen, and that the Planning Board would still "get a bite at the apple", the HPP is approved 5-0 roll call vote
  • Site plan modification request to split 2 plots into 3 approved by 5-0 vote via roll call

  • New hearing opens, same engineering team provides updates for the former Clark Cutler McDermott property on 5 Fisher St. Study being done for parking uses and what is expected. #pb0927

  • Items outstanding from Planning and Engineering, brewing/distillery drainage requires coordination with Charles River, food processing would be covered with DPW requirements and grease trap #pb0927
  • Discussion on storm water flows within lot, and supposedly reduced before going off and across the street. Exposure to our well from this discharge. To be resolved before they return #pb0927 no additional comments, to be continued to Oct 18
  • Discussion on parking and 'hiding' the parking as it increases in the front. Don't want to block too much as it would affect line of sight entering and exiting property. #pb0927
  • Motion to continue to 18th via roll call, passes 5-0 #pb0927
  • Next up, housing production plan, open the public hearing, waive reading of notice, passes via roll call 5-0 #pb0927 final version presented incorporates comments and meetings as the plan developed Planner Amy Love provides overview
  • Halligan has question for B Taberner (who is not present) if the plan is accepted, each item would still need to go to State before coming back to be executed each possible change thru normal process #pb0927 Amy was able to answer the question, this is a plan
  • State approval would like be months rather than weeks #pb0927 Planning Board chair concerned about Council making zoning overruling possible planning board decision. Discussion on intent vs. working language
  • Planning Board fearful of Council action overriding their preference, but for that to occur, PB would still be involved and decide, if then the Council tries to go over, there would still be discussions before a decision. #pb0927
  • This is a town plan, not State. Some members confused/fearful of state (ala Council) and really fearful of losing their own control. Any project needs to be approved by town with water, sewer, police, fire, etc. #pb0927 there is not town owned land to make this happen
  • It would be private land owners to make the deals, public hearing opens for public comment, M Morrengello (?) speaking for the housing plan, asking for a vote for affordable housing and seniors. #pb0927
  • B Wierling speaking for the housing plan as well, glad to hear the #pb0927 members had changed opinions from prior meetings. We were not educated enough in prior meetings. Close hearing, via roll call passes 5-0; motion to accept plan via roll, passes 5-0
  • Next up, street extension, waive reading, passes 5-0 via roll call, revision to plot plan of 2006, plan approved before as two lot, now owner looking for additional lot to be added #pb0927
  • According to private road covenant it was not intended to be plowed, town did not want ownership of road. Motion to close hearing, via roll call passes 5-0 #pb0927 
  • Motion to approve modification via roll call passes 5-0
  • Council candidate J Callaway-Tripp asking questions about the complete street plan and meeting last week, mostly protocol as she had no knowledge of it, it had already been approved. Also thinks that the EDC held the meeting, and it was a town meeting #pb0927
  • Meeting did adjourn via roll call vote,  passing 5-0; got distracted and almost forgot to close out the thread #pb0927

Lifeline Awareness Week

 

"Living alone can be isolating, especially over the past year when socializing has been a health risk due to COVID-19. That is why the Department of Telecommunications and Cable (DTC) wants you to know, no matter your income, there are ways for you to have a home phone, cell phone, and internet plan. Since 1985, the Lifeline Program, a service administered by the Universal Service Administrative Company as part of the Universal Service Fund, has kept Americans connected and safe by providing low cost and no cost phone service options for eligible low-income consumers.

To commemorate the availability of this government service, the DTC and its partners­—the Federal Communications Commission (FCC), National Association of Regulatory Utility Commissioners (NARUC) and National Association of State Utility Consumer Advocates (NASUCA)—are participating in Lifeline Awareness Week from September 20-24, 2021. Through this awareness week, these groups hope to educate the public about this life saving prevention program."


In the revised and "preliminary final" Housing Production Plan almost 12% of Franklin householders live alone, and 7.1% of those are over 65 years old.

This shares the Community Preservation Committee meeting that was held on Tuesday, September 21, 2021


The meeting was conducted in a hybrid mode; committee members present were in the Council Chambers, along with some public participants and the Town Administration staff. Others were able to via the Zoom conference bridge.

2021 Housing Production Plan - Planning Board

The Franklin Planning Board will be holding a Hearing Remotely and in the Town Council
Chambers at the Town Hall on Monday, September 27, 2021 at 7:10 PM to present the
final draft of the Town’s 2021 Housing Production Plan (HPP) for the Town of Franklin.
The HPP has been prepared by the Department of Planning and Community Development with input from the Town Council, Economic Development Committee, Municipal Affordable Housing Trust, Franklin Housing Authority, the Town’s Administration and staff, and the Town of Franklin’s residents.
The HPP can be accessed on the Department of Planning and Community Development

"Affordable housing projects often draw resistance from neighbors"

"Housing costs are soaring across southern Maine, driving families from the towns where they were raised and bringing tensions to a boil as young residents and retirees struggle to compete against an influx of out-of-staters and well-off buyers.

That dynamic, which has intensified across the country during the pandemic, has unsettled quiet Cape Elizabeth, an affluent coastal community just south of Portland, where a proposal to build the town’s first affordable housing project in 50 years has pitted neighbor against neighbor and raised hard questions of who can afford to live here.

“This is a community of tremendous privilege and wealth, but there are other people in this town who are not well-off,” said Jamie Garvin, the Town Council chairman who supports the 49-unit project. “People are being priced out of the community they’ve lived in for a number of years.”

Portland, Maine is not alone in having this affordable housing discussion. With the Housing Production Plan being worked on currently, this is a timely topic. Public comment on the Plan closed at the end of June. The revised draft is expected to come back out for review and comment as it needs approval from both the Planning Board and the Town Council. The plan is a component of the overall "Master Plan" for Franklin for which the update process is scheduled to begin next year.

Recap: Economic Development Subcommittee - discussion on housing plan and requirements for home based businesses

Quick Recap:
  • The housing production plan was reviewed and discussed. Key among the actions is to further obtain any and all citizen input/comment by June 25 and update this draft. The revised plan would then be approved by Planning Board and Town Council before being submitted to the State for acceptance.
  • Key to specific items to address the housing would be the zoning assessment. This analysis would provide an objective 3rd party view on what we have and what we could do to allow for appropriate and affordable housing
  • Discussion on home based businesses. Good to boot strap a concept, Health Dept is ok with food production as long as the ServeSafe and other related food prep requirements are adhered to. The wrinkle comes with handling the sewer waste and implementation of a grease trap which can be expensive.
  • The Town is not prepared for how to address this opportunity. More research is required which they will conduct during the next couple of months and bring back to Subcommittee for further discussion.

  • Difference in accounting between apartment and residential units, all apartments count if only a smaller # are affordable; for owned residential units only the # affordable apply to the housing rate (i.e. 6 of 30, only the 6 - if apartments, 6 of 30 all 30 count) condos ->
  • Condos count as owned units so only the # would count (like other owned residential, not like apartments). #edc0616 What is considered affordable for Franklin? Major issue
  • Development costs are hire, art zoning would need to have incentives to allow the developers to make the money back that they give up making some of the units affordable. #edc0616
  • Multiple discussion points on affordable and how to tackle it, the new housing behind Eaton Place will help but it won't be online soon (still needs funding) #edc0616
  • Motion to move housing plan forward to planning board and to Council for approval incorporating the changes and comments #edc0616 passes 4-0 via roll call.
  • Moving to home occupied businesses for next part of discussion. #edc0616
  • How do you permit a bootstrap business from a home, some i.e. kitchens can pose health concerns, others may have traffic/delivery issues for neighbors. #edc0616 permit some level of production up to which they're good, beyond that next level up. ZBA may be an option
  • In commercial areas, need to protect the sewer system, with grease traps, when blockages occur it stops things and that is not good. Title 5 systems are built for 3 or 4 bedrooms not commercial industry business. #edc0616 who acts the agent for volume?
  • We can't use the ZBA or planning board and their temporary benevolence, if something is good, let's make it right. #edc0616 strict guidelines on food prep, zoning is the issue in the case of chocolate bars (as the talking point example)
  • let's provide some time to research, see what others are doing, Boston is a whole different system. #edc0616 what might work, what would be some controls, there is no capacity at Charles River. we do need to consider the big picture of affordability
