Yes, Franklin has it's own radio station -> wfpr.fm. Franklin Public Radio introduced a brand new schedule early in 2025 for the locally produced shows that fill our air waves.

Town Clerk Nancy Danello provides details on the June 3, 2025 Special Election (audio)

FM #1444 = This is the Franklin Matters radio show, number 1444 in the series. 


This session shares my conversation with Town Clerk Nancy Danello about the Special Election for the Fiscal Year 2026 Override coming up Tuesday, June 3, 2025.  We briefly touch on the regular local election scheduled for November. 


Our conversation covers:

  • Early in person voting starts May 16 during office hours in Clerk’s Office

  • Last day to register to vote is May 24

  • Last day for absentee voting at the Office, Monday June 2 at noon.

  • Office closed on Tuesday June 3 to run the election at Franklin High School gymnasium

    • June 3 hours from 6 AM to 8 PM

  • November election for Town Council, School Committee, Planning Board, Board of Assessor, Board of Health, Constables for 2 year terms. The Town Clerk is also up for a 4 year term.

    • We’ll cover this election in more detail later this summer


Neither of us will tell you how to vote, we will share information on what you need to know to properly cast an informed vote on or before June 3.

Town Council Quarterbacking condenses the almost 3 hour meeting May 7, 2025 to 30 minutes (audio)

This session of the radio show shares our “Town Council Quarterbacking” with Town Council Chair Tom Mercer. We had our conversation via the Zoom Conference Bridge on Thursday, May 7, 2025. Our conversation condensed the Town Council meeting of May 7, 2025.

Presentation: 


FY 24 Financial Audit - Scott McIntire, CPA, Managing Director, CBIZ, we have a clean audit result this year. Scott compliments the Town for preparing and executing in the audit, Entirely new set of staff to conduct this audit, a clean audit opinion. This reflects an evaluation of the internal controls of the Town operations

Jamie also updated that the recent bond application resulted in renewal of our AAA rating, a major accomplishment to continue this

What does the triple AAA mean? The lowest interest rate is available to use and will save us millions of dollars; Beaver St interceptor project is at 1.5% interest, in today's market it would be about 4%


Legislation for action

Resolution 25-28: Extension of the Time Period for the Automatic Reverter Contained in the Deed of Former Town-owned Land Off Panther Way Previously Conveyed to the Franklin Municipal Affordable Housing Trust Fund; Motion to approve, second, passes 9-0


  • Zoning Bylaw Amendment 25-927: A Zoning Bylaw to Amend Chapter 185, Section 3 of The Code Of The Town of Franklin, Definitions (Shared-Use Commercial Kitchen) - Second Reading;

  • Zoning Bylaw Amendment 25-928: A Zoning Bylaw to Amend Chapter 185, Attachment 3, Use Regulation Schedule, Part II Principal Uses (Shared-Use Commercial Kitchen)  - Second Reading; 

Both measures Motion to approve, second; Discussion, there has been interest expressed; Passes 9-0 via roll call


TA Report highlights

Budget hearing May 21-22, will be continued to June 4 to do the votes that night after the override results are available


How does development affect the budget? Jamie will do his best to address, will be beneficial for community discussion as part of the hearing 5/22. Jamie will be attending the ZBA meeting at the request of the chair and members. Will be part of other discussions on the 444 East Central St item for as long as it goes

1. How does an override work?

    By passing an override, the Town can assess taxes in excess of the automatic annual 2.5% increase and any increase due to new growth.  An override results in a permanent increase in the levy limit and allows the Town to fund services and programs we believe the community expects and desires.

2. How does Proposition 2 ½ limit tax increases?


    Proposition 2 ½ is a state law that was enacted in 1980. It limits the total amount of property taxes that a city or town can assess each year. The “levy limit” or total tax amount a town is allowed to collect cannot increase by more than 2.5% per year, plus the impact of new growth, unless there is a vote to override this limit. Individual tax bills are impacted by changes to the relative value of residential and commercial properties and localized changes in real estate values. However, if the town had no new construction in a given year AND all of the real estate in town increased in value by exactly the same amount, say 10%, then every property tax bill would increase by 2.5% the following year. 3. What’s the difference between an override and a debt exclusion?

    While an override results in a permanent tax increase that is used to fund recurring operational expenses, debt exclusions result in a temporary tax increase to pay the debt service from bonding for a specific capital project, such as building a new school. For debt exclusions, the debt service costs are added to the levy limit for the life of the debt only (typically between 10-30 years). Thus, unlike overrides, debt exclusions do not become part of the base used to calculate future years’ levy limits.

4. What is the amount of the override?

    The amount of the override is $3,862,672 and it is to fix the Town’s Structural Budget Deficit in order to provide level service, meaning the same level of service the Town is providing today.
