Franklin Line Double Track project update from MBTA, via State Representative Jeff Roy

Via State Representative Jeff Roy, sharing this response to our legislative delegation's query on the status of the Franklin Line double track. (BOLD and italics added by me for speed reading the key parts)


"Dear Honorable Members of the General Court,

Thank you for your attention regarding the Franklin Line Double Track project. We understand and recognize the importance of this initiative to you and your constituents. Please note that despite the reallocation of funding due to the pandemic, the MBTA remains steadfast in its commitment to completing this project. The Franklin Line had one of the highest ridership numbers on the Commuter Rail network prior to March 2020 and the aim of this project was to alleviate some of the capacity constraints that come with sharing the rail with freight trains. Improving service to make it more reliable is not just a stated goal of this project, but also a core focus for the MBTA throughout its network.

As a reminder, this work will create a continuous second track along nearly all of the Franklin Line—helping to keep Commuter Rail trains on schedule and supporting potential opportunities for increased service in the future. This is as much of a priority for the MBTA as it is for the delegation. However, during the onset of the pandemic difficult decisions had to be made by our team with regards to the Capital Budget. As stated to members of your team, there were several competing projects that required the same limited resources during that time namely around signal staff, materials, and necessary PTC design. The reallocation of these material resources and the funding are the primary factors for the delay in the project.

Please note that all major work on Phase 1 (Walpole to Norfolk) was completed in April 2020. The finished track serves as the foundation for phases 2 and 3 of the project. As you know in Phase 2 we’re adding 3.5 miles of track extending from Norfolk Station to near Franklin Station and then subsequently in Phase 3 we will extend the second track between Walpole and Norwood Central by 4 miles. This will connect to the existing double track that runs from Norwood Central to just south of Readville Station. Upon completion of Phase 3, the Franklin Line will have double track from slightly north of Franklin Station to the southern limits of the City of Boston.

The current cost to complete the project is approximately $23.3M which includes Keolis outlays, PTC/ATC expenses, and Amtrak dispatching expenditures. Our team will work to submit this funding for this project in the upcoming CIP process so that we can restart the necessary work to complete the work.

State Probation Commissioner Edward Dolan has no idea. While each probationer has their own physical case file, the Massachusetts Probation Department has no computer-based case management system that would let state officials or researchers track information on an aggregate basis.

MBTA Commuter Rail: track information will be removed from South Station terminal boards 1 min prior to departure

"Starting Wednesday March 18, the track information will be removed from South Station terminal boards one minute prior to departure. This is an important effort to improve passenger safety and to ensure trains depart on time. 
Be sure to allow sufficient time to safely board your train. Please follow all conductors instructions and remember that only crews are permitted to open doors."

FHS Hall of Famer Maurica (Carlucci) Powell

Good news submitted by one of the Franklin Matters readers:

"Oregon Assistant Coach Maurica (Carlucci) Powell is an FHS Hall of Fame track athlete. She coaches the women's distance runners and set Oregon on this path by leading the women to the NCAA Division 1 Cross Country Championship. Over the years she has coached many of the top American female distance runners. Arguably one of the most successful female track/cross country coaches of all time."


"The University of Oregon women became the first women's program in NCAA Division I history to complete the triple crown of DI cross country, indoor track and outdoor track team titles in one school year. 
Though widely considered to be the best overall team in NCAA history, the Ducks have had their share of ups and downs. Star sprinter Hannah Cunliffe, the 2017 NCAA 60m champion, withdrew from West Prelims due to injury. Their NCAA record holding 4x100m relay was disqualified. On day one, several top women -- including defending NCAA 100m/200m champion Ariana Washington -- did not automatically advance to finals. In the 200m, NCAA leader and 2016 Olympian Deajah Stevens fell to the ground just meters from the finish line and was disqualified. "

"What an AMAZING Day! Franklin Unified Track - South Sectional Champions!"

From Hockomock Sports, we share the results of the FHS spring sports action on Tuesday, May 23. And from the Twitterverse, we share photos from the Unified Track meet hosted at FHS with about a dozen school districts participating.



Softball = Franklin, 0 @ Bishop Feehan, 1 – Final
– Franklin junior Jackie Cherry and sophomore Ally Shea both played well for the Panthers according to FHS coach Kate Fallon-Comeau.

Boys Tennis = King Philip, 3 @ Franklin, 2 – Final
– King Philip’s second doubles pairing of Aidan Ignatius and Marco DiStefano rolled to a straight set win over Franklin just this past Friday. Trailing 1-4 in the second set against a new Franklin duo, the pair rallied and earned a 6-2, 6-4 win and clinching the Warriors at least a share of the Kelley-Rex title. It marks KP’s first league title since 2013. Cole Ginter (first singles, 6-4, 6-1) and Martin Matous (third singles, 6-2, 6-0) also picked up wins for KP. Franklin’s Eli Brooks won 7-6 (7-5), 6-3 at second singles and James Johnston and Derek Wu earned a 6-2, 6-0 win at first doubles.

Girls Tennis = Franklin, 1 @ King Philip, 4 – Final
– King Philip didn’t drop a game at second or third singles and swept doubles play to earn the win and set up a winner-take-all situation on Wednesday against Taunton for the Kelley-Rex title. KP’s Erin Regnier (second) and Meghan Sepich (third) won 6-0, 6-0 in their respective singles matches. The team of Megan Davenport and Carly Adams won 6-2, 6-2 at first doubles and Corinne Palumbo and Lucy Barnard won 6-1, 6-0 at second doubles. Franklin senior Hannah Sweeney earned a 6-0, 6-1 win at first singles.

FHS boys and girls track teams top KP in close meets

From Hockomock Sports, we share the results of the FHS spring sports action on Tuesday, May 16.


Softball = Franklin, 3 @ Mansfield, 4 – Final
– Mansfield scored two runs in the third, added two more in the fourth and never trailed in a close win over Franklin. Marissa Staffier knocked in a pair of runs in the third, bringing home Megan Letendre (double) and Mady Bendanillo (single). In the fourth, Letendre and Bendanillo – who both had two hits on the day – had RBI singles to cap the Hornets’ scoring. Sarah Cahill struck out three while allowing 10 hits in the win. Franklin freshman Anna Balkus went 3-for-3 while Alyssa DaSilva and Alexx Niss (two-run triple)each had two hits for the Panthers.

Boys Tennis = Franklin, 2 @ Mansfield, 3 – Final
– Franklin won both doubles matches but Mansfield swept singles play to earn the win. For Franklin, James Johnston and Derek Wu won 6-2, 6-3 at first doubles and Tyler DiPalma and Rahul Hosdurg prevailed with a 6-4, 6-2 win at second doubles.

Girls Tennis = Mansfield, 3 @ Franklin, 2 – Final
– Mansfield earned two wins in singles play and one more in doubles to defeat Franklin on the road. Junior Sarah Doyle won 6-1, 6-1 at second singles and sophomore Elizabeth Elsner took a 6-2, 6-2 decision at third singles. Mansfield’s first doubles team of Chloe Peters and Tessa Garufi won 6-0, 6-0. Franklin’s Hannah Sweeney won 6-2, 6-2 at first singles and the team of Jillian McLaughlin and Alexa Katsaros won 6-4, 2-6, 10-4 at second doubles.

FHS softball tops North Attleboro 2-1

From Hockomock Sports, we share the results of the FHS spring sports action on Tuesday, May 9.



Softball = North Attleboro, 1 @ Franklin, 2 – Final
– North Attleboro freshman Bella Erti allowed just three hits but thats all the Panthers would need in a close non-league win over the Rocketeers. Big Red took the lead in the top of the fourth when Erti tripled and scored on a double by Sam Courtemanche. Franklin answered in the bottom of the fourth with a single from Olivia DiGiacomo and then a two-run home run by Clara DeCarvalho. Jackie Cherry earned the win for Franklin, striking out six. FHS head coach Kate Fallon-Comeau noted DiGiacomo made some outstanding defensive plays in right field as well.

FHS girls track and field tops Mansfield

Boys Track = Mansfield, 97 @ Franklin, 39 – Final

Girls Track = Mansfield, 55 @ Franklin, 81 – Final
– Mansfield junior Madison Haughey was a double winner, taking first in the high jump (4-9) and the 100M hurdles (16.8), junior Angela Corkery finished first in the triple jump (32-4) and second in the long jump (15-2) and freshman Lindsey Goulding won the javelin (78-9). Mansfield’s 4×100 team (Olivia Horn, Emily Quitzu, Angela Corkery, Alexis Kiyanda) and its 4×400 team (Cassidy McMahon, Emma Oldow, Audrey Martin, Caitlin Whitman) both came in first.

FHS lacrosse teams top Milford, track teams top Oliver Ames

From Hockomock Sports and Twitter, we share the results of the spring sports action on Thursday, April 13.


Baseball = Franklin, 1 @ Milford, 5 – Final

– Milford scored in five different innings to pick up its second straight win. The Scarlet Hawks scored single runs in the first, second, fourth, fifth and sixth against the Panthers. Aidan Wilde tossed a complete game without giving up an earned run, striking out seven and letting up just two hits. Ryan Goncalves went 2-for-4 with an RBI, a run scored and two stolen bases, Alex Coady had a home run and Anthony Arcudi was 1-for-3 with a double, a run and two stolen bases.


Softball = Milford, 6 @ Franklin, 1 – Final

– Milford senior Ali Atherton inherited a two-on, no out situation in a relief appearance and struck out three straight batters to help the Hawks escape danger in the sixth inning. Atherton picked up the save with two innings of work. Kelley Reichert earned the win, striking out five while allowing five hits in five innings of work. At the plate, Maggie Farrell was 2-for-4 with two doubles and Emily Hartman was 3-for-4 with a double and an RBI. Milford head coach Steve DeVitto praised the defense play of shortstop Emily Piergustavo and third baseman Kaitlyn DeCapua.


Boys Lacrosse = Milford, 0 @ Franklin, 18 – Final


Girls Lacrosse = Franklin, 9 @ Bishop Feehan, 5 – Final

– Franklin clamped down defensively, allowing just one goal in the second half to pull away from the Shamrocks. Franklin built a 6-4 lead by the break but won the second half 3-1. Annie Walsh had four goals, Erin Walsh had two goals and Jordan Jette recorded three assists to pace the offense. Freshman Gianna Cameron had five saves in net for the Panthers.
