"The Franklin Police Department is looking for the public’s assistance in locating Jazlyn Rodrigues, 15, of Franklin. Jazlyn Rodrigues is a Hispanic female with dark curly hair with blonde highlights. She was last seen wearing a grey sweatshirt, black pants, and black sneakers.
She was last seen on October 10, 2023, around 7 pm after leaving her residence at 200 Woodview Way in Franklin. Jazlyn is entered as a missing person in NCIC.

Franklin Police join Trust Building Campaign

The Franklin Police Department is pleased to announce that they have completed a pledge to enhance trust and collaboration between police and the communities served. The pledge is part of an initiative called the Trust Building Campaign which was started by the International Association of Chiefs of Police (IACP), the world’s largest and most influential professional association for police leaders. To join the Trust Building Campaign, law enforcement agencies must pledge to implement 25 key policies and leading practices within a 36-month period.

Chief Thomas Lynch made the decision to join the Trust Building Campaign as a means to enhance the trust and partnership the department has with the community.

By completing the Trust Building Campaign Pledge, the Franklin Police Department established policies and trainings, conducted assessments, and developed strategies within six focused areas (bias-free policing; use of force; leadership and culture; recruitment, hiring, and retention; victim services; and community relations) designed to encourage positive community-police partnerships that promote safe, effective interactions, create strategies to prevent and reduce crime, and improve the wellbeing and quality of life for all.

The IACP is encouraged by the efforts of agencies as they incorporate the pledge’s concepts into their everyday operations. When trust building is prioritized, community members and the police benefit from relationships focused on unified visions, goals, and values. Building and rebuilding trust in the community and around the world is critical, and must remain a primary objective.

The greatest benefit in taking the Trust Building Campaign Pledge has been reinforcing the policies and procedures that the department has established through the accreditation process and looking at them through the lens of community trust building and partnerships.

Chief Lynch states, “I feel the police department has a great relationship with the community but we are always trying to do better, to do a little more. The Franklin Police Department is constantly looking for ways to connect with and enhance those partnerships. The IACP Trust Building Campaign gave us a mechanism to review and improve our policies, procedures, and training with the goal of increasing the community’s trust and create additional positive relationships”.

The event was the state’s 8th Annual Manufacturing Award Ceremony hosted by the Legislature’s Manufacturing Caucus.  Sponsored by MassMEP and MassTech Collaborative, this was the third time the event was held in the DCU Club at Polar Park. 

Christine Nolan, Director for the Center of Advanced Manufacturing and Kathie Mahoney, President and CEO of MassMEP offered remarks at the ceremony along with Brooke Thomson, President of AIM. Senate President Karen E. Spilka and Secretary of Housing & Economic Development Yvonne Hao addressed the audience via pre-recorded video. 

After the successful event Representative Roy added, “Manufacturing output here is at its highest level in history and accounts for about 10 percent of the state’s economy and employs about 7% of the workforce with $56 billion in manufactured goods exported from the Commonwealth each year.  During the 8th Annual Manufacturing Awards Ceremony, we celebrated 68 manufacturing awardees from across the state of Massachusetts. These are truly great companies who make our economy soar and contribute to these statistics. These manufacturers are examples of what is means to Make it in Massachusetts.”

Formed in August 2014, the Manufacturing Caucus includes 71 legislators from around the Commonwealth. Lawmakers focus on training for manufacturing employees; encouraging innovation by helping start-ups access resources; and expanding apprenticeship opportunities in key manufacturing sectors.

– Kelly O’Connor had a goal and an assist, as the Panthers won for the second time in as many days and stayed just a game back in the league title race. Olivia Costa got the game-winner, finishing off an O’Connor pass to make it 1-0. With about 12 minutes to play, O’Connor would get the telling touch from a Cassidy Carmignani corner to clinch the two points. Rachel Welch and Jill Hamilton split time in goal to secure the clean sheet.

Panthers drop first Hock match of the season in an epic battle with rival KP 144-146.
CJ Steel & Tyler O'Brien shoot 36 and Liam Lewandowski & Jack Nelson with 37s but it wasn't enough to overcome a pair of 35s from KP.

Dear Friend,

Over the last several days, since Hamas launched its massacre, I have issued several statements about the unspeakable horrors unfolding in Israel. I write to reiterate my stance and offer several resources to you.

Given the risks both abroad and domestically, please review and employ these resources:
  • For Americans who are currently in Israel — please register with STEP, the Smart Traveler Enrollment Program. This free service ensures that the U.S. Embassy in Israel has your contact and travel details so: (1) you can receive important safety and security information; (2) the Embassy can contact you in case of emergency; and (3) family and friends will be better able to get in touch with you in an emergency.
  • For Americans who are currently in Israel and want to leave — the U.S. government is aware that domestic airlines have limited or stopped flights in and out of Israel. They are working on finding alternatives, such as connecting flights through intermediate locations and ground/water travel. Please contact the Embassy in Jerusalem, located at 14 David Flusser St. (in Arnona), phone 02-630-4000. 
  • For people in the U.S. who are involved with synagogues, community centers, or other organizations at heightened risk for targeted violence and terrorism, especially individuals in leadership roles — please consult the federal government's community safety and prevention kit
  • For Massachusetts residents who are in leadership roles at synagogues, community centers, and other organizations at heightened risk for targeted violence and terrorism — our FY24 state budget allocates $4,000,000 for nonprofit security grants. Keep an eye out for the next application period. 
  • For all people in the U.S. — if you see antisemitic or other content online that includes a call to or threat of violence, report it to your local law enforcement; you can also report to the FBI directly
  • For Massachusetts residents who personally experience or witness antisemitic discrimination or harassment, or any discriminatory behavior based on identityfile a civil rights complaint with the Attorney General's Office. 
  • For everyone — the ADL has numerous resources (including this toolkit) to address and challenge antisemitism. 

This is a difficult time for many of us. For support, please utilize 988 and the Hey Sam peer-to-peer youth mental health text line. Take care of yourselves, and each other.

School Committee hears of the ECDC Improvement plan and need for space (video & audio)

The Franklin School Committee met as scheduled on Tuesday evening at 7 PM in the Council Chambers. All 7 members were present for this penultimate session for this group. (With Nov 7 election, 3 members will return and there will be 4 new members).

Quick recap:
  • Superintendent's report. FHS game for thanksgiving at Fenway Park, tickets through Red Sox. Professional dev 10/18 and an early release day, Nov 7 full professional dev (election day)
  • Anticipating approx. 40 students from the migrant housing enrolled in school by end of this week. State providing funding to compensate
  • Hiring, a few positions; open 1 special Ed, 7 special Ed aids, (other info being shared)
  • Joint Budget Subcmte meeting Weds 10/11 at 5:30 PM, planning on an update on the currentFY24 budget. Some info to be shared with SchCom before meeting (as it will be public during the evening session). Anticipating quarterly disbursement from State on migrant funding
  • ECDC School Improvement Plan up next. Andy Bernabei, new principal, came in from Marlboro. Appreciated the help from his staff in making his transition. (Copy of presentation likely added to School page on Weds) new curriculum at ECDC (Note: as of Thursday morning, presentation copy not yet available)
  • Coordinate with Library and Senior Center for resources and event space. Looking to develop the relationship with Dean as well. Did meet with FHS to coordinate with students in early childhood program
  • Did add 2 classes last year, another this year at ECDC, have hired all the positions required. It is good educationally as well as financially, never mind required by law
  • Rolling enrollment at preschool has some real challenges with capacity and delivering appropriate services. The space issues will be addressed during the strategic long range facility planning process.
  • Has used a 2 step process, visit and play, a couple months later come back for the evaluation; this tends to bring students in with appropriate prep and usually less special Ed plans required. Do have sufficient peer students for the IEP students, do have afternoon capacity
  • In recognition of listening, they did explore providing lunch for the students who do both morning and afternoon sessions, survey revealed about 70 families expressed interest so it is being provided by the complex kitchen (157 students in total attendance)
  • School Cmte entered executive session not to return to open meeting for negotiation reasons

Legislature overrides 24 of 35 budget vetoes; restoration of civics education - "an example of 'civics in action'”


"MATT WILSON calls it an example of “civics in action.” 

After Gov. Maura Healey vetoed $1 million from the budget appropriation for a fund dedicated to expanding civics education in the state, a coalition of nonprofits, educators, and other groups focused on civics education sprang into action, meeting with legislative leaders and urging lawmakers to restore the funding. 

Last week, the Senate followed the House lead and overrode Healey’s veto. It means the state’s Civics Education Trust Fund, first established in 2018, will see an infusion of $2.5 million this year, a $500,000 bump from last year’s $2 million appropriation. 

“It really confirms for us the longtime support of civics education that legislators have shown over the last five years,” said Wilson, advocacy director for the Massachusetts Civic Learning Coalition."

"OVER THE COURSE of two weeks, the Legislature overrode the majority of Gov. Maura Healey’s vetoes from her first budget, restoring about $80 million across 24 overrides targeting child care, early education, suicide prevention, and anti-poverty funding. Current revenue levels, plus the recently signed tax cut package, make the package of overrides fiscally sound, lawmakers said.

The budget passed by lawmakers, House Ways and Means chair Aaron Michlewitz told representatives in late September, “was fiscally responsible, while also making sure we protected the programs our most vulnerable populations relied on.”  

Gov. Maura Healey used a light touch with the veto pen in her first budget cycle, but legislators in both chambers made quick work of several vetoes that had caused public consternation.

The governor made 35 vetoes, slicing about $270 million in total spending from the $56 billion budget for fiscal year 2024. Most of the cuts, she said, left programs at necessary levels or removed redundancies. "
