The Economic Development Committee met on Wednesday, Oct 18 as scheduled at 5:30 before the Town Council meeting at 7 PM. 3 members were present in the Council Chambers, Frongillo joined via remote.

My notes captured during the meeting:

Home occupation proposal up for discussion only, no legislation drafted yet, looking to help understand the issue, pros/cons, to eventually bring something forward. Frongillo tapped in via Zoom. Follow along with agenda (link below)

Bryan Taberner, Planning and Community Development, provides an overview on the home occupancy research, example of other communities; we don't have a specific bylaw for home occupancy but do have a section covering the items, and in comparison, we have what others do

Discussion around the nuances of the current regulation, most staff are happy with the current status; suggestion on limiting to some number with an area; not practical, nor encouraging the entrepreneur spirit of those interested. Need to get up to speed (revenue) ...

Before moving from home to a more formal business setting. Lowers the barrier to entry for business. Frongillo (1) making it easier to understand the current status, (2) parking, most streets have parking space unused most of the time (3) manufacturing, particularly food ...

Cathy Liberty, Health Director, speaks to the issues on both sides business and Health to enforce the regulations; different from a food establishment, the health dept can go in anytime because they are in business for that reason; home kitchen different as it is ...

Used some of the time and the access to the kitchen would need to be scheduled. DPW Director Cantoreggi talks to the need for grease traps for commercial kitchens,

 

maintenance is a requirement so it does add cost to the business, but ultimately it protects the community

One aspect of the regulations is to protect the assets (sewer pipes, water infrastructure,...) Moving to the second agenda item, discussion of 40R.

One of the goals from the Franklin For All project. "A smart growth overlay district" if done right, does well

40R does require State approval before going to Town Council, a housing build. Slides shared for the overview ->

40R draft is good but doesn't really do anything until a 40R district is created. This is the umbrella language that covers the future districts. A boat load of work, bring it back for the Nov 1 EDC mtg

A Statement on the Hamas Attack on Israel // We Stand with Those Who Grieve

On Saturday, October 7, 2023, Hamas launched an unprecedented surprise attack on Israel, sending missiles and militants across the border from the Gaza Strip, indiscriminately killing more than 1,300 people many of whom were civilians going about their daily lives waiting for the bus, dancing at a festival, doing morning chores, and hiding as best they could. These acts of terror are evil. We mourn the tragic loss of life and the lives that will inevitably be lost as Israel declares war and defends itself.

We stand with those who grieve.

The Franklin Interfaith Council is comprised of a variety of faith traditions that each understand war, and its necessity, differently. Some of us are staunch pacifists. Some of us believe war can only be waged in self-defense. And, still others, believe that war can be justified for reasons beyond self-defense. We hold many different beliefs yet, in our diversity, we all agree that war, justified or not, is always one atrocity after another. Our failure to fully comprehend the pain of war causes us to focus on the latest casualty, making it seem like the worst, diminishing or worse forgetting the loss that came before. In war, no atrocity is greater than any other. And so, we stand with those who grieve.

We look forward to the day when swords are beaten into plowshares and spears into pruning hooks, when “nation shall not lift up sword against nation; neither shall they learn war any more; but they shall all sit under their own vines and under their own fig trees, and no one shall make them afraid” (Micah 4:3b-4a). But, until that day, we stand with those who grieve.

We look with hope toward a day when peace and justice are not competing torrents, but flow down together like water, and righteousness like an ever-flowing stream (c.f. Amos 5:24). But, until that day, we stand with those who grieve.

The Franklin Interfaith Council stands together and supports all in our community who are grieving, especially our friends and neighbors at Temple Etz Chaim.

Franklin Cultural District Committee Accepting Grant Proposals through Dec 12, 2023

Dear Franklin Cultural District Partners, 

The Franklin Cultural District Committee (FCDC) has received a Cultural District Investment grant from the Massachusetts Cultural Council for fiscal year 2024.

The FCDC is reaching out to FCD Partners for grant proposals for cultural initiatives planned in the district. Attached, please find a Franklin Cultural District Funding Request form. If you have a project/initiative that will benefit and promote culture in our community and want to request some funding, please complete the form attached, and return it to Bryan Taberner, Director of Planning and Community Development, by December 12, 2023. Mr. Taberner's email address is: btaberner@franklinma.gov

The FCDC will discuss the proposals at its meeting on Thursday, December 14 at 7:00 PM scheduled to be held in-person at Franklin TV, 23 Hutchinson Street, Franklin. All funds awarded need to be spent by June 30, 2024.

– Franklin jumped ahead with a win in the first set and never looked back to score a sweep of the visiting Rocketeers, 3-0 (25-18, 25-13, 25-8). Livi Alberti had a successful showing from the middle with a team-high six kills on .667 hitting while Taylor Lacerda added five kills, seven digs,a nd two aces. Brooke Daniels had a big day at the service line with nine aces along with nine assists and five digs. Olivia Valante was strong defensively with 18 digs.

Message from the Franklin Public Schools Superintendent and Chief of Police

Dear Franklin Public Schools Community,

As you may be aware, there is an active police investigation to locate one of our FHS students, Jazlyn Rodrigues, who was reported missing by her family. Our hearts go out to her family and loved ones, and we continue to hope for her safe return home soon.

Franklin Public Schools (FPS) officials have been assisting the Franklin Police Department throughout its investigation and will continue to help in any way possible.  The search for Ms. Rodrigues is active and ongoing. The Franklin Police Department is urging anyone with information about her whereabouts to call the Franklin Police Department at 508-528-1212.

If anyone should speak to Ms. Rodrigues, it is imperative that she knows that she is not in any trouble.  Her family and the entire community just want her to come home.

We ask parents/guardians within our community to speak to their children about this serious situation, recognizing these are difficult conversations.  Any details, no matter how small, could assist the police in their search. 

FPS staff is available for students who need additional support.  If you have concerns about your child, please contact their school-based team.
