The musicians are coming! The musicians are coming! On porches everywhere. On Saturday, June 1st, get ready for a ‘neighborhood block party’ all over town. Finance Committee hears updates from School Committee, approves series of measures to send to Town Council (audio)

FM #1205 = This is the Franklin Matters radio show, number 1205 in the series. 


The Franklin (MA) Finance Committee conducted their 3rd and final budget hearing on the FY 2025 budget on Wednesday, May 15, 2024. Seven of the nine members of the Committee participated, one remotely, so all the votes were via roll call.  


Quick recap:

  • Town Administrator Jamie Hellen briefly covered the Tri-County and Norfolk Aggie budget items. Their representatives were unable to participate this year.

  • Franklin School Superintendent Lucas Giguere, Business Administrator Dr Dutch, and School Committee Vice-Chair Dave McNeill presented from the table. Asst Supt Paula Marano provided updates on special education programs and answered those questions

  • As the budget has been presented a number of times, there was an attempt to provide the "readers digest" version, and they were mostly successful.

  • Some changes noted:

    • They did provide an update on the migrant funding from DESE, a check for $335K+ was just received and another to account for the 72 students currently in the system is expected in June. These funds can only be used to support the migrant students and are not in the budget

    • The transportation increased projected earlier at 1100 was reduced to $500 per student and to compensate, the number of FTEs potentially laid off would increase from 30 to 47

    • They also presented an outlook on the funding to be allocated assuming the override does pass. The schools would get the $6.3M in the first year, and then $4M plus in each succeeding year 

  • The committee then votes to approve the series of resolutions to provide the fund accounting for the budget. Only one vote received a "no", all others passed by the 7-0-2 (7 for, 0 against, 2 absent)

    • Water rate increase was approved for the next 2 years (Council still needs to approve)

    • Curbside pickup rate increase approved (Council still needs to approve)

    • Stormwater fee increase approved (Council still needs to approve)

When big news breaks, it can be hard to cut through the noise and find accurate information. Misinformation thrives during times of war, natural disasters and upheaval — and bad actors often spread falsehoods for cheap engagement on social media.

This infographic offers six best practices to help you navigate fast-moving stories:
  1. Mind the gap: Keep in mind that there’s often a gap between what the public wants to know and the verified information available. Unconfirmed or completely bogus content often rushes in to fill that gap.
  2. Beware bad actors: Remember that bad actors often capitalize on breaking news situations to spread falsehoods for easy likes and shares.
  3. Do a quick search: This is often your best defense against misinformation.
  4. Look for evidence: Claims that make bold assertions but provide no links or other evidence should always be approached with caution.
  5. Seek credible sources: Be intentional about looking for credible news and not relying on social media algorithms to bring you updates.
  6. Practice patience: Quality journalism and verification take time. Be ready to follow news developments over time.
Remember: Early details in news reports may turn out to be incorrect, and it might take days or even weeks to untangle initial accounts in a major story. The last thing you want to do is add to the fog of confusion by sharing an unverified post or visual. Slowing down and following these tips can help keep you anchored as the story continues to unfold.

CONSTRUCTION UPDATE WEEK OF MAY 20:

On Monday (5/20) the Construction crew will be conducting trench paving work on Rt. 140.   This work will occur between the hours of 9am and 3PM.   
Expect lane shifts/closures and traffic delays due to active roadwork.

Starting on Wednesday (5/22), Eversource Gas will be working on Beaver Street in front of the Recreation Center to relocate the existing gas service and prepare the new gas services for the future Beaver Street Interceptor Pump Station.  Expect lane shifts/closures and traffic delays due to active roadwork.

Work will continue on the dead end section of Old West Central serving Ledgewood Condominiums and Franklin Crossing.  Between the hours of 7am to 4pm the dead end section of Old West Central serving Ledgewood Condominiums and Franklin Crossing will continue to be closed at Tri-County Drive.  Those residents should continue to follow the posted signs for directions on exiting and entering. 

Work will also continue within the sewer easement between Pond Street and the Brookview Condos.  The contractor will be setting up a by-pass pump system to prepare for the cleaning and lining of the existing 24-inch Beaver Street Interceptor. Those residents that will be affected by this work have been notified.

Baseball = Franklin, 3 vs. Framingham, 2 – Final 
– Franklin senior Jake Shaughnessy drove a single to right field with the bases loaded in the bottom of the seventh, sending Franklin to a walk off win over Framingham. The teams traded runs through the first three innings and stayed deadlocked at 2-2 all the way until the bottom of the seventh. Senior Dom Caccavelli (3-for-4, RBI, two runs) led off with an infield single and senior Henry Digiorgio reached on a bunt single. A sacrifice from senior Rex Cinelli moved the runners up a bag, and an intentional walk to senior Ben Yuknis loaded the bases with one out. Shaughnessy’s first hit of the game proved to be the biggest, bringing Caccavelli home for the win. Senior Ryan Kane allowed one unearned run on one hit and no walks, striking out two in two innings of work, Mason Smith surrendered an unearned run on one hit and one walk in an inning of relieve, and senior Brian Auciello blanked the Flyers for two innings, striking out one without giving up a hit or walk. Zach Winer got the win after pitching scoreless sixth and seventh innings, recording a pair of strikeouts.

Boys Lacrosse = Franklin, 12 vs. Bishop Feehan, 7 – Final 
– After Bishop Feehan closed the game down to three goals at halftime, Franklin responded with a big third quarter to double the advantage (11-5) going into the fourth and held on the rest of the way. Zach Langevin had a strong outing for the Panthers, scoring a hat trick to go along with two assists. Dylan McEvoy also netted a hat trick and had one helper, and Drew Hansen scored once with one assist.

Girls Lacrosse = Franklin, 14 @ Bishop Feehan, 7 – Final 
– Franklin grew its lead throughout the game, pulling away from Bishop Feehan to return home from Attleboro with a non-league. The Panthers turned a 3-2 lead at the end of the first into a three-goal lead at halftime (7-4), and then outscored the hosts 4-1 in the third to carry an 11-5 lead into the final frame. Franklin had a well-balanced offensive attack with five different players finding the back of the net. Julia Flynn led the charge with six goals and one assist, Katie Ryan notched a hat trick, Gabi Consigli and Sophia Sacchetti each tallied twice, and Liza Kudish scored once. Vera Hansen had a great game in the middle of the field, securing four ground balls, while Morgan Lovell anchored the defensive effort with strong play and a pair of ground balls. Maisie Streeseman recorded seven saves in net for the Panthers.

Boys Tennis = Franklin, 0 @ Sharon, 5 – Final 
– Sharon secured an impressive win at home, taking all five matches in straight sets in a 5-0 win over Franklin. Senior Matthew Lally took a 6-3, 6-3 verdict at first singles, junior Jacob Slavsky didn’t drop a game in 6-0, 6-0 second singles win, and freshman Milan Kulijev battled to a 6-4, 6-2 win at third singles. In doubles action, the junior-sophomore tandem of Sava Kassev and Isaac Chen dropped just one game in the first set to secure a 6-1, 6-0 first doubles win, while junior Joel Zwicker paired up with freshman Avaneesh Mohan to land a 6-0, 6-2 second doubles win.

Girls Tennis = Sharon, 4 @ Franklin, 1 – Final 
– In a battle of division leaders, Sharon stayed undefeated against Hockomock foes and handed the Kelley-Rex leading Panthers their first league loss of the season. Junior Judy Song emerged from a tight battle at first singles with a 6-3, 7-5 win while classmate Heather Hou added a 6-1, 6-2 verdict at second singles. Sharon’s first doubles tandem of junior Jenny Sand and freshman Heather Hou earned a 6-3, 7-6 (5) win, while juniors Olivia Landstein and Grace Zhong teamed up with a dominant 6-0, 6-1 second doubles victory. Franklin sophomore Isabelle Simino landed a 6-2, 6-3 straight set win at third singles.
