Franklin Establishes a New “Carry In / Carry Out” Trash & Recycling Policy for All Users Of The Town’s Outdoor Spaces

Policy to take effect July 1st, 2025

This new policy is being put into effect due to staffing issues and budget constraints.

The intent of this policy is to keep our parks and recreation areas clean, green, safe and sustainable.

What This Means
All visitors, teams, families, and sports organizations that use Town spaces are responsible for:
Disposing of all trash, food waste, wrappers, bottles, cans, and recyclables properly that is brought into a park or field
Disposing “properly” means to use the proper trash or recycling containers that may be provided on site. If containers were taken off site, trash should be disposed of or recycled off site
Leave the area cleaner than you found it

What You Won’t See
Trash or recycling barrels will not be provided at the usual places at parks or fields as in the past
If trash and recycling containers are provided on site, they will be consolidated to one spot near an entrance/exit to improve efficiency and reduce costs
Public Works crews will not collect or remove any litter left behind
 
Why It Matters
Our facilities remain clean and welcoming for everyone to enjoy in a safe manner
Reduces operating costs and environmental impact
Encourages responsible stewardship of public spaces

Important Notes
Coaches, youth sports groups, parents and players are expected to help enforce this policy during games, practices, other events, and causal use
Failure to comply may result in loss of field permits or field closures
We appreciate your cooperation in keeping our community clean! Together, we can protect and preserve our outdoor public facilities.

Register O'Donnell Reports Number of Foreclosures, Promotes Assistance Programs

Norfolk County Register of Deeds William P. O’Donnell today reminded Norfolk County homeowners who are struggling to pay their mortgage or facing foreclosure that there are consumer assistance programs available to help them out.

A statistical review of the first six months of 2025 compared to the same period in 2024 shows a decrease in foreclosures and notices to foreclose, the first step in the process. In the first half of 2025, a total of 29 foreclosures were recorded, down 38% from 2024, and 143 notices to foreclose were recorded, down 29% from last year.

“There is no question that this reduction in the number of foreclosures and notices to foreclose is good news.” Register O’Donnell continued, “With that said, we realize that foreclosure activity has a human face associated with it, and there are still a number of our neighbors who have lost their homes, and even more are dangerously close to losing their homes.”

To help those facing issues paying their mortgage, the Registry of Deeds has partnered with upstanding non-profit agencies by promoting their services when it comes to mortgage modification and foreclosure programs.

NeighborWorks Housing Solutions (NHS) offers a multitude of services with the aim of helping homeowners maintain safe, affordable, high-quality housing and grow their financial skills. NHS’ services include rental assistance, emergency financial help, shelter and homelessness prevention, first-time homebuyer education and counseling, financial coaching, foreclosure prevention, affordable residential and small business loans, and the construction and management of high-quality rental housing across Southern Massachusetts.

Since 1965, Quincy Community Action (QCAP) has been providing anti-poverty services in the Greater Quincy region. This includes basic needs such as food and nutrition, fuel assistance, affordable housing, quality early education and care, adult education and workforce development, and financial education. QCAP helps more than 100 communities, and more than 28,000 individuals benefit from QCAP services annually.

Homeowners can contact Quincy Community Action Programs at (617) 479-8181 x-376 or NeighborWorks Housing Solutions at (617) 770-2227. Another option available is to contact the Massachusetts Attorney General’s Consumer Advocacy and Response Division (CARD) at (617) 727-8400.

“All of these agencies provide a range of assistance, from helping with the mortgage modification process to providing legal services to offering credit counseling,” stated Register O’Donnell. “If you are having difficulty paying your monthly mortgage, please consider contacting one of these non-profit agencies for help and guidance.”

For more information on these and other support options, go to the Registry’s website at www.norfolkdeeds.org, click on the Support tab, and then click on the subtab that mentions Foreclosure Assistance.

“Counselors can help homeowners understand their mortgage terms, negotiate with their lender, and develop a plan to avoid foreclosure. There are legitimate resources available to help homeowners in distress, but it is important to be cautious and do your research before trusting any company promising quick solutions,” said Register O'Donnell.

Register O’Donnell also warned homeowners against falling prey to for-profit companies that offer loan modification and credit counseling services but charge an exorbitant fee.

“Unfortunately, foreclosure rescues and mortgage modification relief do have those individuals who try to scam the public. In some cases, unscrupulous for-profit foreclosure relief and mortgage modification companies are preying on vulnerable homeowners,” noted O’Donnell. “They make unrealistic promises and charge a lot of money for doing so. If one of these companies is telling you something that is too good to be true, it probably is. Please check out any for-profit foreclosure relief and mortgage modification company before entering into a contract with them.”

To avoid falling prey to for-profit companies that offer loan modification and credit counseling services but charge an exorbitant fee, residents can check the Better Business Bureau or consumer protection websites to see if there are any complaints against the company.

Register O’Donnell concluded, “The Registry is proud of its commitment to helping those facing a mortgage delinquency or foreclosure by directing them to the appropriate agency that can hopefully put them back on the road to financial recovery. I urge people who feel that they need such services to contact the agencies referenced above.”

The Massachusetts Legislative Manufacturing Caucus Co-Chairs, Representative Jeff Roy and Senator Paul Feeney, in conjunction with the Associated Industries of Massachusetts (AIM), recently sponsored Manufacturing Day at the State House, inviting Massachusetts Legislature members and State House staff to interact with industry leaders.

This event provided a singular opportunity for direct engagement with employers and industry leaders influencing the future of manufacturing in the Commonwealth. It also served as a platform for legislators and staff to grasp the implications of policy decisions on the manufacturing sector and to recognize the collective efforts contributing to positive outcomes in Massachusetts.

The Mass FY 2026 budget closes out with Gov Healy signature

Today (June 30, 2025) , Speaker Mariano and I issued the following statement on the Legislature's FY26 Budget:

"We are incredibly proud of the agreement that was reached by the House and Senate on Friday. This is a budget that delivers for Massachusetts residents and reflects our shared commitment to spending taxpayer dollars responsibly.

This agreement incorporates many of the strongest proposals from both chambers, will make Massachusetts more affordable, and will protect our most vulnerable residents.

As President Trump and Congressional Republicans continue to pursue devastating cuts to programs that millions of Americans rely on, we recognize the heightened importance of passing a fiscally responsible budget that invests in the areas that we value most.
This budget does exactly that.

We are deeply grateful to Chairs Rodrigues and Michlewitz, Vice Chairs Comerford and Ferrante, and the members of both chambers for their thoughtful work in delivering a timely and meaningful budget.

We look forward to sending it to the Governor’s desk on Monday."

"Today (07/04/25), Governor Maura Healey signed the Fiscal Year 2026 (FY26) state budget, a $60.9 billion plan that is fiscally responsible, lowers costs, protects essential care and services, and moves the Massachusetts economy forward.  

To further control spending and protect taxpayer dollars, Governor Healey is vetoing $130 million, resulting in a final budget that is more than $1 billion less than the H1 proposal and $130 million less than the final conference budget. The administration is also continuing an Executive Branch hiring freeze, halting a planned non-union manager pay raise scheduled for January, saving $17 million, and delaying payment on earmarked funds for local projects in the budget totaling approximately $125 million until later in the year when more is understood about their affordability.

“I’m proud to sign a budget that is fiscally responsible and protects what makes Massachusetts special,” said Governor Healey. “I’m grateful to the Legislature for their strong partnership and efficient work to develop and pass this budget for the people we serve. In Massachusetts, we are continuing to lead and do what we know works – focusing on lowering costs, protecting essential care and services, and moving our economy forward by investing in housing, transportation and our schools. We are also signing this budget in a moment of great dysfunction in Washington. The President is poised to sign a bill that’s going to kick hundreds of thousands of Massachusetts residents off their health care, increase energy and groceries prices, and cost people their jobs.”

FRANKLIN =  Chapter 70 - $30,460,643  Local Aid - $3,075,999
Note: The Chapter 70 amount is exactly the same as approved by the Town Council for the FY 2026 budget. The Local aid as approved by the Governor is $33,468.00 more than currently in the Franklin budget. The adjustment to the Franklin budget will occur later this year before the tax rate is set in Nov/Dec.


Beaver Street Interceptor (BSI) Project: Construction Updates ~ Monday (7/7) through Friday (7/11)

The construction crew will be working off the road within the Franklin Village Mall area to connect the new sewer main. They will also be working off the road on Fisher Street adjacent to the MBTA Tracks. Limited to no traffic impacts are expected.

NO WORK on Beaver Street - On either side of the MBTA tracks Beaver Street will have steel plates to allow for traffic to pass over.  Please use caution when traveling in this area.  

At the Franklin Recreation Center, the construction of the new Beaver Street Interceptor Pump Station will continue with construction of the exterior building structure and internal building component installation.

The first of three MicroGalleries will be installed this summer at the Franklin Sculpture Park on Panther Way.
This rotating gallery will feature intimate, site-specific works that are accessible, engaging, and reflective of the cultural vibrancy of Franklin. Artists of all backgrounds—especially those with ties to Franklin or the region—are encouraged to submit their proposals for this unique opportunity.

Our first selected Artist is Amy Vulfovich; ‘Over the past few years, I have challenged myself to create art with materials found in nature, such as tree bark, leaves, pinecones and acorns. Whether I am on a walk in the woods, relaxing on a beach or playing with my kids in the park, my head is always down, searching the ground for items I can use in my art. There are times when I find supplies that will fit with my vision and other times when I find inspiration from the natural items I discover. I create a story with each artwork, while also showcasing the beauty and endless possibilities of working with natural materials.
When making my sculptures, I spend days searching for the perfect twigs, leaves, acorns and more in order to achieve a pose or create the small details that will give a space its intended atmosphere. Unlike traditional materials like wire or clay, I cannot change the angles of a branch or increase the size of an acorn. Although I am limited to the materials I find, I greatly enjoy the challenge this creates. I find that it pushes me to think outside the box and has given me a chance to strengthen my creativity.’
